CIS LEBANON SECURITY INDEX August 7 2025

BEIRUT 🏙️

Index Reading: 85/100 🔴

Status: Critical. The Lebanese government is in a state of paralysis. Today’s scheduled cabinet session to continue discussions on Hezbollah’s disarmament was postponed indefinitely after Prime Minister Salam failed to secure a quorum. Hezbollah and its political allies refused to attend, effectively collapsing the government’s attempt to meet a US ultimatum. Hezbollah’s parliamentary bloc has issued a statement declaring the August 5th cabinet decision “illegitimate” and a “surrender to American-Zionist dictates,” warning that any attempt by the LAF to implement a disarmament plan would cross a “red line.” Minor scuffles between rival political supporters were reported in the Tariq al-Jdideh neighborhood, prompting LAF deployment. The risk of internal, politically motivated violence is now extremely high.

Key Factor: Political paralysis and a direct confrontation between Hezbollah and the state, significantly increasing the risk of widespread civil unrest.

MOUNT LEBANON 🏞️

Index Reading: 55/100 🟡

Status: The risk profile for Mount Lebanon has increased due to the political crisis in Beirut. The potential for spillover violence, politically motivated roadblocks, and targeted security incidents is now significantly higher. The area remains under frequent Israeli aerial surveillance.

Key Factor: The governorate’s stability is directly threatened by the escalating political crisis in the capital.

NORTH LEBANON 🌊

Index Reading: 88/100 🟠

Status: High. The national political crisis is expected to exacerbate existing tensions in Tripoli. The deep socio-economic distress and sectarian fault lines make the area highly susceptible to being drawn into any national-level civil unrest. The region remains an active operational theater following recent Israeli strikes targeting Hamas personnel.

Key Factor: The combination of active conflict risk and a high potential for large-scale civil unrest.

AKKAR 🌲

Index Reading: 92/100 🔴

Status: Critical. The Lebanese government’s paralysis undermines the LAF’s ability to manage the extremely volatile security situation along the porous Syrian border. The LAF continues its security raids in the governorate, but the national crisis adds another layer of instability to an already precarious region.

Key Factor: Extreme threat from a porous and actively contested border, now compounded by the national political crisis.

BEQAA VALLEY 🍇

Index Reading: 96/100 🔴

Status: Critical. An Israeli drone strike on August 6 in the town of Brital killed one person. This follows the massive series of Israeli airstrikes on July 31. The region is an active conflict zone with a high threat of armed robbery on secondary roads.

Key Factor: Active and ongoing Israeli military action, including targeted killings.

BAALBEK-HERMEL 🕌

Index Reading: 98/100 🔴

Status: Critical. This remains a primary conflict zone. An Israeli drone strike overnight on August 5-6 in Brital killed a Hezbollah operative identified as Hassam Qassem Gharab, who the IDF claimed was directing rocket attacks from Syria. The political crisis in Beirut removes any pretense of state control over the region.

Key Factor: Assessed as a primary active conflict zone with ongoing major military strikes and targeted assassinations.

KESERWAN-JBEIL 🏛️

Index Reading: 35/100 🟢

Status: Remains the calmest governorate. However, the national crisis poses a significant threat to this stability. All foreign governments advise against travel to any part of Lebanon, including this governorate, due to the risk of a sudden, country-wide conflict escalation or breakdown of civil order.

Key Factor: Localized calm that is entirely dependent on the fragile national security situation.

SOUTH LEBANON 🌴

Index Reading: 99/100 🔴

Status: Critical. An active war zone. A tense calm prevails on the border today, but the situation remains extremely volatile following the deadly Israeli strike in Khiam on August 4 and in Touline on August 2. Hezbollah’s defiant political stance means any future incident will likely be met with a severe response.

Key Factor: Active and ongoing exchange of fire, with the potential for massive escalation at any moment.

NABATIEH ⛪

Index Reading: 99/100 🔴

Status: Critical. An active war zone. The entire governorate is a primary theater for Israeli military operations and is directly impacted by the escalating exchanges of fire in the south. The political paralysis in Beirut means there is no effective diplomatic track to de-escalate hostilities.

Key Factor: Strategic importance for non-state actors makes it a central front for ongoing hostilities.

🎯 TODAY’S SECURITY INTELLIGENCE BRIEF

🔥 HIGH-RISK AREAS TO MONITOR:

  • Location 1: Beirut, particularly the southern suburbs, Tariq al-Jdideh, and areas around government buildings, due to the high potential for protests and civil unrest.
  • Location 2: The town of Brital in the Baalbek-Hermel governorate, following the August 6 Israeli drone strike.
  • Location 3: The entire southern border region, which remains on high alert for a resumption of heavy cross-border fire.
  • Location 4: The Lebanese-Syrian border region in Akkar, due to ongoing instability and military operations.

RELATIVELY LOWER-RISK ZONES (WITH EXTREME CAUTION):

  • Area 1: The Jbeil (Byblos) and Batroun coastal cities. Caveat: Stability is not guaranteed in a nationwide escalation.
  • Area 2: The Metn district’s primary residential and commercial zones. Caveat: Subject to risks from a nationwide escalation and ongoing aerial surveillance.
  • Area 3: Beirut Central District. Caveat: Avoid all demonstrations and maintain high awareness of opportunistic crime.

⚠️ AVOID TODAY:

  • DO NOT TRAVEL TO LEBANON. The security situation is extremely volatile. The political paralysis significantly increases the risk of a rapid deterioration into either civil conflict or wider war.
  • All travel to South Lebanon, Nabatieh, Baalbek-Hermel, Beqaa, Akkar, and Tripoli governorates.
  • Any non-essential movement. As demonstrated by recent strikes, Israeli air operations can occur anywhere in the country, at any time.

📱 PROFESSIONAL SECURITY GUIDANCE

🏠 FOR RESIDENTS:

  • The risk of both internal conflict and a wider war with Israel is at its highest point in months. Prepare for a rapid and severe deterioration of the security situation.
  • Avoid all political gatherings and protest areas in Beirut. Be aware of the potential for sudden roadblocks and politically motivated violence.
  • Maintain emergency supplies (food, water, medicine) and a “go-bag” with essential documents.
  • Know the location of the nearest shelter and have a shelter-in-place plan.

🏢 FOR BUSINESSES:

  • Immediately suspend all operations and staff travel to the Baalbek-Hermel, Beqaa, South Lebanon, and Nabatieh governorates.
  • Review and test emergency plans for evacuation and sheltering in place. Establish clear communication protocols and alert systems for all staff.
  • Anticipate severe supply chain disruptions and the potential for widespread roadblocks. The paralysis of the government may impact administrative functions and services.

🚗 FOR TRAVELERS:

  • DO NOT TRAVEL TO LEBANON. Multiple governments, including the US, UK, Canada, and Australia, advise their citizens not to travel to Lebanon and have stated that their ability to provide consular assistance or evacuation is extremely limited. Commercial flights may be cancelled and the airport could close without notice.

🔮 24-HOUR SECURITY FORECAST

  • Predicted Index Reading: 98/100
  • Forecast Trend: ⚡ VOLATILE
  • Expected Factors: The government’s failure to meet and Hezbollah’s “red line” declaration have created a dangerous political vacuum. The US State Department has expressed “deep disappointment” and is re-evaluating its policy. The coming days are critical. The risk of internal clashes, a major Israeli military operation, or both, is exceptionally high.
  • Preparation Recommendation: All residents and organizations must maintain a maximum state of alert and be prepared for an imminent and severe escalation of the security situation.

📊 WEEKLY SECURITY ANALYSIS

  • This Week’s Average: 97/100
  • Change from Last Week: +35 points
  • Monthly Trend: Rapidly Deteriorating
  • Seasonal Assessment: The security environment is now defined by a dual crisis: an active, low-intensity conflict with Israel and a severe internal political standoff that threatens to spill over into violence. The November 2024 ceasefire framework has effectively collapsed.
