SECURITY INDEX July 29 2025

🌡️ GOVERNORATE-BY-GOVERNORATE SECURITY ASSESSMENT

BEIRUT 🏙️

Index Reading: 65/100 🟡

Status: A tense and polarized environment. Central commercial and residential districts maintain a fragile stability enforced by a heavy security presence. However, the southern suburbs (Dahiyeh) remain high-risk “no-go” zones for foreign governments, subject to Israeli airstrikes and controlled by non-state actors. The severe economic crisis continues to drive a high rate of opportunistic and organized crime across the city.1

Key Factor: A sharp dichotomy between the secured central districts and the high-risk southern suburbs, with underlying socio-economic friction creating a persistent threat of civil unrest.2

MOUNT LEBANON 🏞️

Index Reading: 40/100 🟢

Status: Generally stable but subject to the risks of the national crisis. The primary threats are opportunistic crime spilling over from Beirut and strain on public infrastructure. While not a direct conflict zone, the governorate is not immune to a nationwide escalation and is subject to frequent aerial surveillance by Israeli reconnaissance aircraft.

Key Factor: Local calm is entirely contingent on the fragile national security situation and can be disrupted without warning.

NORTH LEBANON 🌊

Index Reading: 80/100 🟠

Status: High. The city of Tripoli is considered an active operational theater following recent Israeli strikes targeting Hamas personnel in the area.5 Deep socio-economic distress and sectarian fault lines create a fertile ground for violent civil unrest, with a significant risk of spillover from the conflict in Syria.6 Foreign governments advise against all travel to the city.

Key Factor: Active conflict risk combined with a high potential for large-scale civil unrest fueled by economic desperation.

AKKAR 🌲

Index Reading: 88/100 🟠

Status: High. The security situation is extremely volatile due to the porous and unstable border with Syria. The Lebanese Army is conducting coordinated security raids in the governorate, highlighting the active internal security threat. Active smuggling networks continue to operate, creating a direct and immediate risk of cross-border conflict.

Key Factor: Extreme threat from a porous and actively contested border with Syria, requiring ongoing military operations.

BEQAA VALLEY 🍇

Index Reading: 82/100 🟠

Status: High. The region is a high-probability target for Israeli military action and is subject to ongoing Lebanese Army security raids. Pervasive illicit economies, tribal disputes, and a high threat of armed robbery and carjackings on secondary roads persist, making travel outside of main urban centers like Zahlé dangerous.

Key Factor: High probability of Israeli deep-interdiction strikes and significant, pervasive criminal activity.

BAALBEK-HERMEL 🕌

Index Reading: 92/100 🔴

Status: Critical. This is a primary conflict zone, subject to widespread Israeli reconnaissance flights and Lebanese Army security raids. The risk of further mass-casualty airstrikes, similar to the deadly July 15 event, remains exceptionally high. The dominant presence of non-state actors and active smuggling corridors make it a focal point for both Israeli strikes and clashes related to the Syrian conflict.

Key Factor: Assessed as a primary active conflict zone with a high risk of major military strikes.

KESERWAN-JBEIL 🏛️

Index Reading: 30/100 🟢

Status: Remains the calmest governorate with minimal local security threats beyond petty crime and traffic associated with tourism.7 However, this local stability is highly deceptive. The entire country, including this governorate, is under a “Do Not Travel” advisory from multiple foreign governments due to the risk of a sudden, country-wide conflict escalation with no warning.

Key Factor: Localized calm that is entirely dependent on the fragile national security situation.

SOUTH LEBANON 🌴

Index Reading: 95/100 🔴

Status: Critical. An active war zone. The Lebanese Army’s Intelligence Directorate arrested a multi-national terrorist cell (Lebanese, Syrian, and Iraqi) in Sidon, highlighting complex internal security threats in addition to the external conflict. Israeli military activity is constant, with a drone recently deploying a grenade in Ramia. On July 26, Israeli drone strikes in the Tyre district killed three people, including a senior Hezbollah commander.

Key Factor: Active and ongoing targeted killings by Israeli forces, compounded by internal terrorist threats, creating an extremely high risk of escalation.

NABATIEH ⛪

Index Reading: 95/100 🔴

Status: Critical. An active war zone with ongoing kinetic activity. On July 28, an Israeli drone strike on a motorcycle in Bint Jbeil killed one person and injured four others. Israeli forces also fired machine guns towards the outskirts of Kfar Shuba. The entire governorate is a primary theater for Israeli military operations.

Key Factor: Strategic importance for non-state actors makes it a central front for ongoing hostilities and targeted assassinations.8

🎯 TODAY’S SECURITY INTELLIGENCE BRIEF

🔥 HIGH-RISK AREAS TO MONITOR:

  • Location 1: The entire Tyre District (South Lebanon) and Bint Jbeil District (Nabatieh), following the targeted killing of a senior Hezbollah commander and ongoing strikes.
  • Location 2: The entire Baalbek-Hermel governorate, which remains a primary target for major Israeli airstrikes.
  • Location 3: The Lebanese-Syrian border region in Akkar, due to active smuggling and ongoing security force operations.
  • Location 4: The city of Tripoli, due to the risk of further strikes and high potential for civil unrest.

RELATIVELY LOWER-RISK ZONES (WITH EXTREME CAUTION):

  • Area 1: The Jbeil (Byblos) and Batroun coastal cities. Caveat: Stability is not guaranteed in a nationwide escalation.
  • Area 2: The Metn district’s primary residential and commercial zones. Caveat: Subject to risks from a nationwide escalation and ongoing aerial surveillance.
  • Area 3: Beirut Central District. Caveat: Avoid all demonstrations and maintain high awareness of opportunistic crime.1

⚠️ AVOID TODAY:

  • DO NOT TRAVEL TO LEBANON. The security situation is extremely volatile. The conflict could escalate or spread to other areas with little to no warning. Beirut’s airport could close at any time.
  • All travel to South Lebanon, Nabatieh, Baalbek-Hermel, Beqaa, Akkar, and Tripoli governorates.
  • Any non-essential movement. As demonstrated by the July 28 strike in Bint Jbeil, Israeli air operations targeting vehicles and individuals can occur anywhere in the country, at any time.

📱 PROFESSIONAL SECURITY GUIDANCE

🏠 FOR RESIDENTS:

  • The risk of retaliatory action and further escalation remains extremely high following recent targeted killings. Prepare for a rapid deterioration of the security situation.
  • Maintain emergency supplies (food, water, medicine) and a “go-bag” with essential documents.
  • Know the location of the nearest shelter and have a shelter-in-place plan. Verify information from official sources before sharing.

🏢 FOR BUSINESSES:

  • Immediately suspend all operations and staff travel to the Baalbek-Hermel, Beqaa, South Lebanon, and Nabatieh governorates.
  • Review and test emergency plans for evacuation and sheltering in place. Establish clear communication protocols and alert systems for all staff.
  • Anticipate severe supply chain disruptions, particularly for goods transiting the Beqaa Valley and the Syrian border.

🚗 FOR TRAVELERS:

  • DO NOT TRAVEL TO LEBANON. Multiple governments, including the US, UK, Canada, and Australia, advise their citizens not to travel to Lebanon and have stated that their ability to provide consular assistance or evacuation is extremely limited. Commercial flights may be cancelled and the airport could close without notice.

🔮 24-HOUR SECURITY FORECAST

  • Predicted Index Reading: 75/100
  • Forecast Trend: ⚡ VOLATILE
  • Expected Factors: High potential for retaliatory actions following recent targeted killings. Continued Israeli military operations across the south are expected. Political tensions are extremely high, with intensified US pressure on the government and the recent court verdict in the killing of a UN peacekeeper adding to the complex domestic situation.
  • Preparation Recommendation: All residents and organizations must maintain a maximum state of alert and prepare for a potential, rapid escalation to a wider conflict.

📊 WEEKLY SECURITY ANALYSIS

  • This Week’s Average: 78/100
  • Change from Last Week: +16 points
  • Monthly Trend: Rapidly Deteriorating
  • Seasonal Assessment: The security environment is dictated by the active, low-intensity conflict. The November 2024 ceasefire is effectively non-existent on the ground, with near-daily Israeli strikes and a persistent state of war across multiple fronts.
