⛔ EMERGENCY PREAMBLE

LEBANON IS IN ACTIVE FULL-SCALE WAR.

This is no longer a security monitoring report in the conventional sense. Since March 2, 2026, Lebanon has been engulfed in its most severe conflict since the 2024 war — triggered by the US-Israeli strike on Iran on February 28 and Hezbollah’s retaliatory rocket fire on March 1. The November 2024 ceasefire is dead. Israeli forces are conducting ground operations inside Lebanon. Hezbollah is launching daily rockets, drones, and missiles at Israel. 517,000 Lebanese have been registered as displaced in one week. 394 people have been killed, including 83 children, 42 women, and 9 rescue workers.

The US Embassy in Beirut has issued multiple emergency security alerts today (Updates 1 and 2, March 8), urging Americans to depart Lebanon immediately via remaining commercial flights on Middle East Airlines from Rafic Hariri Airport, or to shelter in place.

CIS Security is operating at maximum capacity. This index covers all verified developments as of Sunday, March 8, 2026.

🚨 BREAKING — SUNDAY MARCH 8, 2026 — ALL VERIFIED TODAY

🔴 #1 — RAMADA HOTEL, RAOUCHE, CENTRAL BEIRUT STRUCK OVERNIGHT — 4 KILLED, 10 WOUNDED; 5 IRGC QUDS FORCE COMMANDERS ELIMINATED

[Al Jazeera, Times of Israel, France 24, Jerusalem Post, Reuters — ALL CONFIRMED TODAY]

In the most significant single strike of the war on Lebanese sovereign territory, an Israeli Navy strike targeted a room at the Ramada Hotel in the Raouche seafront district of central Beirut — the first Israeli strike to hit the heart of the Lebanese capital since hostilities resumed. This neighbourhood had been completely untouched in the 2024 war.

Lebanese Health Ministry: 4 killed, 10 wounded. IDF: 5 senior IRGC Quds Force commanders eliminated.

The five commanders killed, named by the IDF:

  • Majid Hassini — Senior financier, Quds Force Lebanon Corps; responsible for transferring Iranian funds to Hezbollah, Hamas, and all proxy groups in Lebanon
  • Ali Reza Bi-Azar — Chief of Intelligence, Lebanon Corps
  • Ahmad Rasouli — Chief of Intelligence, Palestine Corps
  • Hossein Ahmadlou — Intelligence operative, Lebanon Corps
  • Abu Muhammad Ali — Hezbollah’s representative in the Palestine Corps

The hotel was housing displaced civilians who had fled fighting in south Beirut and the south. Khalil Abou Mohammad, sheltering across the street with his family after fleeing Dahiyeh, told Reuters his three children were wounded by the blast force and would require surgery. “We came to stay here, and as you can see, we were sleeping at 3:30am and the strike hit.”

This strike came days after Israel also killed:

  • Daoud Ali Zadeh — Overall commander of the Quds Force’s Lebanon Corps (killed in Tehran last week)
  • Reza Khuza’i — Hezbollah weapons build-up chief and Quds Force Lebanon Corps Chief of Staff (killed in Beirut last week)

Iran’s intelligence-military command structure in Lebanon has been systematically decapitated. A Russian aircraft overnight evacuated 100+ Iranian nationals from Beirut, including diplomats and, reportedly, bodies of Iranian citizens killed in earlier strikes.

🔴 #2 — GROUND CLASHES NEAR AITAROUN TODAY; IDF TWO SOLDIERS KILLED IN SOUTH LEBANON

[Naharnet, Al Jazeera, Times of Israel — confirmed today]

Active ground combat is underway in south Lebanon. Hezbollah reported clashing with Israeli forces near Aitaroun in the Bint Jbeil District today (Sunday), with the group saying its fighters targeted Israeli soldiers with artillery shells. Hezbollah also stated it clashed with IDF soldiers in Odaisseh.

Two IDF soldiers have been confirmed killed in ground combat in southern Lebanon — the first fatalities in IDF ranks since the new offensive began March 2. An Israeli Army bulldozer dispatched to assist a stuck tank was hit by a Hezbollah projectile, causing a deadly fire.

IDF Northern Command has confirmed it is unlikely to launch a large-scale ground invasion of Lebanon at this stage, preferring air dominance and limited ground operations while the broader Iran war continues. “All options are on the table,” IDF Spokesman Brig. Gen. Effie Defrin stated Saturday.

🔴 #3 — 517,000 DISPLACED; 394 KILLED IN ONE WEEK — RAMADAN HUMANITARIAN CATASTROPHE

[Al Jazeera, OCHA Flash Update #3, Amnesty International, IRC — confirmed today]

Lebanon’s Social Affairs Minister Haneen Sayed confirmed today that 517,000 people have registered as displaced since fighting resumed March 2 — including 117,228 in government collective shelters. Estimated total displaced including unregistered is 300,000–700,000.

Health Ministry confirmed total killed: 394 people in one week — including:

  • 83 children
  • 42 women
  • 9 rescue workers
  • 1,130 total wounded

NABI SHEET MASSACRE — MARCH 7: Yesterday’s Israeli operation in Nabi Sheet (Nabi Chit), Baalbek district, killed 41 people and wounded 40 in a single strike — the deadliest single event of the war. “Intense explosions caused severe structural damage throughout the town,” per Lebanese Health Ministry. This was by far the worst single-site casualty event since March 2.

OCHA Flash Update #3 documents 873 total hostile incidents since March 2. Two hospitals in Dahiyeh’s southern suburbs evacuated. Healthcare system under severe strain. Collective shelters overcrowded; hundreds sleeping in cars, on pavements, on the beach corniche.

🔴 #4 — AOUN AND SALAM LAUNCH CYPRUS CEASEFIRE INITIATIVE — UN COORDINATOR TO VISIT ISRAEL

[Naharnet — reported tonight, March 8, 21:03]

In a significant diplomatic development this evening, President Aoun and PM Salam are working on a “political-military initiative” with Cyprus as a potential venue for ceasefire talks. Political sources told Naharnet: “The military aspect is related to the need for the Lebanese Army to enter all Lebanese territory.” UN Special Coordinator for Lebanon Jeanine Hennis-Plasschaert is set to visit Israel for pacification talks.

This initiative represents Lebanon’s first formal diplomatic ceasefire effort since the conflict resumed. It is backed by the Quintet (France, USA, Saudi Arabia, Qatar, Egypt). The “military aspect” — Lebanese Army entering all territory — would mean full LAF deployment into south Lebanon and the Bekaa, replacing Hezbollah presence. This is precisely the framework that both the US and France have long demanded.

🔴 #5 — AIN AL-HILWEH REFUGEE CAMP STRUCK AGAIN TODAY, SIDON

[Naharnet — reported today, 17:02]

Israel struck the Ain al-Hilweh Palestinian refugee camp in Sidon again today (Sunday, March 8), Lebanese state media confirmed. This is now the second strike on Ain al-Hilweh in the current escalation following the February 20 Hamas command centre strike. Israel maintains it is targeting Palestinian armed group infrastructure inside the camp. Sidon is Lebanon’s third-largest city and a major displacement reception hub for those fleeing the south.

🔴 #6 — HEZBOLLAH FIRES MISSILES AT HAIFA NAVAL BASE; TARGETS IDF AT AITAROUN AND MALKIYA

[Naharnet LiveUAMap, Naharnet — confirmed today]

Hezbollah confirmed today it targeted:

  • Haifa naval base with “high-quality missiles”
  • IDF soldiers at Malkiya site with a rocket barrage
  • Israeli forces attempting to enter Aitaroun and Odaisseh with artillery shells
  • Israeli troops trying to enter Rob Tlatine and Markaba border towns

Hezbollah is conducting daily active fire operations against IDF positions. This is a fundamentally different military posture from the post-ceasefire restraint period (November 2024 – March 1, 2026), when Hezbollah conducted only one retaliatory strike in 15 months.

🔴 #7 — TODAY’S AIRSTRIKES ACROSS ALL GOVERNORATES — FULL CONFIRMED LIST

[LiveUAMap Lebanon — all confirmed today, March 8]

Nabatieh Governorate:

  • Ali Taher Heights, Khardali area — airstrike
  • Sarifa — drone strike
  • Ghara Sarifa — air raid (southern Lebanon)
  • Building in Ghaziyeh — airstrike; woman trapped under rubble; rescue underway
  • Bani Hayyan — airstrikes
  • House in Rabsalim — airstrike, building destroyed
  • Residential building, Al-Bayad neighbourhood, Nabatieh — completely destroyed; Russian Cultural Centre also struck
  • Arab Salim, Taybeh, Majdal Selm — airstrikes; Aita al-Shaab — artillery shelling
  • Khraiba, eastern mountain range — airstrike

Beirut / Mount Lebanon:

  • Raouche Ramada Hotel, central Beirut — Israeli Navy strike (5 IRGC killed)
  • Dahiyeh southern suburbs — new wave of strikes Saturday-Sunday; 26 rounds of attacks since March 2
  • Comfort Hotel, Baabda-Hazmieh area — struck in recent days (significant structural damage)

South Lebanon:

  • Sidon: Ain al-Hilweh camp (today); multiple town strikes; 5 killed, 7 wounded earlier this week
  • Continued strikes across Tyre, Bint Jbeil

Bekaa Valley / Baalbek-Hermel:

  • Nabi Sheet (yesterday, March 7): 41 killed, 40 wounded — single deadliest strike of the war
  • Ongoing strikes across Baalbek district

🔴 #8 — IRAN NAMES KHAMENEI’S SON AS NEW SUPREME LEADER; IRAN ATTACKS GULF STATES

[Naharnet, Times of Israel, Washington Post — confirmed today]

Tonight, Iran has named Mojtaba Khamenei — son of the assassinated Supreme Leader Ali Khamenei — as the new Supreme Leader. This represents an extraordinary moment in the Iran war: the Iranian theocratic system has survived the killing of Khamenei and is installing a successor, signalling the regime’s intent to continue fighting.

Separately, Iran’s IRGC has announced it targeted Tel Aviv and an airbase in Jordan today. Iran has also attacked Gulf states — Saudi Arabia, Kuwait have reported casualties from Iranian fire. Iran warns it “can fight for months” as the regional war spirals. Iran struck Israeli oil facilities in Tehran; Washington Post reports Israel struck an oil storage facility in Tehran. Oil prices have spiked to near $120 per barrel (confirmed Naharnet, March 9).

🔴 #9 — US EMBASSY: TWO EMERGENCY ALERTS TODAY — URGING AMERICANS TO LEAVE

[US Embassy Beirut — Updates 1 and 2, March 8, 2026]

The US Embassy in Beirut issued two separate emergency security alerts today. Key guidance:

  • Americans should “strongly consider departing on one of these flights” via Middle East Airlines from Rafic Hariri Airport
  • Those who remain should “be prepared to shelter in place in a secure location within your residence or another safe building”
  • “Have a supply of food, water, medications, and other essential items”
  • Emergency: State Department +1-202-501-4444; Embassy: BeirutACS@state.gov

Middle East Airlines is currently operating commercial flights out of Beirut Rafic Hariri Airport. This window may close. Those wishing to depart should act immediately.

🔴 #10 — GOVERNMENT ORDERS ARREST OF HEZBOLLAH ROCKET LAUNCHERS; HEZBOLLAH RESPONDS WITH DEFIANCE

[NPR, Wikipedia — confirmed]

Justice Minister Adel Nassar has taken an unprecedented step, formally instructing security authorities to issue arrest warrants for those who launched Hezbollah’s March 1 rockets at Israel — the first time the Lebanese state has moved to criminally prosecute Hezbollah operatives for cross-border fire. Nassar stated: “Unfortunately, they gave this pretext to Israel.”

Hezbollah condemned the ban on its military activities, calling the government’s measures “aggressive” and describing its rocket fire as a “defensive act” after more than a year of Israeli violations. Senior Hezbollah official Mahmoud Qmati denied that Iranian forces are on the ground in Lebanon.

The Lebanese government’s position — condemning both Israeli strikes and Hezbollah’s rocket fire — reflects its impossible political situation: legally bound to enforce sovereignty while unable militarily to confront Hezbollah directly.

🔴 #11 — IDF STRATEGY: “REDRAWING LEBANON’S DEMOGRAPHIC MAP” — ANALYSTS

[Al Jazeera, multiple analyst citations — March 8]

Analysts cited by Al Jazeera today are describing Israel’s campaign as an explicit effort to “redraw the demographic map” of Lebanon — forcing Hezbollah’s civilian support base out of the south, the Bekaa, and Dahiyeh simultaneously. Lebanese American University political scientist Imad Salamey stated: “By forcing populations out of southern Lebanon, parts of the Bekaa, and the southern suburbs, Israel is effectively reshaping demographic patterns and creating large pockets of internal displacement.”

Israeli Finance Minister Smotrich stated at the Lebanon border: “Dahiyeh will look like Khan Younis, and our citizens of the north will live in peace and quiet.”

Amnesty International condemned Israel’s “overly broad mass evacuation orders” covering 100+ villages and the entirety of Dahiyeh as causing “panic and fuelling humanitarian suffering,” raising serious concerns under international humanitarian law.

🔴 #12 — PARLIAMENTARY ELECTIONS POSTPONED TWO YEARS

[Naharnet — March 9, 12:30 — breaking overnight]

Lebanon’s Parliament has voted to postpone the May 10, 2026 legislative elections by two years. This is confirmed as of tonight/this morning. The elections — 80 days away as of our last edition — will not take place as scheduled. War has effectively suspended Lebanon’s democratic calendar.

🔴 #13 — WHITE PHOSPHORUS REPORTED IN YOHMOR — WAR CRIME ALLEGATION

[Naharnet — March 9, 09:59 — breaking overnight]

Reports overnight indicate Israel has fired white phosphorus at residential areas in Yohmor in Lebanon. This follows Amnesty International’s prior documentation of Israeli white phosphorus use in Lebanese border villages during the 2024 conflict. Use of white phosphorus in civilian areas constitutes a potential war crime under international humanitarian law.

🔴 #14 — LEBANESE ARMY WITHDRAWS FROM 7+ BORDER POSITIONS; HEZBOLLAH’S RADWAN UNIT CONSTRAINED

[Al Jazeera, Jerusalem Post — confirmed]

The Lebanese Army has withdrawn from at least seven forward border positions for safety as Israeli ground forces moved into the area. The army’s withdrawal does not represent defection to either side — it is a force-preservation decision. Army sources told Al Jazeera the IDF has pushed “a few kilometres into unpopulated areas across southern Lebanon” beyond its previous five occupied positions.

The IDF noted that most of Hezbollah’s 2,000 Radwan elite commandos remained in Beirut for safety, with only a small number managing to reach the south. The Lebanese Army has also been credited by the IDF with attempting to prevent Hezbollah from moving south toward the border — a remarkable statement reflecting the army’s ambiguous position.

🌡️ GOVERNORATE SECURITY INDEX — MARCH 8, 2026 — ACTIVE WAR

🏙️ BEIRUT

Index: 96/100 🔴🔴 | Status: ACTIVE WAR — CENTRAL CITY STRUCK FOR FIRST TIME

Beirut has crossed a catastrophic threshold today. The Ramada Hotel strike in Raouche — a neighbourhood untouched even in the 2024 war — marks the first Israeli strike in the heart of the Lebanese capital since hostilities resumed. The Comfort Hotel in Baabda-Hazmieh (southeast of Beirut) has also been struck.

Dahiyeh (Beirut’s southern suburbs) has been struck 26+ times since March 2. All four major Dahiyeh neighbourhoods are under active Israeli evacuation orders — covering approximately half a million people. Two hospitals in Dahiyeh have been evacuated. Hundreds of IDPs are sleeping on the Beirut corniche, in cars, and on pavements. The Raouche seafront — now a displacement zone for families who fled Dahiyeh — has itself been struck.

The Aoun-Salam Cyprus ceasefire initiative (announced tonight) offers a diplomatic lifeline, but diplomatic progress operates on a far slower timeline than the kinetic reality on the ground.

The US Embassy has issued two emergency alerts urging American citizens to depart via MEA from Rafic Hariri Airport while flights remain available.

Do not travel to Dahiyeh, Raouche, or any area of south or southeast Beirut. Do not remain in hotels in central Beirut without an active evacuation plan.

🏞️ MOUNT LEBANON

Index: 88/100 🔴 | Status: Critical — Mass Displacement Reception; Active Strike Risk

Mount Lebanon has become the primary internal displacement destination for hundreds of thousands of people fleeing the south, Bekaa, and Dahiyeh. Collective shelters are overwhelmed. Schools, municipal halls, and public buildings converted into emergency shelters are at or above capacity. Families are sleeping in cars on coastal roads and in Jounieh, Jbeil, and mountain areas.

The Baabda-Hazmieh area (southeast of Beirut) has been struck (Comfort Hotel). Israeli strikes are demonstrably expanding toward previously untouched areas. Mount Lebanon communities should be aware that the demographic transformation of the last week — sudden mass arrival of displaced populations — creates significant social, logistical, and security pressure.

🌊 NORTH LEBANON & TRIPOLI

Index: 82/100 🔴 | Status: Critical — Displacement Hub; Economic Collapse

Tripoli and the north are receiving large flows of displaced persons from the south and Beirut. The city’s already-critical infrastructure — devastated by prior building collapses and economic collapse — is severely strained. Government shelters are filling rapidly. Anera and other NGOs are distributing food parcels and emergency supplies in collective shelters.

The north has not been directly targeted by Israeli strikes to date, but the expanding Israeli campaign and Iran’s broader regional war create systemic risk. Syria border instability persists.

🌲 AKKAR

Index: 82/100 🔴 | Status: Critical — Syrian Border; Displacement Pressure

Akkar is receiving displaced persons from further south and faces the additional complexity of Syrian border instability amid the broader Iran war. Lebanese Army border operations continue. The Syrian regime transition and Lebanon-Syria relations add complexity to this region’s security picture.

🍇 BEQAA VALLEY

Index: 96/100 🔴🔴 | Status: ACTIVE WAR — MASS CASUALTY EVENTS; FULL EVACUATION ORDERS

The Bekaa Valley is one of the most devastated zones of the current war. Key confirmed facts:

Nabi Sheet (March 7): 41 killed, 40 wounded in a single Israeli operation — the single deadliest strike of the entire conflict. “Intense explosions caused severe structural damage throughout the town.”

Evacuation orders: Israel has issued evacuation orders for villages across the Bekaa Valley. This is the third renewal of the south Litani order and includes Bekaa communities. Families are fleeing toward north Lebanon and Beirut.

Oil prices spike to $120/barrel as the Iran war chokes off regional production and Strait of Hormuz shipping — directly affecting Lebanon’s already-critical fuel situation.

Hezbollah has conducted active combat operations in the eastern Bekaa Valley. Iranian funding for Hezbollah — “almost its sole source of support” per IDF — is now severely disrupted by the Iran war, with potential long-term impact on Hezbollah’s operational capacity.

DO NOT TRAVEL TO BEKAA VALLEY. ACTIVE EVACUATION ORDERS IN EFFECT.

🕌 BAALBEK-HERMEL

Index: 97/100 🔴🔴 | Status: ACTIVE WAR — HIGHEST NON-SOUTH DANGER IN COUNTRY

Baalbek-Hermel has seen some of the most intense destruction of the war. The March 7 Nabi Sheet massacre — 41 killed — occurred in the Baalbek district. Ongoing Israeli operations are targeting what remains of Hezbollah’s command, weapons, and funding infrastructure across this region.

With IRGC guidance now severely disrupted (officers killed in Beirut hotel; Quds Force Lebanon commander killed in Tehran; five more IRGC commanders killed in Raouche today), Hezbollah’s Bekaa operations face a command-and-control crisis. This may paradoxically make the region more, not less, dangerous in the short term as targeting becomes less predictable.

Israel has explicitly stated it is targeting IRGC 16 aircraft in Tehran that were used to transfer weapons to Hezbollah in Lebanon — cutting the arms pipeline that fed this region.

DO NOT TRAVEL TO BAALBEK-HERMEL. ACTIVE COMBAT ZONE.

🏛️ KESERWAN-JBEIL

Index: 81/100 🔴 | Status: Critical — Displacement Reception; Escalating Risk

Keserwan-Jbeil has become one of the primary destinations for hundreds of thousands of displaced persons. While not directly struck, the governorate’s infrastructure is severely strained. The Israeli campaign’s stated expansionary logic — striking hotel facilities even in central Beirut — means no area of Lebanon can be considered definitively safe.

🌴 SOUTH LEBANON

Index: 99/100 🔴🔴 | Status: ACTIVE WAR — DO NOT ENTER UNDER ANY CIRCUMSTANCES

South Lebanon is effectively a war zone. The Lebanese Army has withdrawn from 7+ border positions. IDF ground forces are operating several kilometres inside Lebanese territory beyond their prior five occupied positions. Ground combat is occurring in Aitaroun, Odaisseh, Maroun al-Ras, Kfar Kila, Rob Tlatine, and Markaba.

Israel has issued multiple evacuation orders for all territory south of the Litani — renewed three times. Evacuation warnings have also been issued for Tyre. 420,000+ people have been evacuated from southern Lebanon per IDF estimates.

Over 500 IDF targets have been struck in Lebanon since March 2. Hezbollah has launched daily rockets, drones, and anti-tank missiles against IDF forces attempting to advance into border towns.

Any civilian presence south of the Litani is in extreme mortal danger. This is an active combined-arms battle space.

⛪ NABATIEH

Index: 98/100 🔴🔴 | Status: ACTIVE WAR — MASS CIVILIAN CASUALTIES; GROUND COMBAT

Nabatieh Governorate is among the most heavily struck regions in Lebanon today. Confirmed today alone: strikes on Sarifa, Ghara Sarifa, Ghaziyeh (woman trapped under rubble), Bani Hayyan, Rabsalim (house destroyed), Al-Bayad neighbourhood of Nabatieh city (residential building completely destroyed; Russian Cultural Centre hit), Arab Salim, Taybeh, Majdal Selm (airstrikes), and Aita al-Shaab (artillery).

Ground combat is occurring in Aitaroun and Odaisseh (Bint Jbeil District). Hezbollah forces are engaging IDF troops attempting to enter border towns with artillery shells.

The entirety of Nabatieh Governorate is an active combat zone. No civilian movement is safe.

⚠️ REGIONAL WAR CONTEXT — MARCH 8

The Lebanon front is one theatre of a wider regional war:

  • Iran is fighting Israel and the US directly; striking Tel Aviv and Gulf states (Saudi Arabia, Kuwait) with missiles; oil facilities hit in Tehran
  • Mojtaba Khamenei named new Supreme Leader tonight — regime survival confirmed; war continues
  • Oil at $120/barrel — devastating for Lebanon’s import-dependent economy
  • UAE/Gulf airports: Dubai airport hit by Iranian drone; Israelis stranded; repatriation disrupted
  • US using British military bases for “defensive” Iran operations
  • Iran warns it can fight “for months”

For Lebanon: The broader the Iran war, the longer and more intense the Lebanon front. There is no early diplomatic off-ramp visible for the Lebanon theatre as long as the Iran war continues.

Lebanon is in full-scale war. In one week:

  • 394 people killed, 1,130 wounded
  • 517,000 displaced
  • The heart of Beirut struck for the first time
  • 5 senior IRGC commanders assassinated in a Beirut hotel
  • 41 people killed in a single strike in Nabi Sheet
  • Parliamentary elections postponed two years
  • Iranian Supreme Leader killed; successor named
  • Oil at $120/barrel
  • Iran attacking Gulf states; the war is widening, not narrowing

The Aoun-Salam Cyprus initiative is the only active diplomatic ceasefire effort. The UN coordinator visits Israel tomorrow. These efforts may take days or weeks to produce results — if they produce results at all.
