⛔ EMERGENCY STATUS PREAMBLE

THIS IS DAY 12 OF THE US-ISRAELI WAR ON IRAN. LEBANON IS AN ACTIVE, FULL-SCALE WAR ZONE.

Since our last edition (March 8), the conflict has significantly worsened across every metric. The death toll has risen from 394 to 486+, the displaced from 517,000 to nearly 700,000, and Israeli ground forces have now pushed deeper into Lebanese territory with three full divisions — infantry, armoured and engineering — confirmed operating inside Lebanon. Israel has now struck Tyre and Sidon directly for the first time since the war resumed. A Maronite Catholic priest has been killed by Israeli tank fire. White phosphorus has been formally confirmed by Human Rights Watch.

Hezbollah has fired hundreds of rockets at Israel. The US has destroyed 16 Iranian naval vessels near the Strait of Hormuz. The G7 is emergency-meeting on oil prices. The UN Security Council convenes an emergency session tomorrow at France’s request.

Rafic Hariri International Airport remains open. Depart now if you intend to leave.

🚨 ALL BREAKING DEVELOPMENTS — TUESDAY MARCH 10, 2026

🔴 #1 — DEATH TOLL 486; ~700,000 DISPLACED — NEW RECORDS SET TODAY

[Lebanese MoPH / UNHCR / The National — confirmed today]

Lebanon’s Ministry of Public Health confirmed today that Israeli attacks since March 2 have killed 486 people and wounded 1,313. The UNHCR confirmed that nearly 700,000 people have now been displaced — up from 517,000 just 48 hours ago. This is an increase of approximately 183,000 people in two days, representing the fastest displacement acceleration since the war began. According to Lebanon’s Social Affairs Ministry, 101,952 were in 482 collective shelters as of March 6 — that figure is now far higher given the expanded strikes on Tyre and Sidon today. Public buildings, schools and municipal halls converted into shelters are entirely overwhelmed. Families are sleeping in cars on coastal roads, on the Beirut corniche, and in open public spaces.

🔴 #2 — TYRE AND SIDON STRUCK DIRECTLY FOR FIRST TIME TODAY

[Al Jazeera / Türkiye Today / LiveUAMap — confirmed today]

In the most significant geographic escalation of the war, Israel today struck Tyre (Sour) and threatened Sidon (Saida) — Lebanon’s third and second largest cities — directly for the first time since hostilities resumed March 2. The Israeli military posted a warning on social media before the strikes ordering residents to “evacuate immediately and move at least 300 metres away.” Key confirmed strikes:

  • Two Israeli air attacks on Tyre — confirmed by Al Jazeera on the ground
  • Strike on a 3-storey building in Tyre — one person critically injured
  • Strike on Abbassiyeh (adjacent to Tyre) — following evacuation warning
  • Strike near Sidon: Israel also fired warning to Sidon residents to evacuate 300m from Hezbollah-linked buildings
  • Solar farm and electricity generation facility in Tyre — destroyed, setting off blaze photographed by AFP correspondents
  • Office building in Sidon: 5 killed, 7 wounded (confirmed Friday, March 6 — Sidon now struck repeatedly)

Al Jazeera’s Zeina Khodr reporting from Zahrani (between Sidon and Tyre): “There is a battle for control over south Lebanon with the Israeli military increasing its presence along the border and within Lebanese territory.”

Sidon is Lebanon’s primary displacement reception hub for southern civilians — the city hosting the largest concentration of people who fled earlier Israeli evacuation orders. Strikes on Sidon strike at the very refuge that displaced populations had fled to.

🔴 #3 — FATHER PIERRE EL-RAHI KILLED BY ISRAELI TANK FIRE — POPE, PATRIARCH CONDEMN

[L’Orient-Le Jour / Aid to the Church in Need / Al Jazeera / Vatican — confirmed today]

In the most symbolically resonant civilian killing since the war began, Father Pierre El-Rahi, a 50-year-old Maronite Catholic priest serving in Qlayaa (Tyre district), was killed on March 9 when an Israeli Merkava tank fired on a home in the village — then fired a second time after the priest and a group of young parishioners had rushed to help those inside.

Hanna Daher, head of Qlayaa’s council: “We narrowly escaped a massacre because there were many of us there. Despite this, several people were injured, including the priest, Pierre el-Rahi, who succumbed to his wounds.”

The day before his death, Father El-Rahi had spoken to France24 from the steps of his church — having refused Israeli evacuation orders to remain with his parishioners: “We are forced to stay despite the danger when we defend our land, and we do so peacefully.”

Reactions:

  • Pope Leo XIV expressed “profound sorrow” and said he was “following the situation with concern and prays that all hostilities will cease as soon as possible”
  • Maronite Patriarch Bechara Boutros Rai: “The martyrdom of a priest dedicated to the service of God and his people, steadfast in his pastoral mission alongside the faithful in times of hardship, is a profound wound in the heart of the Church”
  • The patriarch added: “Lebanon was not created to be an arena for wars, but rather a homeland for coexistence and a beacon of freedom and human dignity”

Father El-Rahi’s death puts on notice every Christian community in southern Lebanon that has chosen to remain. The National reports that Israeli military personnel made calls to mukhtars of the village Rmeish warning of strikes if displaced people sheltering there communicated with Hezbollah.

🔴 #4 — 240 DISPLACED EXPELLED FROM RMEISH UNDER ISRAELI THREAT

[The National — confirmed today]

In an extraordinary development, approximately 240 displaced people were expelled from the Christian-majority village of Rmeish in southern Lebanon today after the Israeli army threatened strikes if anyone sheltering there was found communicating with Hezbollah. The expulsion was carried out with the Lebanese Army, in coordination with the Prime Minister and Interior Minister, and the families were relocated to Sidon.

Village council head Al Hage: “They made calls to several mukhtars and people in the village, and they threatened us. And we can’t protect ourselves. Where would we go with our children? We’re just farmers.” He noted the village of 6,500 — all Christian — is in the middle of tobacco planting season: “We’re all afraid that if we leave, we’ll never be able to come back.”

This incident illustrates Israel’s expanding strategy: applying pressure to Christian communities to expel displaced Shi’ite populations, effectively creating a demographic filtering mechanism across south Lebanon.

🔴 #5 — HEZBOLLAH FIRES TODAY: SA’SA’, MALKIYA, MULTIPLE NORTHERN ISRAEL TARGETS

[LiveUAMap / Naharnet — confirmed today]

Hezbollah has confirmed multiple rocket and missile attacks on Israel today (Tuesday):

  • Sa’sa’ (Galilee) — targeted with missiles
  • Malkiya site — targeted with rockets
  • Multiple northern Israel communities — sirens activated in Galilee Panhandle
  • Dahiyeh and Hezbollah financial institution struck by IDF in response — photographed by Reuters, verified by Reuters geolocation (coordinates confirmed: 33.856°N, 35.520°E)

IDF spokesperson Nadav Shoshani has confirmed Hezbollah fired hundreds of rockets and drones at Israel since the war began — including approximately 70 rockets since midnight Friday alone.

🔴 #6 — IDF EXPANDS: THREE DIVISIONS INSIDE LEBANON; “FORWARD DEFENCE ZONE”

[Times of Israel / Al Jazeera / Democracy Now — confirmed]

Israel has confirmed that three divisions — comprising infantry, armoured, and engineering units — are now operating inside Lebanese territory. Israeli President Isaac Herzog visited an air defense battery along the Lebanon border today, stating: “Israel is determined to dismantle Hezbollah once and for all. If Hezbollah even thinks about continuing to harass or threaten, it simply does not understand what awaits it.”

The IDF has stated its ground operation aims to “establish a forward defence that will create an additional security layer for the residents of the north.” Israeli tanks and APCs have been photographed along the Lebanon-Israel border by Reuters (March 10, credit: Amir Cohen). Hezbollah’s elite Radwan Unit (est. 2,000 fighters) has been largely unable to reach the south — most remain in Beirut for safety.

🔴 #7 — AICHA BAKKAR, CENTRAL BEIRUT: SECOND CENTRAL BEIRUT STRIKE (MARCH 11 EARLY HOURS)

[Euronews / AP — confirmed breaking tonight/tomorrow]

An Israeli strike hit an apartment building in the Aicha Bakkar neighbourhood in central Beirut in the early hours of Wednesday — the second strike on central Beirut in less than a week (following the Raouche Ramada Hotel on March 8). The strike came without warning. Four people were wounded. Videos broadcast on Lebanese news channels showed two floors of a multi-storey building engulfed in flames. The target was unclear. Aicha Bakkar is a predominantly residential neighbourhood in west-central Beirut — not historically associated with Hezbollah infrastructure.

The pattern is now undeniable: Israeli strikes are moving progressively into previously untouched civilian areas of central and west Beirut, with no clear warning and no declared Hezbollah target.

🔴 #8 — HRW FORMALLY CONFIRMS WHITE PHOSPHORUS IN YOHMOR — WAR CRIME

[Human Rights Watch — published March 9, 2026 — confirmed]

Human Rights Watch has published a formal, fully documented report confirming that Israel fired artillery-delivered white phosphorus munitions over homes in the southern Lebanese town of Yohmor on March 3, 2026. HRW verified and geolocated eight images showing airburst white phosphorus being deployed over a residential neighbourhood, and civil defence workers responding to fires in at least two homes and one car.

HRW Lebanon researcher Ramzi Kaiss: “The Israeli military’s unlawful use of white phosphorus over residential areas is extremely alarming and will have dire consequences for civilians. The incendiary effects of white phosphorus can cause death or cruel injuries that result in lifelong suffering.”

HRW confirmed the munitions were M825-series 155mm artillery shells — identified from the characteristic “knuckle” smoke pattern. HRW called on the US, UK, and Germany to suspend military sales to Israel and impose targeted sanctions. The sweeping evacuation orders affecting hundreds of thousands of civilians raise further concerns of the war crime of forced displacement, HRW stated.

Israel has not publicly responded to HRW’s latest findings. Israel has not signed Protocol III of the Convention on the Prohibition of Certain Conventional Weapons, which bans white phosphorus use against civilians.

🔴 #9 — FRANCE CALLS EMERGENCY UN SECURITY COUNCIL SESSION FOR TOMORROW (MARCH 11)

[French Ministry of Foreign Affairs — confirmed today, March 10]

France has formally requested an emergency meeting of the UN Security Council, which will take place tomorrow (Wednesday, March 11). France’s statement (published today on diplomatie.gouv.fr):

  • “France expresses its deep concern over the current escalation of violence in Lebanon”
  • “France condemns Hezbollah’s irresponsible decision to join in Iran’s attacks on Israel since March 1”
  • “France calls on Hezbollah to end its operations and hand over its weapons”
  • “France calls on Israel to refrain from any land-based or long-term interventions in Lebanon, whose territorial integrity and sovereignty must be respected”
  • France condemned the Israeli attack on Ghanaian UNIFIL peacekeepers (March 6, Qouzah, Bint Jbeil) as “unacceptable” — one peacekeeper seriously wounded
  • “France stresses that the protection of peacekeepers and the safety and security of United Nations personnel, property and premises must be guaranteed”

The Secretary-General’s report on Resolution 1701 — due today (March 10) — will be briefed by UN Peacekeeping Chief Jean-Pierre Lacroix and Special Coordinator Jeanine Hennis-Plasschaert.

🔴 #10 — US TASKS BARRACK WITH LEBANON-SYRIA-ISRAEL PEACE PLAN — WANTS HEZBOLLAH IN TALKS

[Naharnet — confirmed today, 15:52]

The United States has formally assigned envoy Tom Barrack to develop a comprehensive Lebanese-Syrian-Israeli peace plan — the most ambitious US diplomatic initiative since the war began. Key confirmed intelligence from Naharnet:

  • Washington wants “a comprehensive agreement that definitively ends the conflict between Lebanon and Israel”
  • The US is seeking Syria’s direct participation in negotiations — requiring Lebanon’s commitments to be co-guaranteed by Damascus
  • The US wants Hezbollah included in the talks — recognising that any deal without Hezbollah’s buy-in is unimplementable
  • Washington does not consider this initiative to mean an immediate cessation of Israeli aggression, nor a guarantee that Israel will adhere to ceasefire terms
  • US is questioning whether the Lebanese Army “enjoys Hezbollah’s trust” in order to serve as a reliable implementation partner
  • Analysts warn: Israeli forces have deployed along the entire eastern slopes of Mount Hermon on the Syria-Lebanon border and some units are stationed in former Syrian barracks — a de facto Israeli presence on the Damascus-Beirut highway corridor

🔴 #11 — BERRI PROPOSES “MECHANISM” AS FRAMEWORK FOR ENDING WAR

[Naharnet — confirmed today, 18:05]

Speaker Nabih Berri held talks today with former PMs Najib Mikati, Fouad Saniora, and Tammam Salam, discussing a “Mechanism” as the framework for ending the war. This is a reference to the five-party Cessation of Hostilities committee (Lebanon, Israel, US, France, UNIFIL) that managed ceasefire implementation after November 2024. Berri’s proposal is to revive and expand this mechanism as the diplomatic vehicle for a new ceasefire — rather than direct Lebanon-Israel talks or a broader peace process. Given Berri’s role as Hezbollah’s primary political interlocutor, this is effectively a signal that Hezbollah’s acceptable ceasefire format is a multilateral mechanism, not bilateral negotiations.

🔴 #12 — AOUN: “I WILL STAND AS BULWARK AGAINST ATTACKS ON THE ARMY AND ITS LEADERSHIP”

[Naharnet — confirmed today, 11:40]

President Joseph Aoun met today with Army Commander Gen. Rodolphe Haykal and Defence Minister Michel Murr. Aoun issued a direct statement of personal solidarity with the army leadership, vowing to “stand as a bulwark” against attacks on the army’s integrity and command. This is a signal aimed both at domestic critics (who have accused the army of failing to enforce disarmament) and at the US, which has questioned whether the army can be a reliable peace implementation partner.

🔴 #13 — SYRIA ACCUSES HEZBOLLAH OF FIRING SHELLS INTO SYRIAN TERRITORY

[Naharnet — confirmed today, 09:56]

Syria’s new government has formally accused Hezbollah of firing artillery shells into Syrian territory — a dramatic new development that complicates Lebanon-Syria relations further. Aoun and Syrian President Ahmad Al-Sharaa held a phone call and agreed on “the need to control the borders and prevent any security spillover.” This incident may reflect Hezbollah repositioning weapons or forces across the Syrian border under pressure from the Israeli campaign — or could represent an operational accident. Either way, the Syria-Lebanon border is now an active conflict-adjacent zone from multiple directions simultaneously.

🔴 #14 — IRAN WAR REGIONAL STATUS: OIL $120; STRAIT OF HORMUZ THREATENED; G7 EMERGENCY

[Euronews / Times of Israel / UN News — confirmed today]

Day 12 of the Iran war continues to reshape the global economy:

  • US destroyed 16 Iranian mine-laying vessels near the Strait of Hormuz today — Iran had threatened to block the waterway and allow “not even a litre” of crude to pass
  • Oil prices remain near $120/barrel — gas prices up 50%, oil up 27% in Europe in 10 days
  • G7 Energy Ministers held emergency virtual meeting today, pledging to stand ready with IEA to take “all necessary measures” on oil prices
  • EU cost: €3 billion in 10 days — EC President von der Leyen told EU Parliament the war has already cost European taxpayers €3bn in additional fossil fuel imports
  • Dubai Airport: Two Iranian drones fell near DXB early Wednesday, injuring four people — air traffic “operating as normal” per Dubai Media Office
  • Iran status: Mojtaba Khamenei (new Supreme Leader) declared Iran “can fight for months.” Trump told Axios he intends to be personally involved in selecting Iran’s next political leadership
  • US memorial in Tel Aviv: Memorial erected in Dizengoff Square for six American soldiers killed in Kuwait in the Iran war
  • Iranian missile stockpile: Estimated at ~2,500 ballistic missiles at war’s start; unclear how many remain

🔴 #15 — DISARMAMENT IS DEAD — ANALYSTS: “TAKES BACKSEAT INDEFINITELY”

[Al Jazeera analysis — confirmed today]

Al Jazeera’s feature analysis published today confirms what CIS Security has assessed: Hezbollah disarmament has taken a complete backseat and is likely to remain there for the foreseeable future. Multiple military experts and analysts confirm:

  • The Lebanese Army cannot confront Hezbollah directly — there is no political consensus, and a confrontation risks Shi’ite defections, echoing the 1975 civil war split
  • Phase 1 disarmament (completed south of Litani) is now meaningless in the context of full-scale war
  • Phase 2 (Litani-Awali corridor) has been effectively suspended since March 2
  • The entire international disarmament architecture — UN, Quintet, Paris Conference framework — has been bypassed by kinetic events
  • The Paris Conference scheduled for March 5 never took place in its intended form given the war

🌡️ GOVERNORATE-BY-GOVERNORATE SECURITY INDEX — MARCH 10, 2026

🏙️ BEIRUT

Index: 97/100 🔴🔴 | Trend: ⬆️ ACTIVE ESCALATION — THIRD CENTRAL BEIRUT DISTRICT HIT

Beirut is now under active multi-front assault. Three distinct zones are under IDF attack:

1. Dahiyeh (South Beirut): Under continuous strike campaign since March 2 — 26+ rounds of attacks on Hezbollah infrastructure, the Executive Council headquarters, drone warehouses, financial institutions (Al Qard Al Hassan branches). All four major Dahiyeh neighbourhoods under active evacuation order. Hundreds of thousands displaced from approximately half a million residents.

2. Raouche (Central Beirut, West): Struck March 8 (Ramada Hotel — 5 IRGC commanders killed; 4 others dead). First strike on the historic waterfront district.

3. Aicha Bakkar (Central Beirut, West): Struck in early hours of Wednesday (March 11) — second central Beirut strike in less than a week. No warning. Four wounded. Target unclear. This is a residential neighbourhood.

The escalating geographic spread of strikes — from Dahiyeh into central west Beirut — signals that no neighbourhood of the capital can be considered safe. Hotels across Beirut must be assessed for potential IRGC-linked guest risk before sheltering there.

US Embassy: Emergency alerts remain in effect. MEA flights operating. Depart immediately if you intend to leave.

Berri-Barrack-Mechanism diplomacy offers the only active ceasefire track: the US Barrack initiative (comprehensive peace plan including Syria) and Berri’s Mechanism proposal represent the two diplomatic tracks in play. Neither is close to producing a ceasefire.

Key Factor TODAY: Aicha Bakkar struck without warning — third central Beirut district hit. UN Security Council emergency session tomorrow. US-Barrack Lebanon-Syria-Israel peace plan launched.

🏞️ MOUNT LEBANON

Index: 88/100 🔴 | Trend: ⬆️ MAXIMUM DISPLACEMENT PRESSURE

Mount Lebanon is receiving displaced persons at an unprecedented rate. The 700,000 displacement figure — up 183,000 in two days — reflects the impact of strikes on Tyre and Sidon, which were themselves displacement reception hubs. Those families are now fleeing north and inland toward Mount Lebanon communities. Collective shelters are entirely overwhelmed. Medical infrastructure is under extreme strain. Hezbollah-Amal tensions in some mixed communities are reported.

The Bekaa-facing eastern slopes of Mount Lebanon face potential new risk as the IDF has deployed units along Mount Hermon overlooking the Damascus-Beirut highway — the primary land route connecting the Bekaa and Beirut. Any IDF action on this corridor would directly affect Mount Lebanon.

Key Factor: 700,000 displaced pushing through and into Mount Lebanon; infrastructure overwhelmed; Damascus-Beirut highway under IDF oversight from Mount Hermon.

🌊 NORTH LEBANON & TRIPOLI

Index: 84/100 🔴 | Trend: ⬆️ ELEVATED — TRIPOLI PREVIOUSLY STRUCK; DISPLACEMENT SURGE

Tripoli has been struck by Israeli airstrikes — confirmed by Euronews/Reuters citing official Lebanese sources stating “Airstrikes have also targeted Tripoli in the north.” This is a critical escalation: Tripoli is Lebanon’s second city and the primary northern displacement hub. Any Hezbollah or other armed group presence in Tripoli, or any IRGC-linked individuals, makes the city a target under IDF’s current expanded posture.

Additionally, hundreds of thousands of newly displaced people are pushing northward as Sidon and Tyre — previously safe zones — have now been struck. Tripoli’s collective shelters, already overwhelmed, are receiving a new surge of displaced families.

Key Factor: Tripoli confirmed struck; city receiving large displacement surge; collective shelter capacity at breaking point.

🌲 AKKAR

Index: 85/100 🔴 | Trend: Elevated

Akkar faces increasing pressure from multiple directions. Syria has accused Hezbollah of firing shells into Syrian territory — the Lebanon-Syria border in the Akkar region is now an active tension zone. IDF units along Mount Hermon and in former Syrian barracks create a new Israeli military presence adjacent to this governorate. Lebanese Army border operations are continuing but under extreme pressure. Displacement flows are pushing northward through and past Akkar.

Key Factor: Hezbollah-Syria border shelling incident; IDF presence on Mount Hermon overlooking Damascus-Beirut corridor; displacement surge northward.

🍇 BEQAA VALLEY

Index: 97/100 🔴🔴 | Trend: 🚨 MAXIMUM — IDF GROUND FORCES ON EASTERN SLOPES; ACTIVE STRIKES

The Bekaa Valley is today at catastrophic risk. Three compounding factors:

1. IDF Ground Expansion: Israeli forces have deployed along the entire eastern slopes of Mount Hermon on the Syria-Lebanon border and units are stationed in former Syrian barracks, with the Damascus-Beirut highway under effective IDF oversight. A scenario of Israeli troop landings in the Bekaa Valley is described by analysts as likely.

2. Active Ongoing Strikes: Overnight strikes (March 9-10) confirmed on Almajadel, Chaqra, Srifa, and Bekaa Valley locations. The March 7 Nabi Sheet massacre (41 killed) established the Bekaa as an active mass-casualty strike zone.

3. Hezbollah-Syria Border Incident: Hezbollah firing shells into Syrian territory creates a new front of instability along the Bekaa’s eastern border with Syria.

Anera’s Bekaa Area Manager: “The situation in the Bekaa remains highly volatile, with attacks occurring across multiple locations. The number of internally displaced people is rising by the hour, and new shelters are opening daily. The needs on the ground are urgent, particularly for heating and winter supplies.”

DO NOT ENTER THE BEKAA VALLEY. EVACUATION ORDERS ACTIVE. GROUND INVASION RISK ASSESSED AS HIGH.

🕌 BAALBEK-HERMEL

Index: 98/100 🔴🔴 | Trend: 🚨 MAXIMUM DANGER

Baalbek-Hermel is among the most intensely struck regions in Lebanon and is at the epicentre of the IDF’s effort to degrade Hezbollah’s strategic missile and command infrastructure. Nabi Sheet (41 killed, 40 wounded — March 7) is in this governorate. The IDF has struck Baalbek district multiple times since March 2. Israeli forces on Mount Hermon are positioned overlooking the Hermel corridor to Syria — Hezbollah’s primary overland supply route from Iran.

The Hezbollah-Syria border shelling incident (today) may reflect Hezbollah attempting to use the Hermel corridor under IDF pressure — with consequences for Lebanon-Syria relations and the stability of the border area.

DO NOT TRAVEL TO BAALBEK-HERMEL UNDER ANY CIRCUMSTANCES.

🏛️ KESERWAN-JBEIL

Index: 82/100 🔴 | Trend: Elevated

Keserwan-Jbeil is one of the primary displacement reception zones for families fleeing Dahiyeh, south Lebanon, and the Bekaa. Jbeil (Byblos) and coastal communities are hosting large numbers of internally displaced persons. Infrastructure and social services are strained. No direct strikes reported in this governorate, but the Aicha Bakkar pattern — strikes without warning in seemingly non-military residential zones — demonstrates that no Lebanese area can be considered definitively safe.

🌴 SOUTH LEBANON

Index: 99/100 🔴🔴 | Status: TOTAL WAR ZONE — DO NOT ENTER

South Lebanon is an active combined-arms battle space. There is no civilian zone south of the Litani River that is safe. Key confirmed facts today:

Tyre directly struck for first time: Two confirmed airstrikes on Tyre city today. Solar farm and electricity facility destroyed. 3-storey building struck (1 critically injured). Abbassiyeh (Tyre-adjacent) struck. Evacuation orders for Tyre — Israel demanding 300m clearance from any Hezbollah-linked structure.

Father El-Rahi killed in Qlayaa (March 9): Israeli Merkava tank fired twice on a home while a priest and parishioners attempted to help injured civilians. The killing prompted Pope and Patriarch condemnation.

Rmeish forced expulsion (today): 240 displaced civilians expelled from a Christian village under Israeli military threat.

Ground combat: IDF three divisions operating. Hezbollah forces engaging IDF at Aitaroun, Odaisseh, Maroun al-Ras, Kfar Kila. Israeli tanks photographed advancing from Misgav Am toward Adaysah homes under machine gun and artillery fire.

Lebanese Army soldier killed in Barashit (confirmed): An LAF soldier was killed in an airstrike near his home in Barashit, Bint Jbeil district — a devastating blow to the army that is supposedly a neutral party.

UNIFIL endangered: Ghanaian peacekeepers struck at Qouzah (March 6). France condemned. UNIFIL has suspended multiple operations. Peacekeepers are sheltering in hardened positions.

White phosphorus confirmed in Yohmor (March 3): HRW-documented, geolocated war crime. Civilians burned in their homes.

Everything south of the Litani is an active war zone. No exceptions.

⛪ NABATIEH

Index: 99/100 🔴🔴 | Status: MAXIMUM DANGER — ACTIVE GROUND COMBAT AND AIRSTRIKES

Nabatieh Governorate is under simultaneous ground combat and aerial bombardment across all three districts. Confirmed today alone (LiveUAMap):

  • Bint Jbeil District: Outskirts Bint Jbeil; Ainatha; Qabrikha; Deir Siryan; Taybeh; Adchit; Barashit (soldier killed); Breqaa (4 injured in Harouf); Aitaroun (ground clashes); Aita al-Shaab (artillery)
  • Marjayoun District: Deir Siryan; Israeli tanks advancing toward Adaysah under covering fire; Kfar Kela (ground clashes)
  • Nabatieh District: Commercial complex in Al-Duwayr; building on Nabatieh-Fouq road

The entirety of Nabatieh Governorate is a multi-front active combat zone. Ground incursions, airstrikes, artillery, and drone operations are occurring simultaneously across dozens of villages.

DO NOT ENTER NABATIEH GOVERNORATE.

⚠️ DIPLOMATIC STATUS — MARCH 10

Three simultaneous diplomatic tracks — none yet producing a ceasefire:

  1. Barrack Plan (US): Comprehensive Lebanon-Syria-Israel peace plan. Syria involvement required. Hezbollah in talks wanted. No timeline. Does not guarantee immediate ceasefire. Washington not yet a “strong partner” for Lebanon per sources.
  2. Berri Mechanism: Speaker Berri proposes reviving the five-party Cessation of Hostilities committee as ceasefire framework. Met today with ex-PMs Mikati, Saniora, Tammam Salam. This is effectively Hezbollah’s acceptable format — multilateral, not bilateral.
  3. UN Security Council (France-called): Emergency session tomorrow (March 11). France demands Israel refrain from land-based interventions. France condemns Hezbollah. UN SGSR Hennis-Plasschaert briefing. Secretary-General report on UNSC Resolution 1701 due today.

Assessment: All three tracks are in early stages. No ceasefire is imminent. The US-Iran war — the root cause — continues with no end date in sight. Oil at $120. Iran’s new Supreme Leader Mojtaba Khamenei says Iran “can fight for months.”

📱 EMERGENCY GUIDANCE — MARCH 10, 2026

🚨 LIFE-SAFETY PRIORITIES — ACT NOW:

TYRE AND SIDON RESIDENTS: Both cities are now under active Israeli attack. Evacuate north immediately. Sidon has been a displacement reception point — that role is now severely compromised by direct strikes. Move to Beirut northern districts or further north toward Jounieh, Jbeil, Tripoli.

SOUTH LEBANON (ALL): Total war zone. Do not attempt to return. Israeli ground forces (3 divisions), active artillery, airstrikes, and drone operations across the entire area south of the Litani. The Lebanese Army has withdrawn from multiple positions. UNIFIL peacekeepers sheltering in hardened bases.

⚠️ FINAL ASSESSMENT — MARCH 10, 2026

Lebanon is today worse than at any point in this conflict. In 48 hours since our last edition:

  • Death toll rose 23% — from 394 to 486
  • Displaced rose 35% — from 517,000 to 700,000
  • Tyre struck for the first time
  • A Maronite priest killed by tank fire
  • White phosphorus formally confirmed by HRW
  • A second central Beirut neighbourhood struck without warning
  • Three IDF divisions confirmed inside Lebanon
  • Syria accusing Hezbollah of cross-border shelling

The diplomatic picture — Barrack plan, Berri Mechanism, France UN Security Council emergency session tomorrow — represents the first coherent simultaneous diplomatic effort since the war began. Whether any of it produces results before Lebanon’s humanitarian situation reaches irreversible collapse remains the defining question of the coming 48-72 hours.

CIS Security’s assessment: No ceasefire in the next 24 hours. Escalation continuing. All clients should maintain emergency readiness protocols. The Aicha Bakkar strike (no warning; no declared target) is the most alarming single incident today — it means no residential building in Beirut can be considered safe.
