⛔ EMERGENCY STATUS PREAMBLE

THIS IS DAY 24 OF THE US-ISRAELI WAR ON IRAN. LEBANON HAS PASSED 1,000 DEAD AND ONE MILLION DISPLACED.

Since our last full edition (March 18), five days of escalation have brought Lebanon to a new and grimly historic threshold. The death toll has now crossed 1,000 — with more than 100 children among the dead and at least 40 health workers killed. More than one million Lebanese remain displaced — approximately 20–25% of the entire population. AP correspondent Kareem Chehayeb, reporting from Beirut, said: “If you compare this particular war to the last one, less than two years ago, what happened in the past three weeks is what happened in the past seven or eight months.”

The five days since our last edition have been defined by seven major developments:

1. Lebanon expelled Iran’s ambassador — declared persona non grata, ordered to leave by Sunday — the most dramatic diplomatic rupture in Lebanese-Iranian relations in decades. PM Salam confirmed to Al-Hadath TV that IRGC is “directing Hezbollah” and entered Lebanon on fake passports.

2. Israel declared a permanent “security zone” south of the Litani — Defence Minister Katz said residents will not return until Hezbollah’s threat is “removed.” The Litani River is now effectively Israel’s operational boundary in Lebanon. Finance Minister Smotrich called it Israel’s “new border.”

3. HRW published a landmark report declaring Israel is implementing the “Beit Hanoun and Rafah models” in Lebanon — ordering demolition of Lebanese border villages and forcible displacement as policy. Katz issued a formal ministerial order on March 22 to accelerate demolition of Lebanese homes.

4. The first Israeli soldier was killed by Hezbollah fire in Lebanon in this war — a Puma armoured engineering vehicle was hit, then a D9 bulldozer sent to assist was also hit, killing two soldiers. IDF has now suffered its first ground combat deaths in Lebanon.

5. First Israeli civilian killed by Hezbollah — a woman was killed at Mahanaim Junction in the Galilee on March 23 by a rocket from Lebanon.

6. The Qasmiya Bridge over the Litani River was destroyed by Israel on March 23 — the second major Litani crossing destroyed, following the Hardali Bridge. Lebanon reacted with fury.

7. A first diplomatic opening with Iran materialised — Trump announced that Vance and Rubio are participating in talks with Iran and that Iran “agreed they will never have a nuclear weapon.” Trump postponed his Hormuz power plant ultimatum. Iran officially denied talks while a senior FM official told CBS that “we received points from the US through mediators and they are being reviewed.” A US-Iran summit in Pakistan within days was reported by Channel 12.

🔴 #1 — DEATH TOLL CROSSES 1,000; MORE THAN 1 MILLION DISPLACED; 40+ HEALTH WORKERS KILLED

Lebanon’s death toll from Israeli attacks has passed 1,000 since early March, with more than 100 children among the dead. At least 40 medical workers have been killed. Lebanese PM Salam confirmed the figure to CNN on March 19: “The death toll from Israel’s military campaign against the militant group Hezbollah has reached 1,000. Lebanese officials said more than 100 of those killed are children.” More than one million people have been displaced across Lebanon — approximately 20–25% of the entire population.

AP’s Kareem Chehayeb, reporting from Beirut: “If you compare this particular war to the last one, less than two years ago, what happened in the past three weeks is what happened in the past seven or eight months.” There is a humanitarian crisis unfolding in the country, and it does not appear that strikes will stop anytime soon.


🔴 #2 — LEBANON EXPELS IRAN’S AMBASSADOR — PERSONA NON GRATA — ORDERED TO LEAVE BY SUNDAY

Lebanon has ordered Iran’s ambassador to leave the country by Sunday and declared him persona non grata, according to Lebanon’s Foreign Ministry. Spokesperson Denise Rahme told the AP that Iran’s embassy will still have a charge d’affaires. PM Salam stated in an interview with Saudi Arabia’s Al-Hadath TV on March 22 that the IRGC is directing Hezbollah in its war on Israel and that this war was imposed on Lebanon:

“These were the Revolutionary Guards, who are present and, unfortunately, managing military operations in Lebanon. These people have fake passports and entered the country illegally.” Following Lebanese legal actions against Hezbollah and the IRGC, more than 150 Iranian nationals have left Lebanon, including diplomats. Israel’s Foreign Minister Sa’ar praised Lebanon’s announcement as a step in the right direction and urged Beirut to take “meaningful steps” against the Iranian proxy.

Hezbollah called the decision to expel the newly appointed Iranian ambassador “a service to the enemy.” This is the most significant rupture in Lebanese-Iranian relations in the history of the Islamic Republic’s involvement in Lebanon.


🔴 #3 — QASMIYA BRIDGE OVER LITANI DESTROYED — SECOND LITANI CROSSING DEMOLISHED

Israel blew up the Qasmiya Bridge — one of the Litani River’s primary crossings — accusing it of being used by Hezbollah to move troops into south Lebanon. AFP photographer Kawnat Haju photographed two men standing near a crater the day after the strike at the Qasmiya Bridge site. This is the second major Litani River crossing destroyed since the war began — following the Hardali Bridge on March 14. Lebanese officials reacted with fury, accusing Israel of systematically isolating south Lebanon from the rest of the country. Lebanese President Aoun stated explicitly that Israel’s targeting of bridges “aims to isolate villages and towns south of the Litani River from the rest of Lebanon.”


🔴 #4 — FIRST ISRAELI WOMAN KILLED BY HEZBOLLAH ROCKET — MAHANAIM JUNCTION, GALILEE

A woman was killed in northern Israel following rocket fire from Lebanon — the first Israeli death due to fire from Lebanon in the current war, according to the AP. Israeli emergency services confirmed: “Following a launch toward northern Israel…teams are reporting a woman of about 30 with no signs of life and severe multi-system trauma, and have pronounced her dead at the scene.”

Two others were treated in mild condition with shrapnel injuries. The woman, identified as Dubin — a youth counsellor and preschool caregiver who also served as a combat soldier in reserves — was killed when a Hezbollah rocket struck the Mahanaim Junction in the Galilee. She and her fiancé Yadid had gotten engaged in September 2025 and were planning a September 2026 wedding. This death will intensify Israeli domestic pressure for further escalation.


🔴 #5 — FIRST IDF SOLDIERS KILLED IN LEBANON GROUND COMBAT — PUMA AND D9 BULLDOZER HIT

In the most significant IDF casualties of the Lebanon ground campaign: a Hezbollah rocket attack hit a Puma armoured engineering vehicle, then hit a Caterpillar D9 bulldozer that attempted to assist the stricken vehicle, killing two soldiers. These were the first IDF fatalities directly attributed to Hezbollah ground combat action in Lebanon in the current war. Their names were published by the IDF: among them are Staff Sgt. Yarin Peled, 20 (medic); Lt. Yuval Yoffe, 21 (tank commander); Staff Sgt. Omri Niv Firshtein, 20 (basketball fan and devoted brother); and several others.


🔴 #6 — IDF DESTROYS RADWAN FORCE COMMAND BUILDING OVERNIGHT; 7 SOLDIERS WOUNDED TODAY

Overnight, the IDF destroyed a building from which Radwan Force fighters had been operating in southern Lebanon. The IDF also captured two Radwan operatives; their interrogation by Military Intelligence Unit 504 revealed that both arrived in southern Lebanon from the Bekaa Valley area at the start of the Iran war. The IDF said this “once again proves that the Lebanese army failed and did not prevent the movement of terrorists and weapons south of the Litani River.” Seven IDF soldiers were wounded today in northern Israel and south Lebanon, including one by a Hezbollah drone — the IDF confirmed.


🔴 #7 — HRW: ISRAEL IMPLEMENTING “BEIT HANOUN AND RAFAH MODELS” IN LEBANON — DEMOLISHING HOMES

Human Rights Watch issued a landmark report today: Israeli forces have expanded ground operations in southern Lebanon after indicating an intent to forcibly displace residents, destroy civilian homes and conduct strikes that could target civilians. On March 22, Israel’s Defence Minister Katz issued a statement announcing that he and PM Netanyahu have “ordered the acceleration of the demolition of Lebanese houses in the border villages in order to thwart threats to Israeli communities — in accordance with the Beit Hanoun and Rafah models in Gaza.”

HRW stated that forcible displacement, wanton destruction, and attacks deliberately targeting civilians are war crimes. The report noted that sweeping displacement orders now cover areas south of the Zahrani River — 40km north of the Israeli border — and that the Defence Minister’s statement that residents will not return until an “undetermined safety standard” is met signals indefinite prevention of return. Countries providing arms to Israel risk complicity in serious violations, HRW said.


🔴 #8 — KATZ: ISRAEL WILL HOLD “SECURITY ZONE” SOUTH OF LITANI INDEFINITELY; SMOTRICH: “NEW BORDER”

Israeli Defence Minister Israel Katz stated that Israel will maintain control up to the Litani River and that Lebanese residents will not return until the Hezbollah threat is removed — indefinitely. Finance Minister Bezalel Smotrich went further, calling the Litani River Israel’s effective “new border” with Lebanon, comparing it to the Gaza “Yellow Line” buffer zone and the IDF-held buffer zone in Syria. Israel is set to approve a mobilisation limit increase to 400,000 reserve soldiers (up from 280,000), formalising the scale of the Lebanon ground campaign commitment.


🔴 #9 — TRUMP: VANCE AND RUBIO PARTICIPATING IN IRAN TALKS; IRAN AGREED “NEVER” TO HAVE NUCLEAR WEAPON

The most significant diplomatic development of the war: Trump announced that Vice President Vance and Secretary of State Rubio are “participating” in talks with Iran to end the war. “The other side, I can tell you, they’d like to make a deal,” Trump said. He added: “They’ve agreed they will never have a nuclear weapon.” Trump also postponed his ultimatum to strike Iranian power plants — he had threatened to “obliterate” them if Hormuz wasn’t reopened by Monday evening — saying he would hold off for five days due to “good and productive” conversations. Channel 12 reported that a US-Iran summit could take place in Pakistan within days, with Washington having sent Tehran 15 conditions for a deal.

Iran’s official response was contradictory: Iran’s official Fars agency denied any negotiations; but a senior Iranian Foreign Ministry official told CBS News that “we received points from the US through mediators and they are being reviewed.” Iranian adviser Mohsen Rezaei said the war continues until Iran receives “full compensation” for damage sustained, all economic sanctions are lifted, and legally binding international guarantees are obtained.

Netanyahu said he spoke with Trump and believes there is an opportunity to turn military gains into an agreement to “safeguard Israel’s vital interests” — but vowed to continue strikes. “We are pounding the missile program and the nuclear program, and we continue to deal heavy blows to Hezbollah. Iran launched multiple ballistic missile salvos at Israel today. Two of those Iranian missiles intended for Israel fell on Lebanese territory — the IDF confirmed. IDF spokeswoman Lt. Col. Ella Waweya stated pointedly: “Two of the rockets that the Iranian terror regime launched yesterday into the State of Israel fell on Lebanese territory. Hezbollah, which calls itself the ‘protector of Lebanon,’ is nothing but the protector of the Iranian terror regime. Hezbollah sacrificed the residents of Lebanon by entering the war due to Iranian interests.” Iran’s missiles landing on Lebanese territory will deepen the domestic backlash against Hezbollah.

Mojtaba Khamenei is reportedly unresponsive, per Jerusalem Post reporting. Iran has named Mohammad Bagher Zolghadr — a former IRGC commander and loyalist of Khamenei — as the new Secretary of the Supreme National Security Council, replacing the assassinated Ali Larijani. An analyst told CNN that the appointment “signals Khamenei is tightening his grip on power” even as his personal condition remains unclear. Israel bombed the home of Lebanese journalist Mohammad Sherri — Al-Manar TV’s political director — killing him and his wife and injuring his children and grandchildren. The United States is pushing to move beyond indirect contact with Iran and open a direct line to a senior decision-maker in Tehran, Channel 12 reported citing sources involved in the ongoing mediation effort. This is significant: it confirms that current contact is still indirect (through mediators — reportedly Oman and possibly Pakistan) and that Washington believes direct contact would accelerate a deal. The US has sent Tehran 15 conditions for a deal, per Channel 12. A summit location of Pakistan has been reported.

The IDF has diverted an infantry battalion that was intended to be deployed to Lebanon to the West Bank amid a wartime surge in settler violence against Palestinians. The redeployment of a battalion — hundreds of troops — marks a significant decision as Israel is simultaneously expanding ground operations against Hezbollah.

The human rights group Yesh Din reported an average of 10 settler attacks per day on Palestinians since the beginning of March. IDF Chief of Staff Zamir condemned settler violence during a visit to the West Bank last week, calling on “all elements in the state to act against this phenomenon and put an end to it before it’s too late.” The division of military resources between Lebanon and the West Bank adds a new pressure on Israel’s operational capacity.

The diplomatic picture: Lebanon’s government is now aggressively distancing from Hezbollah and IRGC while simultaneously pleading for Trump to intervene. PM Salam told CNN: “To help put an end to the Lebanese conflict…Trump more than anyone else can play a decisive role.”

🏞️ MOUNT LEBANON

Mount Lebanon continues to absorb the largest displacement crisis in Lebanese history. With more than one million displaced and collective shelters long at capacity, hundreds of thousands of people are living in improvised conditions. No new direct strikes in Mount Lebanon proper today. The Doha Aramoun and Khaldeh coastal areas remain high-risk from previous strikes and ongoing Israeli threat perimeter.

In five days since our last full edition (March 18), Lebanon crossed its grimmest threshold yet — 1,000 dead — while simultaneously experiencing the first genuine diplomatic opening of the entire war. The two dynamics could not be more starkly juxtaposed.

On the ground: Israel has declared a permanent security zone south of the Litani, ordered the demolition of Lebanese border village homes using its Gaza playbook, destroyed two of the Litani’s primary bridges, mobilised up to 400,000 reserve soldiers, and confirmed that the fight with Hezbollah is “only just begun.” Lebanon expelled Iran’s ambassador — the most dramatic political action the Lebanese state has taken in decades. The first Israeli civilian was killed by Hezbollah fire from Lebanon today, guaranteeing continued escalation. Two Iranian ballistic missiles landed on Lebanese territory — a new indignity for a country that did not choose this war.

In diplomacy: For the first time, the US confirmed senior-level (Vance and Rubio) participation in talks with Iran, with Iran’s FM acknowledging receiving “points from the US through mediators.” A Pakistan summit has been reported within days. If a deal emerges, the nuclear question is its core — Lebanon is a downstream variable. Iran’s conditions (full compensation, sanctions lifted, international guarantees) remain maximalist, but the fact of contact is itself historic.

CIS Security’s assessment: The war is at a genuine inflection point — the most dangerous and most diplomatically live moment simultaneously. A US-Iran deal that ends the Strait of Hormuz crisis and halts the Iranian missile campaign could, in theory, trigger an Israel-Hezbollah ceasefire as a downstream consequence. But Israel has now explicitly stated its intention to hold south Lebanon indefinitely, demolish border villages, and maintain the Litani River as a security boundary. Even a ceasefire will not restore Lebanon’s territorial integrity or return one million displaced Lebanese to their homes.

The 1,000 dead mark, the expelled Iranian ambassador, the demolished Litani bridges, and the declared security zone are irreversible facts on the ground. Lebanon’s fate will be decided in the next 72–96 hours — in rooms where Lebanon has no seat. All clients must continue to maintain full emergency readiness. The departure window remains open.
