⚠️⚠️ EXTREME WARTIME EDITION ⚠️⚠️
INDEX LEVEL: 🔴🔴 EXTREME — ACTIVE WAR OVERALL INDEX: 99/100 — NEAR-MAXIMUM TREND: 🚨 CATASTROPHIC — INTENSIFYING HEADLINE: RAMADA HOTEL RAOUCHE STRUCK — 5 IRGC QUDS FORCE COMMANDERS KILLED IN HEART OF BEIRUT — 394 DEAD IN LEBANON IN ONE WEEK INCLUDING 83 CHILDREN — 517,000 DISPLACED — SIR AL-GHARBIYA MASSACRE: 20 KILLED MOSTLY WOMEN AND CHILDREN — TUFFAHTA FAMILY WIPED OUT — UNIFIL PEACEKEEPERS WOUNDED — RON ARAD SPECIAL FORCES MISSION IN NABI CHIT — ISRAEL CALLS UP TENS OF THOUSANDS OF RESERVISTS — POPE LEO XIV PLEADS FOR SILENCE OF WEAPONS
⛔ MAXIMUM SAFETY ALERT: Lebanon is in the ninth day of a full-scale regional war. The situation has worsened significantly since the March 4 edition. Central Beirut has now been struck for the first time. Entire families have been wiped out in southern Lebanon. Over half a million people are displaced. Israeli reservist call-up signals deeper ground invasion may be imminent. Read every section and act on guidance immediately.
📅 SITUATION EVOLUTION: MARCH 4 → MARCH 8
Since the last CIS Security Index (March 4), the following major developments have occurred:
March 5: Lebanon’s government ordered the detention and deportation of all IRGC personnel on Lebanese soil — an unprecedented act by the Lebanese state. Israel struck Beirut’s high-rise buildings in the Bourj el-Barajneh, Hadath, Haret Hreik and Chiyah areas overnight after advance warnings, targeting ten Hezbollah HQ buildings. Israel hit a site near the Iranian embassy in Beirut.
March 5-6 (Nabi Chit Operation): Israeli special forces landed on the mountains near Nabi Chit in Lebanon’s eastern Bekaa Valley in a covert operation searching for the remains of missing Israeli navigator Ron Arad, missing since 1986. They clashed with Hezbollah and local fighters before withdrawing. The Lebanese health ministry reported over 41 people killed and 40 wounded in that operation’s broader strikes. Three Lebanese Army soldiers and one General Security officer were among the dead.
March 5-6: UNIFIL reported Israeli missile strikes on its battalion headquarters in al-Qaouzah in Bint Jbeil, wounding three Ghanaian peacekeepers. UNIFIL condemned the strikes.
March 6: Death toll reached 217 killed, 798 wounded. Al-Manar TV studios in Dahiyeh destroyed. Ain al-Hilweh Palestinian refugee camp bombed — two raids confirmed by Lebanese state media. Sidon struck, killing 5 and wounding 7. Hezbollah’s Executive Council headquarters and drone warehouses in Dahiyeh destroyed. Hezbollah issued its own evacuation warning to Israeli border communities. Israel’s IDF confirmed 26 rounds of attacks on Dahiyeh alone.
March 7: Over 150 Iranian nationals, including diplomats and IRGC personnel, evacuated from Beirut overnight on a Russian plane. Israel struck a site identified as housing Reza Khuza’i — head of Hezbollah’s weapons build-up programme and chief of staff of the Quds Force Lebanon Corps. Israel’s air force destroyed 16 IRGC aircraft in Tehran that were being used to transfer weapons to Hezbollah. Israel called up tens of thousands of reservists to deploy near the Lebanese border. A third US aircraft carrier, USS George H.W. Bush, joined two already in the region.
March 8 (TODAY — SUNDAY): Ramada Hotel Raouche struck in central Beirut before dawn. 5 senior IRGC Quds Force commanders killed. 20 civilians killed in Sir al-Gharbiya (Nabatieh) in a single strike. 8 members of one family killed in Tuffahta (Sidon district). Ain al-Hilweh refugee camp bombed again. Hezbollah repels Israeli ground advance near Aitaroun. Pope Leo XIV delivers second consecutive Sunday Angelus appeal specifically mentioning Lebanon. Total killed since March 2: 394 confirmed dead including 83 children, 42 women, and 9 rescue workers.
🚨 BREAKING DEVELOPMENTS — SUNDAY MARCH 8, 2026
🔴 BREAKING #1 — RAMADA HOTEL RAOUCHE STRUCK BEFORE DAWN — 5 IRGC QUDS FORCE COMMANDERS KILLED, 4+ CIVILIANS DEAD, 10 WOUNDED
[Reuters, Times of Israel, AFP, France 24, Al Arabiya, CBS News — TODAY]
In the most strategically significant strike yet in the heart of Beirut, an Israeli Navy drone struck a room on the fourth floor of the Ramada Plaza Hotel in the Raouche seafront neighbourhood of central Beirut at approximately 03:30 local time. Lebanese health authorities confirmed at least 4 killed and 10 wounded. The IDF confirmed it was a precision strike targeting five senior commanders of the IRGC’s Quds Force Lebanon Corps and Palestine Corps.
The IDF said the commanders “operated to advance terror attacks against the state of Israel and its civilians, while operating simultaneously for the IRGC in Iran.” The Times of Israel reported the IDF identified them as five senior Quds Force commanders — killed days after the earlier elimination of Quds Force Lebanon Branch Commander Daoud Ali Zadeh in Tehran, and Reza Khuza’i (head of Hezbollah weapons build-up) in Beirut’s suburbs.
The human cost beyond the targets was immediate. Khalil Abou Mohammad had been displaced from Beirut’s southern suburbs earlier that week and brought his family to the Raouche — thinking it was safe. His three children were wounded by the blast force and required surgery. He showed Reuters bloodstained bed covers: “We came to stay here, and as you can see, we were sleeping at 3:30am and the strike hit.”
The Raouche neighbourhood — home to the famous Pigeon Rocks — had never been struck in the November 2024 war or in any previous conflict cycle. It is a major tourist destination that in recent days had been hosting thousands of displaced Lebanese who believed the seafront tourist area was safe. This strike has shattered that assumption entirely.
A Lebanese security source confirmed al-Hadath reporting that the commanders killed included Ahmad Rasouli (head of Quds Force intelligence department in Lebanon), Ali Baazar (head of intelligence in the Quds Force Lebanon branch), and Majid Hosseini (the branch’s financial officer).
🔴 BREAKING #2 — SIR AL-GHARBIYA MASSACRE: 20 KILLED, MOSTLY WOMEN AND CHILDREN
[Palestine Chronicle, Al Mayadeen — TODAY]
An Israeli airstrike targeted a three-storey residential house in the town of Sir al-Gharbiya in the Nabatieh district in the early hours of Sunday, killing at least 20 people, the majority of them women and children. Reports indicate that all or most of those killed were members of the same family — an entire household wiped out in a single strike. Lebanese and international media described it as one of the deadliest single strikes on a residential building since the war began.
🔴 BREAKING #3 — TUFFAHTA FAMILY MASSACRE: 8 MEMBERS OF ONE FAMILY KILLED (SIDON DISTRICT)
[Palestine Chronicle, Al Mayadeen — TODAY]
Israeli aircraft struck a residential building in the town of Tuffahta in the Sidon district, killing eight members of a single family. The strike is one of several overnight attacks on the Sidon district, which also includes confirmed strikes on Ghaziyeh today.
🔴 BREAKING #4 — AIN AL-HILWEH REFUGEE CAMP BOMBED AGAIN — SIDON
[Lebanon Democrat, Lebanese National News Agency — TODAY]
Israeli warplanes launched two raids on the Ain al-Hilweh Palestinian refugee camp in Sidon — Lebanon’s largest Palestinian refugee camp, home to approximately 120,000 people. This is the second confirmed strike on the camp this week. The NNA reported the strikes hit the camp area directly. The UN and UNRWA have expressed alarm at strikes on refugee camps hosting a civilian population with no means of escape.
🔴 BREAKING #5 — HEZBOLLAH REPELS ISRAELI ADVANCE NEAR AITAROUN; BRANIT BARRACKS AND NAHARIYA TARGETED
[Al Mayadeen, Palestine Chronicle — TODAY]
Hezbollah announced its fighters repelled an Israeli ground advance near the border town of Aitaroun following fierce clashes in the early hours of Sunday. Separately, Hezbollah launched rocket barrages at the Branit barracks (headquarters of the IDF’s 91st Division) at 01:45 and at Nahariya at 01:30. A squadron of Hezbollah drones crossed from Lebanese airspace toward Israel overnight. Israeli media reported sirens across Nahariya, northern Acre and Avivim. UNIFIL has now documented over 210 missiles fired by Hezbollah into Israel since March 2.
🔴 BREAKING #6 — GHAZIYEH, KHIAM, ARAB SALIM, TAYBEH, MAJDAL SELM, SARIFA, AITA AL-SHAAB STRUCK TODAY
[LiveUAMap Lebanon, Geolocation confirmed — TODAY]
Confirmed Israeli strike activity in Lebanon as of Sunday March 8:
- Ghaziyeh (Sidon district) — neighbourhood targeted; AFP photographs confirmed
- Khiam (Nabatieh/Marjayoun district) — ongoing Israeli ground operations
- Arab Salim, Taybeh, Majdal Selm — airstrikes confirmed
- Sarifa and Ghara Sarifa — air raids confirmed
- Aita al-Shaab — artillery shelling confirmed (ongoing pattern)
- Ali Taher Heights, Khardali area — Israeli airstrike confirmed
- Nabatieh al-Fawqa (Nabatieh district) — airstrike confirmed
- Al-Bayad neighbourhood, Nabatieh — residential building completely destroyed including strike on building housing Russian Cultural Center
- Qana, Aytit, Qounine — additional strikes reported
🔴 BREAKING #7 — TOTAL KILLED IN LEBANON THIS WEEK: 394 DEAD — INCLUDING 83 CHILDREN, 42 WOMEN, 9 RESCUE WORKERS
[Lebanese Ministry of Public Health, Al Jazeera — TODAY]
Lebanon’s Health Minister confirmed the total death toll from Israeli strikes since March 2 has reached 394 people, including 83 children, 42 women, and 9 rescue workers. More than 1,130 people have been wounded. The health minister condemned the targeting of rescue workers and medical teams as a war crime. Nine paramedics and rescue workers killed while performing their duties represent a systematic pattern of targeting first responders, according to WHO.
🔴 BREAKING #8 — 517,000 DISPLACED: LARGEST DISPLACEMENT CRISIS IN LEBANON’S HISTORY
[Lebanon Social Affairs Ministry, Al Jazeera — TODAY]
Lebanon’s Social Affairs Minister Haneen Sayed announced at a Sunday press briefing that 517,000 people have registered as displaced since fighting resumed on March 2 — including 117,228 people in government collective shelters. This is the largest single-week displacement event in Lebanon’s modern history. Prime Minister Salam warned the scale “could produce unprecedented humanitarian and political consequences.” He stated: “Our country has been drawn into a devastating war that we did not seek and did not choose.”
Shelters across Lebanon are overwhelmed. Schools, public buildings, churches, mosques, and municipal halls are packed with displaced families sleeping on mattresses in hallways. Anera’s Bekaa area manager reported: “The number of internally displaced people is rising by the hour, and new shelters are opening daily. The needs on the ground are urgent, particularly for heating and winter supplies.”
🔴 BREAKING #9 — ISRAEL CALLS UP TENS OF THOUSANDS OF RESERVISTS FOR LEBANON
[CNN, Times of Israel — reported March 7, confirmed today]
Israel has called up tens of thousands of military reservists to deploy near the Lebanese border, according to CNN and Israeli sources. This is the clearest signal yet of a potential large-scale ground invasion of Lebanon beyond the current limited incursions. Israel has already entered Khiam, Kfar Kila, Houla, Kfar Shouba, and Yaroun. The reservist call-up suggests Israel is preparing for operations significantly beyond these border-adjacent incursions — potentially a comprehensive push to “eliminate Hezbollah’s threat once and for all,” as Israeli officials have stated. The US approved a $151 million arms sale to Israel and deployed a third aircraft carrier, USS George H.W. Bush, to the region.
🔴 BREAKING #10 — UNIFIL: 3 GHANAIAN PEACEKEEPERS WOUNDED; HQ IN AL-QAOUZAH STRUCK TWICE
[Wikipedia 2026 Hezbollah-Israel War, UNIFIL — confirmed March 5-6]
UNIFIL reported that two Israeli missile strikes hit its battalion headquarters in al-Qaouzah in the Bint Jbeil district, wounding three Ghanaian peacekeepers. This follows a pattern of Israeli forces endangering UNIFIL personnel that began in 2024. UNIFIL has also documented over 210 Hezbollah missiles fired into Israel since March 2. UNIFIL’s operational posture of shelter-in-place continues; its ability to protect civilians is zero under current conditions.
🔴 BREAKING #11 — RON ARAD SPECIAL FORCES MISSION IN NABI CHIT — CLASHES WITH HEZBOLLAH
[CBS News, AP — March 7-8, confirmed]
Israel’s military confirmed it sent special forces deep into Lebanon’s Bekaa Valley in an overnight operation to gather information about navigator Ron Arad, who went missing after his jet crashed in Lebanon in 1986. Forces landed on mountains near Nabi Chit — where Arad was believed held until 1988 — and clashed with Hezbollah fighters in a gunfight lasting until early morning. The IDF stated no evidence related to Arad was found. The strikes associated with this operation killed over 41 people and wounded 40 in the Nabi Chit and eastern Bekaa area, including three Lebanese Army soldiers and one General Security officer.
🔴 BREAKING #12 — LEBANESE GOVT ORDERS ARREST AND DEPORTATION OF ALL IRGC IN LEBANON (MARCH 5)
[FDD Long War Journal, Reuters — March 5, in effect today]
On March 5, Beirut formally ordered the detention and deportation of any IRGC personnel operating within Lebanon. This followed the Israeli threat to target any Iranian “regime representatives” who did not leave. More than 150 Iranian nationals — including diplomats and their families — had already been evacuated from Beirut overnight on a Russian plane before the order was issued. Senior Hezbollah official Mahmoud Qmati denied that Iranian forces were on the ground in Lebanon; today’s Ramada Hotel strike killing five confirmed IRGC Quds Force commanders contradicts this denial directly. The Lebanese government has thus far not been able to confirm actual arrests or deportations of IRGC personnel.
🔴 BREAKING #13 — POPE LEO XIV’S SECOND CONSECUTIVE SUNDAY APPEAL: “MAY WEAPONS FALL SILENT IN LEBANON”
[Vatican News, America Magazine — TODAY]
Pope Leo XIV, speaking at his Sunday Angelus before 15,000 people in St Peter’s Square on March 8 — International Women’s Day — made his second consecutive Sunday appeal specifically mentioning Lebanon. He asked people to pray “that the roar of the bombs may cease, the weapons may fall silent, and a space for dialogue may open in which the voices of the peoples may be heard.” He expressed particular concern that the conflict “will spread, and that other countries in the region, including beloved Lebanon, may once again sink into instability.” Leo — who visited Lebanon last year — entrusted his appeal to “the Blessed Virgin Mary, Queen of Peace.” The appeal underscores Lebanon’s growing status as a focus of global humanitarian alarm.
🔴 BREAKING #14 — US-IRAN WAR DAY 9: 1,332+ KILLED IN IRAN; OIL INFRASTRUCTURE STRUCK; SAUDI ARABIA AND UAE HIT
[CBS News, Britannica, ACLED — TODAY]
The broader regional war shaping Lebanon’s fate:
- 1,332+ killed in Iran in 9 days, including over 160 girls killed in a primary school on Day 1
- Iran’s oil infrastructure struck overnight — Shahran oil refinery in northwestern Tehran hit; Iranian parliament speaker warns oil prices will “continue to soar”
- Saudi Arabia — “projectile” killed 2, wounded 12; defence ministry intercepted 15 drones including one targeting Riyadh’s diplomatic quarter
- 7 US service members killed — Trump attended dignified transfer at Dover AFB on Saturday for 6 members of 103rd Sustainment Command killed in Kuwait
- Third US carrier USS George H.W. Bush deployed to region
- US $151 million arms sale to Israel approved
- Houthis still restrained — have issued rhetorical solidarity with Iran but not entered the war directly; ACLED assesses restraint reflects phased escalation calculation and fear of Israeli retaliation
- Iran’s new Supreme Leader selection — panel reported close to consensus; Iran’s FM Araghchi states Iranian people, not Trump, will choose their leader; dismisses US negotiations
🌡️ GOVERNORATE-BY-GOVERNORATE WARTIME ASSESSMENT — MARCH 8, 2026
⚠️ WARTIME CONDITIONS. All previous peacetime or ceasefire-period assessments are void. These are active war assessments updated as of Sunday March 8, 2026.
🏙️ BEIRUT — 98/100 🔴🔴 | ACTIVE WAR ZONE — HEART OF CITY NOW STRUCK
The Ramada Hotel strike in Raouche before dawn today marks a categorical escalation: for the first time in this conflict, Israel has struck in the true heart of Beirut — its famous seafront tourist area, far from Hezbollah’s Dahiyeh stronghold. The strike killed five senior IRGC Quds Force commanders but also wounded 10 civilians, including the three children of a displaced family who had fled to Raouche thinking it was safe.
This strike has a profound psychological and practical impact: nowhere in Beirut can now be considered a safe refuge from Israeli targeting. Displaced families who fled south Beirut to the Raouche, Hamra, Verdun, and Achrafieh areas seeking safety must now reassess their situation.
Beirut’s southern suburbs (Dahiyeh, Haret Hreik, Bourj el-Barajneh, Hadath, Chiyah) have been under mass bombardment throughout the week. Ten high-rise buildings targeted in one night. Al-Manar TV studios destroyed. Hezbollah’s Executive Council headquarters destroyed. Drone warehouses destroyed. The population of Dahiyeh — approximately half a million people — has largely fled north.
Government shelters in Beirut are beyond capacity. Schools, churches, and public buildings are packed. MSF is delivering water. UNICEF and WFP have begun emergency food distributions in larger shelter centres.
The Lebanese government is functional but has no military response and no diplomatic off-ramp. PM Salam and President Aoun continue to call for a ceasefire; no mediation framework is operational.
GUIDANCE: NO AREA OF BEIRUT CAN NOW BE CONSIDERED SAFE. If you are in Beirut’s southern suburbs, leave immediately. If you are in central Beirut (including Raouche, Hamra, Verdun): shelter in the most structurally reinforced interior room. Plan departure from Lebanon while Beirut airport remains open. Monitor Israeli evacuation notices continuously — situation changes hourly.
🏞️ MOUNT LEBANON — 92/100 🔴🔴 | CRITICAL — OVERWHELMED BY DISPLACEMENT
Mount Lebanon has not been struck this week beyond the March 4 Aramoun-Saadiyat attacks, but it is absorbing an extraordinary displacement wave. Every available shelter space from Jounieh to the Chouf is filled. Road congestion from northward-fleeing populations is severe.
The Raouche strike today creates new anxiety for families in central Beirut and Mount Lebanon who believed areas north of Dahiyeh were safe. Israel’s pattern of striking IRGC targets wherever they shelter — not limiting itself to Hezbollah zones — means any hotel, apartment building, or gathering point could theoretically be a future target if it houses individuals of interest to Israeli intelligence.
GUIDANCE: HIGH CAUTION. No direct strikes this week beyond March 4, but nowhere in greater Beirut should be considered guaranteed safe. Beirut airport is the critical departure point — use it if possible.
🌊 NORTH LEBANON & TRIPOLI — 82/100 🔴 | Critical — Pressure Extreme
North Lebanon remains the principal destination of Lebanon’s internal displacement wave. With 517,000 registered displaced, Tripoli and its surrounding towns are under maximum pressure on food, water, shelter, and medical services. Aid organisations including Anera, MSF, and UN agencies are distributing supplies but cannot meet the scale of need.
No direct Israeli strikes on North Lebanon or Tripoli have been confirmed. However, Israeli forces have entered Syrian territory (Daraa Governorate, southern Syria) and arrested four Syrian civilians, creating new Lebanon-Syria border tension. The Syrian border remains closed for Lebanese departures.
GUIDANCE: ELEVATED — highest current relative safety in Lebanon. Receiving displaced populations. No direct strikes confirmed. Syrian border closed.
🌲 AKKAR — 84/100 🔴 | Critical
Akkar continues to face Syrian border closure and potential drone corridor risk. No direct strikes confirmed. Receiving some displaced persons from the south. The British Royal Air Force base at Akrotiri in Cyprus was struck by a drone believed launched by Hezbollah — this underscores the reach of operations from Lebanese territory toward NATO assets. If Israel confirms launch sites in northern Lebanon, Akkar remains at risk of strikes.
GUIDANCE: ELEVATED. Syrian border closed. Monitor closely.
🍇 BEQAA VALLEY — 97/100 🔴🔴 | ACTIVE WAR ZONE
The Beqaa Valley has been one of the most intensively targeted areas of Lebanon throughout the week. The Nabi Chit special forces operation (March 6-7) and its associated strikes killed over 41 people — including three Lebanese Army soldiers and one General Security officer. Baalbek has been struck repeatedly. The Syria-Lebanon border area (Masna corridor) remains under interdiction.
Israel’s destruction of 16 IRGC aircraft in Tehran that were ferrying weapons to Hezbollah via the Bekaa corridor underscores why this region remains Israel’s top Lebanese targeting priority. Any remaining Iranian weapons supply route flows through the Bekaa.
GUIDANCE: DO NOT TRAVEL. If present, evacuate immediately northward. The Nabi Chit area and all Bekaa Valley locations remain active strike zones.
🕌 BAALBEK-HERMEL — 99/100 🔴🔴 | MAXIMUM DANGER
Baalbek-Hermel remains at near-maximum danger. Sustained Israeli airstrikes continue. The Hermel corridor — the primary Hezbollah-Iran land bridge — is a permanent targeting priority. Al-Bayad neighbourhood in Nabatieh saw a residential building completely destroyed including a structure housing the Russian Cultural Center — the expansion of targeting to include culturally and diplomatically significant buildings signals further widening of targeting criteria.
The Nabi Chit operation deep in the Bekaa demonstrates Israel’s willingness to insert special forces far into Lebanese territory — meaning no area of Baalbek-Hermel is safe from ground operations in addition to the sustained air campaign.
GUIDANCE: MAXIMUM DANGER. Evacuate immediately if present. No identifiable safe zones.
🏛️ KESERWAN-JBEIL — 79/100 🔴 | Elevated — Key Departure Zone
No direct strikes confirmed. Currently Lebanon’s most viable departure staging zone. Beirut Rafic Hariri International Airport (BEY) remains operational. With 517,000 displaced and reservist call-ups suggesting deeper Israeli ground operations, Keserwan-Jbeil could become more exposed if conflict spreads northward.
GUIDANCE: ELEVATED. Use Beirut airport now if departing Lebanon. Monitor for Israeli expansion of operations.
🌴 SOUTH LEBANON — 100/100 🔴🔴 | DO NOT ENTER — ACTIVE GROUND WAR
South Lebanon remains the most dangerous zone in Lebanon. Today’s confirmed strikes in Ghaziyeh, Khiam, Arab Salim, Taybeh, Majdal Selm, Sarifa, Aita al-Shaab, Khardali, and Qana demonstrate that the entire region south of the Litani is under sustained bombardment. The Israeli ground operation continues with forces in Khiam, Kfar Kila, Houla, Kfar Shouba, and Yaroun. Reservist call-ups suggest deeper ground operations are being prepared.
The total evacuation order south of the Litani remains in force. The Lebanese Army has withdrawn from border positions. UNIFIL is sheltering and cannot protect civilians. Three Ghanaian UNIFIL peacekeepers were wounded by Israeli missiles this week.
Hezbollah is still launching — rocket barrages at Branit barracks and Nahariya confirmed today; fighters repelled Israeli advance near Aitaroun. The battle for the south continues on the ground.
GUIDANCE: DO NOT ENTER UNDER ANY CIRCUMSTANCES. Total evacuation order in force. Active ground war. Immediate danger to life.
⛪ NABATIEH — 100/100 🔴🔴 | DO NOT ENTER — MASSACRES DOCUMENTED TODAY
Today’s Sir al-Gharbiya massacre (20 dead, mostly women and children) and Tuffahta family strike (8 members of one family killed) demonstrate the catastrophic civilian toll in Nabatieh Governorate. The Al-Bayad neighbourhood in Nabatieh city has been struck; a residential building completely destroyed. Israeli forces remain active in Khiam (Marjayoun District). Airstrikes are reported across Rashaf, Sarbin, and Shoukin.
The entire population of Nabatieh Governorate has been ordered to evacuate. Those who remain — whether unable to leave or choosing to stay — face extreme and imminent danger.
GUIDANCE: DO NOT ENTER. Entire governorate under total evacuation order. Massacres documented today. Immediate life-threatening danger throughout.

📱 WARTIME EMERGENCY GUIDANCE — SUNDAY MARCH 8, 2026
🚨 MOST CRITICAL ACTIONS — RIGHT NOW:
1. THE RAOUCHE STRIKE CHANGES EVERYTHING FOR BEIRUT Today’s Ramada Hotel strike means no hotel, apartment building, or gathering place in Beirut is guaranteed safe if it may house individuals of Israeli intelligence interest. Displaced families who fled to central Beirut hotels, Hamra, Verdun, or Raouche must reassess their location. The strike happened at 03:30 without warning. There was no evacuation notice for the Raouche. If you are sheltering in a Beirut hotel or area hosting displaced persons: you must consider moving to a private residence of family or friends in a less conspicuous setting, or departing Lebanon.
2. SOUTH LEBANON AND NABATIEH: TOTAL EVACUATION ORDER STILL IN FORCE Sir al-Gharbiya (20 dead today) and Tuffahta (8 family members dead today) are the latest evidence of catastrophic risk for any remaining residents. If you are in south Lebanon or Nabatieh and have not yet evacuated: leave immediately. Do not wait for another strike. Move north on secondary roads if main arteries are targeted.
3. BEKAA AND BAALBEK-HERMEL: DO NOT TRAVEL, EVACUATE IF PRESENT Nabi Chit operation (41+ killed), Baalbek residential buildings destroyed, Hermel corridor under sustained bombing. The entire eastern half of Lebanon is an active strike zone.
4. RESERVE CALL-UP = DEEPER GROUND INVASION MAY BE IMMINENT Israel’s call-up of tens of thousands of reservists for the Lebanese border is the clearest signal yet of a major ground operation being prepared. If Israel launches a large-scale ground invasion, displacement will surge from 517,000 to potentially millions, and currently “safer” areas like North Lebanon and Keserwan-Jbeil will be more exposed. Prepare contingency plans for this scenario now.
5. BEIRUT AIRPORT: DEPART NOW IF POSSIBLE BEY remains operational. With a potential deeper ground invasion being prepared and conflict escalating daily, the window for commercial departure may close. If you have the means and a destination, book and depart now.
6. AIN AL-HILWEH RESIDENTS AND NEARBY SIDON RESIDENTS The refugee camp has been struck twice this week. Any remaining camp residents should evacuate if at all possible. The approximately 120,000 people in Ain al-Hilweh are in extreme danger.
7. DO NOT SHELTER IN HOTELS HOSTING LARGE NUMBERS OF DISPLACED Today’s Raouche strike was specifically against individuals sheltering in a hotel. With the Lebanese government having ordered the arrest and deportation of IRGC members, and Israel hunting Quds Force operatives who have left Dahiyeh for central Beirut, hotels with large displaced populations may attract Israeli targeting. Prefer private residences.

⚠️ CRITICAL FINAL ASSESSMENT — MARCH 8, 2026
THE WAR HAS ENTERED A NEW AND MORE DANGEROUS PHASE.
Today’s Ramada Hotel strike in Raouche — killing five IRGC commanders but wounding civilian displaced persons including three children — signals that Israel is conducting city-wide intelligence-driven strikes across all of Beirut, not just Dahiyeh. The reservist call-up signals that a larger ground operation is being actively prepared. The massacre in Sir al-Gharbiya and the family wiped out in Tuffahta demonstrate that civilian casualties in the south are reaching catastrophic proportions.
With 394 dead in one week — including 83 children — and 517,000 displaced, Lebanon is experiencing its worst humanitarian crisis since the 2024 war, and the trajectory is worsening.
Pope Leo XIV has now twice in consecutive Sundays called specifically for peace in Lebanon. The UN Secretary-General has warned the world economy is at grave risk and the situation “could spiral beyond anyone’s control.” Neither appeal has produced a ceasefire.
There is currently no active mediation framework, no diplomatic process, and no ceasefire discussion underway. Israel is escalating; Hezbollah is continuing to fire; Iran’s war with the US continues into its ninth day. Lebanon’s government is calling for a ceasefire it cannot enforce.
CIS Security urges all persons in Lebanon to treat this as the most dangerous security environment the country has experienced in the modern era. Plan for the worst. Act now. Do not wait.
