CIS LEBANON SECURITY INDEX – April 16 2026

⚠️ CEASEFIRE IN EFFECT — DAY 48 OF THE IRAN WAR
INDEX LEVEL: 🟡 CEASEFIRE — FRAGILE OVERALL INDEX: 72/100 (DOWN FROM 98) — SITUATION IMPROVING BUT NOT RESOLVED TREND: ⬇️ SIGNIFICANT IMPROVEMENT — 10-DAY ISRAEL-HEZBOLLAH CEASEFIRE IN EFFECT; CELEBRATIONS IN BEIRUT; VIOLATIONS REPORTED; IDF REMAINS IN SOUTH; SOUTH OF LITANI STILL CLOSED
⚠️ CEASEFIRE STATUS PREAMBLE — READ CAREFULLY BEFORE ANY MOVEMENT
A 10-DAY CEASEFIRE IS IN EFFECT AS OF 5PM ET (MIDNIGHT BEIRUT TIME) APRIL 16.
After 46 days of war, Trump announced on Truth Social on April 16 that Lebanon and Israel had agreed to a 10-day cessation of hostilities beginning at 5pm ET. Lebanese President Joseph Aoun and Israeli PM Netanyahu both confirmed via Trump. The US State Department published the formal terms. Scenes of joy erupted across Beirut — tracer rounds and fireworks lit the sky, crowds celebrated in the southern suburbs, and displaced families began loading cars to return south.
However: This is a fragile, contested, and immediately-violated ceasefire. Read carefully before any decisions.
Key facts as of this morning (April 17):
- Lebanese Army reports Israel violated the ceasefire within hours of it taking effect — alleging intermittent shelling of southern Lebanese villages including Al-Khiam and Debbin.
- Israel says its troops will NOT withdraw from southern Lebanon. Netanyahu: “We are not leaving.” IDF will remain “deep inside Lebanese territory.” The “security zone” stays.
- Hezbollah has not formally accepted the ceasefire. It “acknowledged” it but said Israel’s continued presence on Lebanese territory gives Lebanon “the right to resist.” It has NOT confirmed it is abiding by the truce.
- Israel destroyed the last bridge over the Litani River on April 16 — the day of the ceasefire — cutting off south Lebanon entirely. IDF warns residents NOT to move south of the Litani.
- IDF struck 380+ Hezbollah targets in the 24 hours before the ceasefire — a massive final campaign.
- Netanyahu stated he was “about to take Bint Jbeil” before the ceasefire — and that he will continue “expanding the security zone” including eastward toward the slopes of Mount Hermon.
- Israeli officials warned: “If in the next 10 days the Lebanese government does not take practical action to dismantle Hezbollah, we will do so with great force immediately afterward.”
Lebanon’s PM Salam called the ceasefire “a central Lebanese demand we have pursued since the first day of the war.” But the ceasefire’s terms are deeply contested — and the IDF has already been accused of violations within the first 12 hours.
CIS Security’s current guidance: The ceasefire IS real and IS in effect as a formal agreement. But DO NOT attempt to return south of the Litani River yet. Violations are being reported. The IDF remains deployed. South Lebanon is not safe for civilian return.

🚨 ALL BREAKING DEVELOPMENTS — THURSDAY APRIL 16 / FRIDAY APRIL 17, 2026
🟡 #1 — 10-DAY CEASEFIRE ANNOUNCED AND IN EFFECT SINCE MIDNIGHT
[Trump/Truth Social / State Department / NPR / Al Jazeera / CBC — confirmed today]
US President Donald Trump announced on April 16: “I am pleased to announce that after ‘excellent’ conversations with the respected President of Lebanon, Joseph Aoun, and the Prime Minister of Israel, Benjamin Netanyahu, they have agreed that in order to achieve PEACE between their Countries, they will formally begin a 10 Day CEASEFIRE at 5 P.M. EST.”
Trump directed VP JD Vance, Secretary of State Rubio, and Chairman of the Joint Chiefs Gen. Dan Caine to work with both sides to achieve a lasting peace. He also said he would invite Netanyahu and Aoun to the White House for the first meaningful talks between Israel and Lebanon since 1983. Trump later told reporters he would consider visiting Lebanon “at the right time.”
The formal State Department terms (published April 16):
- 10-day cessation of hostilities beginning April 16 at 17:00 EST
- Intended to “enable good-faith negotiations toward a permanent security and peace agreement between Israel and Lebanon”
- Israel preserves the right to self-defense against “planned, imminent, or ongoing attacks”
- Israel will not carry out offensive military operations against Lebanese targets
- Lebanon must take “meaningful steps to prevent Hezbollah and all other rogue non-state armed groups” from attacking Israel
- May be extended by mutual agreement if progress is demonstrated
- The Lebanese armed forces are recognised as having “exclusive responsibility for Lebanon’s sovereignty and national defense; no other country or group has claim”
🟡 #2 — CELEBRATIONS IN BEIRUT — TRACER ROUNDS AND FIREWORKS LIT THE NIGHT SKY
[Al Jazeera / NPR / Hassan Ammar/AFP — confirmed today]
At midnight Beirut time, celebrations erupted across Lebanon. Tracer rounds and fireworks lit up the night sky. AFP photographer Hassan Ammar photographed crowds celebrating the ceasefire in the southern suburbs of Beirut — Hezbollah’s own stronghold. Displaced families began loading cars, mattresses, and belongings to head south. Abu Haidar, who had been sleeping in his car at Beirut’s waterfront for six weeks, told Al Jazeera: “At 11pm, I’m going home, not at 12.” Lebanese PM Salam called the ceasefire “a central Lebanese demand we have pursued since the first day of the war.” Lebanon’s Foreign Ministry welcomed it. Iran’s Foreign Ministry welcomed it as part of a broader agreement.
🔴 #3 — IMMEDIATE VIOLATIONS REPORTED; LEBANESE ARMY ACCUSES ISRAEL OF SHELLING
[Al Jazeera / Asia Plus / Lebanese Army — confirmed today]
The Lebanese Army reported that Israel committed violations of the ceasefire within hours of it taking effect, alleging intermittent shelling of several southern Lebanese villages including Al-Khiam and Debbin. Israel has not commented on the violations. The IDF simultaneously stated that its troops remain positioned “in the face of Hezbollah’s ongoing terrorist activities” and warned residents not to move south of the Litani River. Israel’s UN Ambassador Danon:
“If we will feel threatened, we will react.” An Israeli official said the IDF would act “not only against danger but also against an emerging threat.” These statements indicate Israel’s interpretation of the ceasefire allows it to continue offensive action in response to any perceived threat — which is essentially the same operational posture as before the ceasefire.
🔴 #4 — IDF WILL NOT WITHDRAW FROM SOUTH LEBANON; “SECURITY ZONE” PERMANENT DURING TRUCE
[Netanyahu / Time / CBC / CNN — confirmed today]
Netanyahu in a video message: “We have an opportunity to make a historic peace agreement with Lebanon.” But simultaneously: Israeli troops will remain in an “expanded security zone” in southern Lebanon near the border with Syria. “This is where we are located, we are not leaving.” He explicitly stated he had not agreed to Hezbollah’s demand that forces withdraw to the international border. Israel is maintaining troops “several kilometers deep inside southern Lebanon.” Netanyahu also stated before the ceasefire that he was “about to take Bint Jbeil” and has directed the IDF to continue “expanding the security zone eastward toward the slopes of Mount Hermon.” The ceasefire does not include any IDF withdrawal provision.
🔴 #5 — HEZBOLLAH ACKNOWLEDGES BUT DOES NOT FORMALLY ACCEPT; RESERVES “RIGHT TO RESIST”
[Al Jazeera / Reuters / NYT — confirmed today]
Hezbollah issued a statement acknowledging the ceasefire announcement but did not explicitly say it accepts it. The statement said any ceasefire must “include a comprehensive halt to attacks across all Lebanese territory, with no freedom of movement for Israeli forces.” With Israeli troops remaining in the south, Hezbollah said, Lebanon and its people retain “the right to resist.” Hezbollah also warned it has a “history of violating pledges and agreements” — directed at Israel.
Nabih Berri and Hezbollah both urged their supporters not to return to their homes until the situation becomes clearer. Hezbollah’s full statement was released detailing all its military operations against Israel throughout Thursday — signalling it views itself as having met its obligations through that final burst of activity, not through any formal ceasefire commitment.
🔴 #6 — ISRAEL DESTROYED THE LAST LITANI BRIDGE ON APRIL 16 — SOUTH CUT OFF
[CBC — confirmed April 16]
In a final act before the ceasefire, Israel destroyed the last remaining working bridge over the Litani River on April 16 — the day of the ceasefire announcement. According to CBC’s reporting, “the loss of those crossings means almost a tenth of Lebanon is now effectively cut off from the rest of the country.” All major Litani River crossings have now been destroyed or severely damaged. IDF explicitly warns residents NOT to move south of the Litani. South Lebanon is physically severed from the north.
This means: Even with a ceasefire, displaced persons cannot safely return to south Lebanon by road. There are no functioning bridges. The only access routes to communities south of the Litani are via secondary mountain tracks that are potentially mined and lack the capacity for mass return.
🔴 #7 — IDF STRUCK 380+ HEZBOLLAH TARGETS IN 24 HOURS BEFORE CEASEFIRE; PUBLISHED DEMOLITION VIDEOS
[CNN / CBC — confirmed April 15–16]
Over the past 24 hours before the ceasefire, the Israeli military said it struck more than 380 Hezbollah targets in southern Lebanon — including launchers, headquarters, and fighters. In recent days, the IDF has also published videos of its forces detonating entire villages in southern Lebanon. Netanyahu, before the ceasefire, stated the IDF was “essentially about to eliminate” the major Hezbollah stronghold of Bint Jbeil. The IDF also deployed the 98th Division alongside four others for the final pre-ceasefire push.
🔴 #8 — TRUMP INVITES AOUN AND NETANYAHU TO WHITE HOUSE; OPTIMISTIC ON IRAN DEAL
[NPR / CNN / Time — confirmed today]
Trump said he would invite Lebanese President Aoun and Netanyahu to the White House for peace talks — describing it as “the first meaningful talks between Israel and Lebanon since 1983.” He also said he would consider visiting Lebanon “at the right time.” On Iran, Trump was optimistic: “They’ve agreed to give us back the nuclear dust that’s way underground because of the attack that we made with the B-2 bombers. So we have a lot of agreement with Iran and I think something is going to happen very positive.” He told a crowd in Las Vegas: “Let’s see what happens over the next week or so.
You could be very impressed.” Pakistan’s army chief Munir was in Tehran on April 16 working on a second round of US-Iran negotiations ahead of the April 22 Iran ceasefire deadline. Next round of US-Iran talks potentially this weekend. VP Vance identified Iran’s refusal to abandon nuclear ambitions as the main sticking point.
🟡 #9 — CUMULATIVE WAR TOLL: 2,100+ KILLED; OVER 1 MILLION DISPLACED; 40,000 HOMES DESTROYED
[Lebanese Health Ministry / NPR / CBC — confirmed today]
The cumulative cost of the 46-day war:
- 2,100+ people killed in Lebanon (Lebanese authorities)
- More than 1 million displaced — over one-sixth of the population
- 40,000+ homes destroyed (Lebanese officials)
- 166 children killed; 88 medical workers killed; 252 women killed
- 357 killed on Black Wednesday (April 8) alone
- IDF claims approximately 1,000 Hezbollah fighters killed
- 12 Israeli soldiers killed; 2 Israeli civilians killed by Hezbollah
- More than 2,000 Iranian civilians killed in the broader war
🟡 #10 — INTERNATIONAL WELCOME; IRAN SAYS LEBANON MUST BE INCLUDED IN BROADER CEASEFIRE
[Al Jazeera / CNN / Times of Israel — confirmed today]
Germany, EU Commission President Von der Leyen, and dozens of governments welcomed the 10-day ceasefire. Iran’s Foreign Ministry welcomed it, saying it was “part of a broader agreement.” Iran’s parliament speaker Ghalibaf told Pakistani mediators that Lebanon must be included if a “comprehensive ceasefire” between Iran and the US is to be negotiated. Iran’s inclusion of Lebanon as a condition for an Iran deal remains formally on the table. The US-Iran April 22 deadline adds urgency to the next week of diplomacy. US officials confirmed that troops in the Middle East are “rearming” and stand ready to resume combat if Iran negotiations fail.
🌡️ GOVERNORATE-BY-GOVERNORATE SECURITY INDEX — APRIL 17, 2026
IMPORTANT NOTE: The threat level across Lebanon has materially improved since the ceasefire began. However, south of the Litani River remains actively dangerous. Violations have been reported. The IDF remains deployed. Do not interpret the reduced index scores as a green light for return to south Lebanon or Dahiyeh.
🏙️ BEIRUT
Index: 55/100 🟡 | Trend: SIGNIFICANTLY IMPROVED — Ceasefire in effect; Dahiyeh celebrations; violations possible
Beirut has experienced no new confirmed Israeli strikes since the ceasefire took effect. Scenes of celebration were documented throughout Dahiyeh and across the capital. However:
- The ceasefire allows Israel to strike in “self-defense” at any time
- Hezbollah has not formally committed to ceasing fire
- Israeli violations have been reported in south Lebanon
- Beirut’s south suburbs (Dahiyeh, Haret Hreik) should not be considered safe for return yet — they remain within the Israel-declared security envelope
- Hezbollah and Berri are urging people NOT to return until the situation is clearer
Airport: OPERATING. The ceasefire means the airport is now in a much lower-risk environment. CIS Security is monitoring continuously.
🏞️ MOUNT LEBANON / ALEY / NORTHERN METN
Index: 50/100 🟡 | Improved
No new strikes. Ceasefire significantly reduces Mount Lebanon risk. Monitor for any ceasefire breakdown signals.
🌊 NORTH LEBANON & TRIPOLI
Index: 45/100 🟡 | Improved
No strikes. Ceasefire environment. Displaced populations will begin cautious return flows. Monitor humanitarian conditions.
🌲 AKKAR
Index: 45/100 🟡 | Improved
No strikes. Monitor.
🍇 BEQAA VALLEY
Index: 70/100 🟡 | Still elevated — Violations reported; IDF active east of Litani
Netanyahu specifically stated IDF expansion “eastward toward the slopes of Mount Hermon” — meaning the eastern Bekaa and Hermel corridor remain within the IDF’s operational intent even under the ceasefire. IDF violations reported include shelling in the south. The Bekaa is not safe for unrestricted return. DO NOT RETURN TO BAALBEK-HERMEL YET.
🏛️ BAALBEK-HERMEL
Index: 75/100 🔴 | Elevated — IDF eastward expansion stated
Netanyahu’s statement about expanding security zone toward Mount Hermon slopes is a direct reference to the Hermel/Qaraoun area. Exercise caution. Do not return to Baalbek-Hermel without verifying ceasefire is holding in this specific area.
⛪ KESERWAN-JBEIL
Index: 55/100 🟡 | Improved
No new strikes. Ceasefire environment. Monitor.
🌴 SOUTH LEBANON (SOUTH OF LITANI) — TYRE, NABATIEH, SOUTH GOVERNORATE
Index: 90/100 🔴🔴 | CRITICAL — IDF TROOPS REMAIN; ALL BRIDGES DESTROYED; VIOLATIONS REPORTED; DO NOT RETURN YET
Despite the ceasefire, south Lebanon south of the Litani River is NOT safe for return:
- IDF troops remain deployed several kilometers inside Lebanese territory — five divisions
- All Litani bridges destroyed — no road access from north to south
- IDF violations reported — shelling in Al-Khiam and Debbin since midnight
- IDF warns residents not to move south of the Litani
- Hezbollah and Berri urging supporters NOT to return yet
- Bint Jbeil — IDF said it was “about to” take the town before ceasefire
- IDF has published videos of demolishing entire villages
- Secondary mountain tracks not safe — possible mines, IED risks, rubble
DO NOT ATTEMPT RETURN TO SOUTH LEBANON UNTIL: (a) The ceasefire has held for at least 48 hours without major violations (b) The Lebanese Army confirms it has deployed south of the Litani (c) The Litani bridge situation is resolved (at least temporary crossings established) (d) CIS Security confirms return is safe
⛪ NABATIEH — BINT JBEIL
Index: 88/100 🔴 | IDF REMAINS; BINT JBEIL CONTESTED
Bint Jbeil was surrounded and the IDF was in the process of seizing it when the ceasefire was announced. The ceasefire status of Bint Jbeil specifically is unclear. IDF troops remain positioned there. Do not approach Bint Jbeil or surrounding villages.

⚠️ DIPLOMATIC STATUS — APRIL 17, 2026
The ceasefire opens the door to a diplomatic process — but the fundamental contradictions remain unresolved.
The 10-day window is now running. Here is what needs to happen for it to hold and extend:
- Lebanon must demonstrate to Israel it is taking “meaningful steps” against Hezbollah — the core condition of the US State Dept text. This is extremely difficult for Lebanon to demonstrate when Hezbollah is the second largest political party in parliament and has its own armed forces independent of the state.
- IDF troops must remain in place without firing — the ceasefire requires suspension of “offensive operations” but preserves “self-defense” rights. Any Hezbollah movement or fire near IDF positions could trigger Israeli response under the self-defense clause.
- White House talks (within two weeks) — Trump has invited Netanyahu and Aoun. These talks would be the most senior direct engagement since 1983. The outcome of these talks will determine whether the 10 days becomes a longer ceasefire or a countdown to resumption of war.
- Iran talks this weekend (before April 22) — Pakistan’s Munir is in Tehran. Vance identified Iran’s nuclear program as the sticking point. If the US-Iran ceasefire fails on April 22, Lebanon’s ceasefire loses its broader diplomatic umbrella.
Assessment: The ceasefire is real and historically significant — the first formal cessation of hostilities since March 2, agreed by both Lebanon and Israel. The celebrations in Beirut are justified. But the violations in the first 12 hours, the IDF’s refusal to withdraw, and Hezbollah’s conditional response all signal a highly fragile arrangement. The next 10 days will determine whether Lebanon enters a genuine peace process or resumes combat at the end of the truce window.
📱 EMERGENCY GUIDANCE — APRIL 17, 2026
THE CEASEFIRE IS IN EFFECT. HERE IS WHAT YOU CAN AND CANNOT DO:
✅ WHAT IS NOW SAFER:
- Moving within Beirut, Mount Lebanon, North Lebanon, and Akkar — risk significantly reduced
- Returning to Beirut neighborhoods that were not struck (most of central Beirut, east Beirut, north Beirut)
- Considering return from displacement to areas NORTH of the Zahrani River — with caution
- Airport travel — significantly safer; ceasefire environment
⛔ WHAT IS STILL NOT SAFE:
- Attempting to return south of the Litani River — IDF troops present, all bridges destroyed, violations reported, IDF warning issued
- Returning to Dahiyeh, Haret Hreik, or other areas with significant Hezbollah infrastructure — ceasefire not fully confirmed by Hezbollah
- Attempting secondary mountain routes to south Lebanon — mines, rubble, IDF patrols
- Travelling to Baalbek-Hermel — IDF eastward expansion stated; violations possible
- Celebrating in the street in areas near previous IDF strike zones until ceasefire is confirmed holding for 48+ hours
⚠️ CAUTIOUS RETURN GUIDANCE:
- Wait 48–72 hours to confirm ceasefire is holding before any southward movement
- Do not move south of the Zahrani River yet
- Do not move south of the Litani River at all — no bridges exist
- Follow CIS Security emergency bulletins — we will notify the moment south Lebanon is safe for return
- Contact Lebanese Red Cross (1760) for humanitarian return coordination
🏥 MEDICAL AND HUMANITARIAN:
- Hospitals are severely overwhelmed — continue to contact AUBMC for blood donation needs
- Displaced persons should register with humanitarian organisations for orderly return
- Canada’s $40M aid is being distributed — contact relevant aid organisations

🟡 PRIORITY 1: CEASEFIRE MONITORING — SOUTH LEBANON VIOLATIONS Lebanese Army has reported IDF violations in Al-Khiam and Debbin within 12 hours of ceasefire. CIS Security is tracking all reported incidents in real time and will provide immediate alerts for any significant violations.
🟡 PRIORITY 2: SOUTH LEBANON RETURN ASSESSMENT All Litani bridges are destroyed. South Lebanon access is severely limited. IDF troops are still deployed. CIS Security will advise on the first safe return windows when they emerge. Contact us before attempting any southward movement.
🟡 PRIORITY 3: WHITE HOUSE TALKS WATCH Trump invited Netanyahu and Aoun to the White House within two weeks. The outcome of those talks will determine the ceasefire’s future. CIS Security will provide briefings as the diplomatic process develops.
✅ PRIORITY 4: AIRPORT AND NORTH LEBANON — CLEARANCE IMPROVING The ceasefire environment makes airport and north Lebanon travel significantly safer. Contact us for current status confirmation before travel.
⚠️ FINAL ASSESSMENT — APRIL 17, 2026
After 46 days, 2,100+ dead, 357 killed in a single day on Black Wednesday, 40,000 homes destroyed, and more than 1 million displaced, Lebanon has a ceasefire. The tracer rounds that lit Beirut’s sky last night were not incoming rockets — they were citizens firing into the air in celebration.
This is a genuine and historic moment. The 10-day ceasefire is the first formal cessation agreed by both Israel and Lebanon (through US brokerage) since the war began on March 2. The April 14 Washington talks — the first direct Israel-Lebanon engagement in 31 years — made this possible. Trump’s invitation of Netanyahu and Aoun to the White House within two weeks opens the door to a formal peace process for the first time since the failed May 17 Agreement of 1983.
But the morning after reveals the ceasefire’s fragility. The Lebanese Army has already reported Israeli violations. The IDF is not withdrawing. The last Litani bridge was destroyed on the very day of the ceasefire. Hezbollah has not formally accepted. And the 10-day clock means this could all collapse by April 26 if the conditions are not met.
For Lebanon’s people: The ceasefire is real enough to celebrate. It is not real enough to drive south yet. The situation south of the Litani River will remain dangerous for days to weeks even if the ceasefire holds — IDF troops are there, bridges are gone, and the humanitarian return process has not begun. The north and central Lebanon zones are meaningfully safer. The south is not yet.
CIS Security will monitor around the clock and issue emergency bulletins for any significant escalation. The 10-day window — April 16 to April 26 — will determine Lebanon’s near-term future.
