What will likely be agreed: A framework for a framework — the establishment of a negotiating process, rather than an immediate ceasefire. This is historically significant (first such contact since 1983) but unlikely to produce an immediate halt to fighting.
What could derail it: Hezbollah escalating attacks to influence the talks (IDF Home Front Command warning issued). A resumption of large-scale Israeli strikes on Beirut. Iran reversing its ceasefire posture if Lebanon negotiations collapse.
What it means for Lebanon: Even without an immediate ceasefire, the existence of a formal negotiating track is the first positive structural development for Lebanon since the war began. It transforms Lebanon from a completely passive victim of other parties’ decisions into an active participant in shaping its own future.
