ASSESSMENT: The ceasefire will not produce a permanent peace framework before May 14. The question is whether it is extended again (most likely), collapses into resumed full-scale war (possible), or converts into something more substantive (unlikely in 12 days). Trump’s personal involvement in the April 23 Oval Office extension suggests he may intervene again before May 14. But each extension without substantive progress makes the next one harder to achieve.

⚠️ UNIFIL ENDING — WHAT IT MEANS FOR LEBANON

UNIFIL has operated in Lebanon since 1978 — 48 years. It is the only international security presence in south Lebanon. Its mandate expires December 31, 2026. The UN Secretary-General must provide options by June 1 (30 days from today). The options will cover:

  • A modified or reduced UNIFIL
  • A new monitoring mechanism
  • Enhanced Lebanese Army support
  • Some combination of the above

The problem: All UNIFIL options depend on the Lebanese Army being able to deploy south of the Litani. The Lebanese Army cannot deploy while the IDF occupies south Lebanon. The IDF will not withdraw until Hezbollah disarms. Hezbollah will not disarm while Israel occupies. This is the same circular deadlock as the Lebanon-Israel peace talks — and it applies to the UN’s most fundamental security tool in Lebanon.

If UNIFIL ends on December 31 without a replacement mechanism, south Lebanon will have no international security presence for the first time since 1978. This would be catastrophic for any displaced Lebanese family hoping to return.

What is happening today: Fifty Israeli airstrikes in 24 hours. Three killed at dawn in Louaizeh while sleeping in their home. Neighbourhoods near the border being “levelled” — Beit Lif: “they demolished it gradually until they reached the main square, and now, as you can see, there are no more houses.” New evacuation orders for 9 communities including, for the first time, Deir al-Zahrani on the coastal road.

What is happening institutionally: UNIFIL — the peacekeeping force that has operated in Lebanon since 1978, that has lost peacekeepers to both Hezbollah and Israeli fire in this war — must have a replacement plan presented to the Security Council by June 1. In 30 days. There is no obvious replacement. The Lebanese Army cannot deploy under fire. The IDF is occupying the south. Hezbollah controls the political terrain. The international community is divided. UNIFIL may simply end on December 31 and leave a vacuum.
