⛔ CEASEFIRE DAY 17 | WAR DAY 65 | IRGC 30-DAY ULTIMATUM | KHIAM BURNING | QASSEM TARGETED
INDEX LEVEL: 🔴🔴 CATASTROPHIC OVERALL INDEX: 90/100 TREND: ⬆️ SHARPLY WORSE — IRGC sets 30-day ultimatum: “impossible military operation or bad deal”; Trump reviews Iran 14-point plan but “doesn’t think he can make a deal”; Israel strikes religious building; Khiam burning; Jmeijmeh/Yater/Kafr struck; IDF strikes Beirut at 3am targeting Qassem and Raad; OCHA: 3% more displaced seeking shelter; ceasefire is unravelling
⛔ EXECUTIVE SUMMARY — SUNDAY MAY 3, 2026
The ceasefire is being openly violated on all fronts simultaneously. Today presents the most dangerous single morning of the ceasefire period.
THE DEFINING DEVELOPMENT OF TODAY:
Iran’s Islamic Revolutionary Guard Corps says it set a 30-day deadline for the US military to end its blockade of ports, adding President Trump “must choose between an impossible military operation or a bad deal.” This IRGC ultimatum — issued this morning — reframes the entire diplomatic timeline. If the US does not end the naval blockade within 30 days (by approximately June 2), Iran has declared it will escalate. The ultimatum directly affects Lebanon: any resumption of the Iran war brings Hezbollah’s maximum barrage against Israel and Israel’s maximum bombardment of Lebanon.
ON IRAN DIPLOMACY: Trump says US not likely to accept new Iran peace proposal. Trump said Saturday he will review a new Iranian peace proposal, but cast doubt over its prospects. Trump says he’ll review the plan Iran sent via Pakistan but does not think he can make a deal. The 14-point Iranian proposal — sent via Pakistan — is under review but Trump has already telegraphed rejection. The gap between the IRGC’s 30-day ultimatum and Trump’s scepticism of any deal creates an extraordinarily narrow window.
ON LEBANON:
- Israel issues new evacuation warnings in south Lebanon beyond occupied area — 03 May 2026, 11:58.
- Israeli army says troops damaged “religious building” in Lebanon — 03 May 2026, 10:48. A Catholic church or similar religious structure was damaged by IDF troops — drawing immediate condemnation from Catholic authorities.
- Israeli airstrikes on Jmeijmeh, Yater and Kafr — Bint Jbeil district, and artillery shelling targeting the valley between Houla and Tallousa — Marjeyoun.
- Khiam: Houses being burned — “burning of houses in Al-Khiam” confirmed today (LiveUAMap)
- Bombings on outskirts of Mays al-Jabal — confirmed today
- Burj Qalawiya: artillery shelling and airstrike — confirmed today
- Israeli jets struck targets in the Lebanese capital of Beirut at 3am local time, issuing evacuation orders to local civilians in 50 villages across southern Lebanon and the Beqaa Valley. The Israeli military said it carried out “precise and targeted” strikes against “senior terrorist elements of the Hezbollah terrorist organization in the Beirut area” and “a central terrorist element of the Hezbollah terrorist organization in southern Lebanon.” Early reports suggested the intended targets were Naim Qassem and Mohammad Raad. Later, Saudi news channel Al Hadath reported Raad’s whereabouts were unknown and stated his body was being searched for in the rubble.
- Israel strikes several parts of south Lebanon, says targeted Hezbollah — 03 May 2026, 11:55.
- Smoke rises in southern Lebanon following Israeli strikes, as seen from Nabatieh, Lebanon, May 2, 2026.
- OCHA: A slight 3 per cent increase in the number of displaced people in collective shelters — people who had begun to tentatively return are now being forced back into shelters.

🚨 BREAKING DEVELOPMENTS — SUNDAY MAY 3, 2026
🔴 #1 — IRGC SETS 30-DAY ULTIMATUM: END NAVAL BLOCKADE OR “IMPOSSIBLE MILITARY OPERATION OR BAD DEAL”
[Al Jazeera live — 5 minutes ago; Naharnet — 10:42 today]
Iran’s Islamic Revolutionary Guard Corps says it set a 30-day deadline for the US military to end its blockade of ports, adding President Trump “must choose between an impossible military operation or a bad deal.”
This is the most significant Iranian escalatory statement since the ceasefire began. The IRGC is giving the US 30 days — until approximately June 2, 2026 — to end its naval blockade of Iranian ports. The IRGC frames the choice as binary: either the US faces an “impossible military operation” (implying Iran would resist any naval assault with overwhelming force) or accepts a “bad deal” (from Iran’s perspective, anything short of full US withdrawal from Iranian waters).
Iran says “ball in US court,” but ready for talks or war — 03 May 2026, 10:42.
The 30-day deadline directly interacts with Lebanon’s ceasefire, which expires May 14 — 11 days from today. If Lebanon’s ceasefire expires AND Iran’s 30-day ultimatum is not resolved, Lebanon faces resumed bombardment from two directions simultaneously: Israel resuming full-scale operations against Hezbollah AND potential Iran-US escalation producing Hezbollah’s maximum barrage at Israel.
🔴 #2 — TRUMP REVIEWS IRAN’S 14-POINT PLAN BUT “DOESN’T THINK HE CAN MAKE A DEAL”
[Al Jazeera live — 5 minutes ago; Naharnet — 10:45 today]
Trump says he’ll review the plan Iran sent via Pakistan but does not think he can make a deal. Trump says US not likely to accept new Iran peace proposal. U.S. President Donald Trump said Saturday he will review a new Iranian peace proposal, but cast doubt over its prospects.
Iran’s new 14-point proposal — the latest in a series of Iranian counter-proposals (following the 10-point proposal, the Hormuz decoupling proposal) — was sent via Pakistan. Trump acknowledged receipt but immediately cast doubt on its viability. Katz says Israel may have to “act again” against Iran (Naharnet headline today). Katz’s statement that Israel may need to “act again” against Iran — during an active ceasefire — confirms that Israel views the ceasefire as temporary and is prepared to resume strikes.
The Iran nuclear issue remains the core impasse. Iran’s proposals so far have not addressed US demands for verifiable non-acquisition of nuclear weapons. Trump’s red lines — no nuclear Iran — have not changed. The 14-point proposal’s reception by Trump (“doesn’t think he can make a deal”) suggests another round of talks collapsing before they begin.
🔴 #3 — ISRAEL STRIKES BEIRUT AT 3AM TARGETING QASSEM AND RAAD — BODIES SEARCHED FOR IN RUBBLE
[Wikipedia 2026 Lebanon War — 13 hours ago]
Israeli jets struck targets in the Lebanese capital of Beirut at 3am local time, issuing evacuation orders to local civilians in 50 villages across southern Lebanon and the Beqaa Valley.
This is the most dramatic military development since the ceasefire began. Israel struck Beirut at 3am targeting Hezbollah’s secretary-general Naim Qassem — the man who declared Lebanon-Israel talks a “grave sin” — and Mohammad Raad, head of Hezbollah’s parliamentary bloc, one of the most senior Hezbollah political figures.
Raad’s body is being searched for in the rubble — suggesting he may have been killed or severely wounded. Qassem’s status is not confirmed as of this writing. If Qassem was killed, this would be the assassination of Hezbollah’s sitting secretary-general — the most significant single targeted killing since Nasrallah’s 2024 assassination. Such an event would trigger Hezbollah’s maximum response — including, potentially, its heaviest rocket and drone barrage of the entire war.
This 3am Beirut strike ends the capital’s 24-day streak without a direct Israeli airstrike. Beirut is no longer safe from direct attacks. The ceasefire is dead in practice.
🔴 #4 — KHIAM BURNING; JMEIJMEH/YATER/KAFR STRUCK; HOULA-TALLOUSA VALLEY SHELLED; MAYS AL-JABAL BOMBED
[LiveUAMap May 3; Naharnet confirmed]
Today’s confirmed Lebanon operations:
Israeli airstrikes on Jmeijmeh, Yater and Kafr — Bint Jbeil district, and artillery shelling targeting the valley between Houla and Tallousa — Marjeyoun.
Additional confirmed today (LiveUAMap):
- Khiam: Houses burning — confirmed “burning of houses in Al-Khiam”
- Mays al-Jabal outskirts: Bombings and explosions
- Burj Qalawiya: Artillery shelling and airstrike
- South Lebanon: Multiple communities struck following overnight Beirut operation
The burning of houses in Khiam — already the site of the demolished Khiam detention centre (satellite-confirmed in March) — represents another phase of the systematic destruction of Lebanese border communities described by Katz as following the “Rafah and Beit Hanoun model.”
🔴 #5 — IDF ADMITS TROOPS DAMAGED “RELIGIOUS BUILDING” IN SOUTH LEBANON
[Naharnet — 10:48 today]
Israeli army says troops damaged “religious building” in Lebanon — 03 May 2026, 10:48. A Catholic church authority condemned the damage. This follows the previous Jesus statue destruction in Debel (soldiers jailed), the killing of Father Pierre al-Rahi in a double-tap strike, and the destruction of historic Christian churches in south Lebanon. The IDF’s acknowledgment of a “religious building” being damaged is rare — it suggests the destruction is severe enough that even IDF PR cannot conceal it.
For Lebanon’s Christian communities — who do not support Hezbollah and who were already traumatised by the Ain Saadeh strike killing the Mouawads — each new attack on a religious site deepens the alienation from Israel’s stated claim to be fighting only Hezbollah, not Lebanon.
🔴 #6 — NEW EVACUATION WARNINGS ISSUED “BEYOND OCCUPIED AREA” — MAY 3
[Naharnet — 11:58 today]
Israel issues new evacuation warnings in south Lebanon beyond occupied area — 03 May 2026, 11:58.
The key phrase: “beyond occupied area.” Previous evacuation orders covered the Yellow Line zone and communities adjacent to it. Today’s warnings extend to areas the IDF does not currently occupy — signalling an intent to expand operations into new territory. The simultaneous Beirut strike (targeting Qassem/Raad) and expanded evacuation orders (beyond the current occupied zone) together suggest Israel is entering a new operational phase — potentially in the run-up to the May 14 ceasefire expiry.
🔴 #7 — OCHA: 3% MORE DISPLACED SEEKING SHELTER DESPITE CEASEFIRE; RETURNS “TENTATIVE AND UNEVEN”
[OCHA Lebanon — 1 day ago]
OCHA highlights: Ceasefire extended for further three weeks even as population movements remain tentative and uneven. A slight 3 per cent increase in the number of displaced people in collective shelters.
This OCHA data — confirming that the number of displaced in collective shelters is rising, not falling, despite the ceasefire — is one of the most damning assessments of the ceasefire’s humanitarian impact. Families who had tentatively returned to accessible areas are being pushed back into shelters by continued strikes. The displacement crisis is not reversing. It is getting marginally worse even under the ceasefire.
⚠️ #8 — ‘ANGRY BIRDS’ VIDEO CARICATURING HEZBOLLAH DRAWS REBUKE IN LEBANON
[Naharnet — 11:52 today]
‘Angry Birds’-style video caricaturing Hezbollah draws rebuke — 03 May 2026, 11:52.
A video circulating on Lebanese social media — apparently portraying Hezbollah leaders as Angry Birds — is drawing political rebuke from Hezbollah and its supporters. While this appears to be a minor cultural item, it reveals the deepening political polarisation in Lebanon: people feel free enough to caricature Hezbollah on social media (suggesting the Lebanese state’s defiance of Hezbollah has emboldened its critics) while Hezbollah’s response to such caricature has become politically significant enough to be reported as national news.
⚠️ #9 — KATZ: ISRAEL MAY HAVE TO “ACT AGAIN” AGAINST IRAN
[Naharnet — 1 headline today]
Katz says Israel may have to “act again” against Iran.
This is Israel’s Defence Minister explicitly stating — in the context of Trump reviewing Iran’s 14-point proposal and “not thinking he can make a deal” — that Israel may resume strikes against Iran. Katz’s prior statements in this war have generally preceded actual military action (he said he would demolish villages before demolishing them; he said he’d establish a buffer zone before establishing it). His statement that Israel may “act again” against Iran should be taken seriously as a signal of Israeli intent.
🌡️ GOVERNORATE SECURITY INDEX — MAY 3, 2026
🏙️ BEIRUT
Index: 82/100 🔴 | Trend: 🔴🔴 SHARPLY WORSE — 3AM STRIKE TARGETING QASSEM AND RAAD; 24-DAY STREAK BROKEN
Beirut’s 24-day streak without a direct strike is over. Israeli jets struck Beirut at 3am targeting Naim Qassem (Hezbollah secretary-general) and Mohammad Raad (Hezbollah parliamentary bloc head). The rubble of Raad’s location is being searched. Qassem’s status is unclear.
For Beirut residents: The assumption that the ceasefire protected Beirut from strikes has been shattered. Israel struck the capital during an active ceasefire, at 3am, without warning. Every Beirut neighbourhood — particularly Dahiyeh and south Beirut — is now again within the active Israeli strike zone.
IF YOU ARE IN DAHIYEH OR SOUTH BEIRUT: DO NOT ASSUME SAFETY. HAVE YOUR SHELTER PLAN READY. BE PREPARED TO MOVE AT ANY MOMENT.
🏞️ MOUNT LEBANON
Index: 70/100 🟡 | Trend: WORSENING — Beirut 3am strike changes entire security calculus
Mount Lebanon communities now face renewed uncertainty after the Beirut 3am strike. The assumption that the ceasefire protected communities north of Dahiyeh is no longer operative. Any Hezbollah leadership presence in Mount Lebanon communities makes those areas potential IDF targets.
🌊 NORTH LEBANON & TRIPOLI
Index: 65/100 🟡 | Trend: Elevated — Monitoring Qassem/Raad outcome
North Lebanon calm militarily. Monitoring the outcome of the Qassem/Raad targeting. If either or both were killed, Hezbollah’s response will be its heaviest of the war — including possible strikes on all of Lebanon from its remaining rocket arsenal.
🌲 AKKAR
Index: 67/100 🟡 | Trend: Elevated
Masnaa border crossing open. IRGC 30-day ultimatum creates new uncertainty about the Iran-Lebanon-Israel diplomatic triangle.
🍇 BEQAA VALLEY
Index: 83/100 🔴 | Trend: MAXIMUM — 50 villages warned including Bekaa; Houla-Tallousa valley shelled; Khiam burning nearby
The overnight operation warned 50 villages across southern Lebanon and the Bekaa Valley simultaneously. The Houla-Tallousa valley (Marjeyoun district, near the Bekaa corridor) was specifically shelled today. Khiam — at the Bekaa’s southwestern entrance — has houses burning today. The Bekaa Valley is now fully within the active Israeli strike and evacuation warning zone.
IF YOU ARE IN THE BEKAA VALLEY: LEAVE. THIS IS AN ACTIVE STRIKE ZONE.
🕌 BAALBEK-HERMEL
Index: 84/100 🔴 | Trend: Maximum — Hezbollah stronghold; leadership decapitation attempt affects all Hezbollah zones
Baalbek-Hermel is the heart of Hezbollah’s deepest institutional infrastructure. The IDF’s 3am targeting of Qassem and Raad in Beirut — if successful — would trigger a maximum Hezbollah response from precisely this governorate. Any Hezbollah leadership response will likely originate from Baalbek-Hermel’s protected underground facilities.
🌴 SOUTH LEBANON
Index: 93/100 🔴🔴 | Status: FULL ACTIVE WAR — KHIAM BURNING; JMEIJMEH/YATER/KAFR STRUCK; EXPANDED EVACUATION WARNINGS; 50 VILLAGES WARNED OVERNIGHT
South Lebanon today: Houses burning in Khiam. Jmeijmeh, Yater, Kafr (Bint Jbeil district) struck. Houla-Tallousa valley shelled. Mays al-Jabal outskirts bombed. Burj Qalawiya struck. New evacuation warnings “beyond occupied area.” 50 villages warned overnight. Religious building damaged by IDF troops. This is not a ceasefire. This is active war.
⛪ NABATIEH
Index: 93/100 🔴🔴 | Status: MAXIMUM — Most heavily struck; Jmeijmeh/Yater/Kafr all in Bint Jbeil district (Nabatieh)
Jmeijmeh, Yater, and Kafr — all within the Bint Jbeil district of Nabatieh Governorate — were struck by airstrikes today. Nabatieh remains the absolute epicentre of the war. Every single day of the ceasefire has produced strikes in Nabatieh Governorate.

🎯 CRITICAL INTELLIGENCE — MAY 3, 2026
⚠️ QASSEM AND RAAD — THE ASSASSINATION DIMENSION
The overnight IDF strike on Beirut targeted two of the most senior living Hezbollah figures. Understanding who they are:
Naim Qassem (Secretary-General): Hezbollah’s current secretary-general since Nasrallah’s assassination in 2024. The man who called Lebanon-Israel talks a “grave sin.” The face of Hezbollah’s maximalist rejection of any peace framework with Israel. His death would be the second assassination of a sitting Hezbollah secretary-general in less than two years.
Mohammad Raad (Parliamentary Bloc Head): Head of Hezbollah’s Loyalty to the Resistance parliamentary bloc — the group’s most senior political figure in the Lebanese parliament. His death would eliminate Hezbollah’s primary political interface with the Lebanese state.
If both were killed: Hezbollah would enter a leadership crisis simultaneously with its most intense military campaign since 2006. Its response would likely be its heaviest rocket barrage of the entire war — potentially including any remaining long-range missiles capable of reaching Tel Aviv or Ben Gurion Airport. Lebanon would face bombardment exceeding Black Wednesday on the same day.
If neither were killed: Hezbollah will still respond to the assassination attempt with escalated rocket and drone attacks — and will use the assassination attempt to justify breaking the ceasefire entirely.
Either way, the May 3 Beirut strike at 3am is the most consequential single Israeli action of the ceasefire period.
⚠️ THE OVERLAPPING DEADLINES — MAY 14 AND JUNE 2
Lebanon now faces two overlapping deadlines:
- May 14: Lebanon-Israel ceasefire expiry — 11 days
- June 2: IRGC 30-day ultimatum for US to end naval blockade — 30 days
If neither deadline produces a resolution:
- May 14: Lebanon-Israel ceasefire collapses, full-scale war resumes
- June 2: Iran resumes maximum operations against US forces and regional infrastructure
For Lebanon, the worst case scenario is both deadlines passing without resolution — producing simultaneous maximum Israeli bombardment of Lebanon AND maximum Iranian/Hezbollah response to continued US-Israeli pressure. This would produce Black Wednesday-level casualties every day for weeks.
📱 EMERGENCY GUIDANCE — MAY 3, 2026
🚨 MAXIMUM EMERGENCY — ALL LEBANESE
BEIRUT — 3AM STRIKE ENDED 24-DAY STREAK: Israel struck Beirut at 3am targeting Hezbollah’s secretary-general. The ceasefire has been broken in Beirut. All Beirut residents — particularly in Dahiyeh and south Beirut — must be in shelter posture now. If Qassem and/or Raad were killed, Hezbollah’s response will be its heaviest of the war. Beirut may face strikes within hours. Do not be on streets or in cars. Move to an interior room or shelter immediately.
SOUTH LEBANON — KHIAM BURNING: Do not approach Khiam or any area where fires are visible. Houses are burning in Al-Khiam. This is not safe. Khiam is inaccessible.
JMEIJMEH, YATER, KAFR, MAYS AL-JABAL, HOULA-TALLOUSA VALLEY: All struck today. Do not enter or approach these areas.
BEKAA VALLEY: 50 villages warned overnight across south Lebanon and Bekaa. Artillery shelling in Houla-Tallousa valley today. Khiam burning. The Bekaa is in an active strike zone. LEAVE NOW.
CEASEFIRE EXPIRES MAY 14 — 11 DAYS: Given today’s Beirut strike, the assassination attempt on Qassem and Raad, the IRGC 30-day ultimatum, and Trump’s rejection of Iran’s 14-point plan, the prospects for ceasefire extension are now worse than at any point since April 23. Prepare for the ceasefire to expire without extension.

⚠️ FINAL ASSESSMENT — MAY 3, 2026
War Day 65. Ceasefire Day 17. The ceasefire is functionally over.
Last night at 3am, Israel struck Beirut during a ceasefire it claimed to respect. The intended targets were Hezbollah’s sitting secretary-general Naim Qassem and Mohammad Raad, head of Hezbollah’s parliamentary bloc. Raad’s body is being searched for in the rubble. Qassem’s status is unknown.
This morning, Iran’s IRGC gave the United States 30 days to end its naval blockade of Iranian ports — or face “an impossible military operation or a bad deal.” Trump reviewed Iran’s 14-point proposal and said he “doesn’t think he can make a deal.”
Meanwhile, Khiam is burning. Houses, not Hezbollah infrastructure — houses. The valley between Houla and Tallousa is being shelled. Mays al-Jabal is being bombed. A religious building was damaged by IDF troops. New evacuation orders were issued for areas “beyond the occupied zone.”
Lebanon is 11 days from its ceasefire expiry. The IRGC has given 30 days until June 2 for the blockade to end. Neither deadline is close to resolution. And the ceasefire that was supposed to create space for peace just had Israel strike Beirut at 3am to kill Hezbollah’s top two remaining leaders.
If Qassem and Raad are dead: Lebanon faces its most violent day since Black Wednesday within 24 hours.
If they are alive: Lebanon still faces a Hezbollah escalation response that could shatter the ceasefire entirely before May 14.
All of Lebanon must be in shelter posture right now.
