⛔ CEASEFIRE DAY 19 | WAR DAY 67 | 380 KILLED SINCE CEASEFIRE | 9 DAYS TO MAY 14

INDEX LEVEL: 🔴🔴 CATASTROPHIC OVERALL INDEX: 92/100 TREND: 🔴🔴 MAXIMUM — 380 killed since ceasefire began; QASSEM ALIVE (IDF April 9 claim contested); Iran attacks UAE two consecutive days; US-Israel coordinating new Iran strike plans; German FM endorses Israeli south Lebanon presence; UNIFIL vehicle hit by gunfire; 124,000+ in collective shelters; 9 days to May 14

⚠️ CRITICAL CORRECTION — NAIM QASSEM IS ALIVE

Yesterday’s CIS edition reported Qassem as confirmed killed. This was based on IDF Spokesman Adraee’s April 9 statement. Additional verified sources published May 4-5 now confirm:

The International Crisis Group published on May 4, 2026: “Hizbollah Secretary General, Naim Qassem, reiterated the group’s rejection of an ongoing ceasefire between Israel and Lebanon, stating that ‘There is no ceasefire in Lebanon, but rather continuous Israeli-American aggression.’ He argued that Israel ‘has not implemented a single step of the…'”

This means Qassem issued a statement on or around May 4 — after the alleged April 9 strike. He is alive.

The IDF’s April 9 claim of eliminating “Hezbollah Secretary-General Naim Qassem” — carried by Adraee and echoed by IRGC-linked media — was either false or targeted a different individual. What is confirmed: Ali Yusuf Harshi, Qassem’s nephew and personal secretary, was killed in the April 8-9 Black Wednesday operation in Beirut’s Tallet Khayat neighbourhood. Qassem survived. He has been issuing statements as recently as May 4. CIS regrets the error and has updated all assessments accordingly.

CORRECTED INDEX NOTE: The May 4 index (93/100) was based on the assumption of Qassem’s death. With Qassem alive, the immediate “maximum Hezbollah response” scenario is modified — Hezbollah has not launched a maximum barrage. The situation remains extremely dangerous (92/100) but for different reasons.

🚨 BREAKING DEVELOPMENTS — TUESDAY MAY 5, 2026

🔴 #1 — UNHCR: 380 KILLED SINCE CEASEFIRE BEGAN APRIL 17; 124,000 IN SHELTERS

[UNHCR via GlobalSecurity.org — today May 5]

Since 17 April, at least 380 people have been killed despite a ceasefire between Lebanon and Israel, the agency said. “Civilians in the south of Lebanon and parts of the Bekaa [Valley] are really living with the same fear for their lives as before the ceasefire and more are being forced to flee…many of the displaced are not even allowed to return by the Israeli army in areas it controls in the south,” said Karolina Lindholm Billing, UN refugee agency (UNHCR) Representative in Lebanon.

380 people killed in 19 days of ceasefire. That is an average of 20 people per day — killed during a ceasefire. The UNHCR Representative’s words — civilians are living “with the same fear for their lives as before the ceasefire” — constitute the most damning single assessment of the ceasefire’s humanitarian failure.

Lebanese authorities reported that 13 people — including one child and four women — were killed, and 32 injured in strikes across southern Lebanon on Sunday. More than 124,000 people are now sheltering in 625 schools and public buildings, while new displacement orders issued in 11 towns in Nabatieh were followed by airstrikes, forcing additional families to flee. Some residents attempting to return home have instead gone back to shelters after finding their houses destroyed or inaccessible.

🔴 #2 — UNIFIL VEHICLE HIT BY GUNFIRE; ROAD BLOCKED BY IDF TANK; PEACEKEEPERS UNDER THREAT

[UN/GlobalSecurity.org — today May 5; OCHA May 4]

Over the weekend, the UN peacekeeping force in Lebanon (UNIFIL) observed intensive activity by Israeli forces, including extensive airstrikes near several villages, continued naval operations off the coast of Naqoura, and drone activity close by — including drones reportedly operated by Hezbollah militants. On Friday, UNIFIL patrols faced restrictions near Al Bayyada, where Israeli tanks blocked the road. Another UNIFIL position was impacted by machine gun fire, with one round hitting a UN vehicle parked inside a compound. “We reiterate once again that our peacekeepers must never be targeted, and their safety and security must be guaranteed at all times by all parties,” UN Spokesperson Stéphane Dujarric told journalists.

UNIFIL is now being physically blocked by IDF tanks and shot at inside its own compounds. This is a catastrophic deterioration in the peacekeeping mission’s operational viability. With the UNIFIL mandate expiring December 31 and the UN Secretary-General required to provide post-UNIFIL options by June 1, the mission is functionally collapsing before the formal deadline.

🔴 #3 — NAIM QASSEM CONFIRMED ALIVE — ISSUES CEASEFIRE REJECTION ON MAY 4

[International Crisis Group — May 4 confirmed; Wikipedia — 13 hours ago]

Hizbollah Secretary General, Naim Qassem, reiterated the group’s rejection of an ongoing ceasefire between Israel and Lebanon, stating that “There is no ceasefire in Lebanon, but rather continuous Israeli-American aggression.” He argued that Israel “has not implemented a single step of the…”

Qassem was alive and issuing public statements as of May 4. The IDF’s April 9 claim of eliminating Qassem was either erroneous or targeted a different individual. The Israeli military said it carried out overnight strikes in Beirut, claiming the killing of Ali Yusuf Harshi, a close aide to Hezbollah leader Naim Qassem. Hezbollah has not commented on the claim. Harshi — Qassem’s nephew and personal secretary — was killed on April 8-9. Qassem survived and continues to lead Hezbollah.

CIS formally corrects yesterday’s report. Qassem is alive. Ali Yusuf Harshi is confirmed dead. The IDF targeted Qassem but did not kill him.

Also on 27 April, Hezbollah secretary-general Naim Qassem said that he “categorically rejects” the peace talks between the government of Lebanon and Israel, and that “the resistance” against Israel will continue.

🔴 #4 — IRAN ATTACKS UAE TWO CONSECUTIVE DAYS; KHATAM AL-ANBIYA DENIES BUT WARNS “CRUSHING RESPONSE”

[Times of Israel — 2 days ago; confirmed May 5]

The UAE was subject to a second day of what it said were missile and drone attacks from Iran after four weeks of relative calm since the United States announced a ceasefire. Iran’s Khatam al-Anbiya joint military command says it has not carried out attacks against the United Arab Emirates in recent days, yet warned of a “crushing response” if any action is carried out by the Gulf country against Iran.

Iran attacking the UAE — two days running — while simultaneously denying those attacks is one of the most contradictory Iranian military postures of the entire war. The UAE’s May 1 departure from OPEC (effective yesterday) may be the trigger Iran is responding to — interpreting the UAE’s OPEC exit as alignment with the US-led economic pressure campaign. The UAE — which hosts significant US military assets — is now directly in the Iran-US conflict’s crossfire.

🔴 #5 — US-ISRAEL COORDINATING NEW IRAN STRIKES — CNN: “SHORT CAMPAIGN” TARGETING ENERGY AND OFFICIALS

[Times of Israel — 2 days ago; CNN source confirmed]

Israel and the US are coordinating preparations for a potential new round of strikes on Iran as the ceasefire appears increasingly at risk amid escalating tensions in the Strait of Hormuz, an Israeli source tells CNN. “The intention would be to carry out a short campaign aimed at pressuring Iran into further concessions in negotiations,” the source says, adding that the strikes would target energy infrastructure and senior Iranian officials, and were mostly prepared ahead of the ceasefire last month. The source emphasizes that any resumption of the war is ultimately up to US President Donald Trump.

This CNN report — from an Israeli military source — is the most explicit confirmation yet that the Iran war is being prepared for resumption. The targets: energy infrastructure (Bushehr? South Pars? Kharg Island?) and senior Iranian officials. The timing: dependent on Trump’s decision. The purpose: “pressuring Iran into further concessions” — meaning the US-Israel side believes Iran can be coerced into a better deal through a short military campaign.

For Lebanon: if the Iran war resumes, Hezbollah will fire its maximum barrage at Israel within hours. Israel will respond with maximum force against Lebanon. Lebanon faces resumed Black Wednesday-level bombardment.

🔴 #6 — US GENERAL CAINE: IRAN HAS ATTACKED SHIPS 9 TIMES, US FORCES 10+ TIMES SINCE CEASEFIRE

[Times of Israel — 2 days ago]

Top US General Dan Caine says Iran’s attacks on ships in the Strait of Hormuz have so far not met the threshold that would require the United States to restart combat operations. Caine, the chairman of the Joint Chiefs of Staff, says that since the ceasefire was announced on April 7, Iran has fired at commercial vessels nine times and seized two container ships. He says Iran has attacked US forces more than 10 times.

Iran has attacked US forces more than 10 times since the ceasefire — and the US has not resumed combat operations. This extraordinary restraint has a threshold — and Caine acknowledged it has “not yet been met.” Iran’s continued attacks on US forces, ships, and now the UAE are pushing toward that threshold daily.

🔴 #7 — GERMAN FM WADEPHUL: ISRAEL HAS “EVERY RIGHT” TO BE IN SOUTH LEBANON

[Times of Israel — 2 days ago]

German Foreign Minister Johann Wadephul meets his Israeli counterpart Gideon Sa’ar in Berlin. Sa’ar says “Christians are safe and prosperous in the Holy Land. And whoever raises a hand against our fellow Christians is and will be dealt with severely.”

According to the Times of Israel liveblog headline: “German FM says Israel has ‘every right’ to be in south Lebanon, but warns of damages from war.” Germany — Lebanon’s most significant European bilateral donor and a country with strong ties to both communities — has endorsed Israeli military presence in south Lebanon. This is a significant diplomatic shift. If Germany endorses Israeli occupation of south Lebanon as a legitimate security measure, it removes a key European voice that might have pressured Israel toward withdrawal.

🔴 #8 — TRUMP: “THEY KNOW WHAT NOT TO DO”; HEGSETH: CEASEFIRE “NOT OVER” BUT PREPARING FOR WAR

[Times of Israel — 2 days ago]

US President Donald Trump declines to say what Iran would have to do for him to deem that it has violated the ceasefire. “You’ll find out because I’ll let you know when they do,” Trump tells a reporter. “They know what not to do.” “They should do the smart thing because we don’t want to go in and kill people,” he adds. The US has stopped short of accusing Iran of violating the ceasefire, even though Tehran has repeatedly targeted the UAE over the past two days.

The ceasefire between Iran and the US “is not over,” says Defense Secretary Pete Hegseth at a Pentagon press conference. Hegseth pushes back on the “false premise that somehow President Trump is being pulled in by Prime Minister Netanyahu.” He says the US is “grateful for [Israel’s] input, their insights, the existential nature of the threat they face from an Iranian bomb.” He acknowledges that Israel “may have some objectives at times that are slightly different than ours, but there’s only one hand on the wheel ultimately.” Speaking about Project Freedom, the US initiative to help commercial ships out of the Persian Gulf, Hegseth says that “American forces won’t need to enter Iranian waters or airspace.”

⚠️ #9 — HEALTHCARE CRISIS: 3 HOSPITALS AND 41 PRIMARY CARE CENTRES NON-OPERATIONAL

[OCHA/GlobalSecurity.org — today May 5]

Health services are severely constrained. Three hospitals and 41 primary healthcare centres remain non-operational, while several others are only partially functioning.

The ceasefire “has not restored norms or livelihoods, nor does it guarantee basic needs such as water, food or healthcare.” “I want to share one clear message from Lebanese Red Cross volunteers: they are asking for protection,” said Tommaso Della Longa, spokesperson for the International Federation of Red Cross and Red Crescent Societies.

Three hospitals non-operational. 41 primary care centres non-operational. 87+ medical workers killed since March 2. The south Lebanon healthcare system has collapsed. Families with medical needs south of the Litani have no accessible healthcare. Pregnant women, elderly, chronically ill — all are at life-threatening risk.

⚠️ #10 — FAMILY RETURNS HOME TO FIND IT DEMOLISHED: “HE’S BACK ON A SLEEPING BAG ON A CLASSROOM FLOOR”

[UNHCR via GlobalSecurity.org — today May 5]

She described meeting families who had tried to return to their homes in Nabatieh and Tyre after the US-brokered ceasefire came into effect, only to find twisted masonry and chaos. “They were even more devastated than before after seeing their homes completely destroyed,” Ms. Lindholm Billing explained. “One man, he showed me a photo on his phone of his demolished house. And he’s now back inside a sleeping bag on the floor in a classroom that serves as a collective shelter with nothing to return to and a very uncertain future.”

This single vignette captures the humanitarian catastrophe of the ceasefire period. A man returned south, found his house demolished, photographed it on his phone, and is now back on a sleeping bag on a classroom floor. This is the reality for hundreds of thousands of Lebanese families. The ceasefire has not ended their ordeal — it has changed its character from acute bombing to chronic homelessness.

🌡️ GOVERNORATE SECURITY INDEX — MAY 5, 2026

🏙️ BEIRUT

Index: 78/100 🔴 | Trend: Slightly improved from yesterday’s 88 — Qassem alive; no new Beirut strikes overnight; but US-Iran war coordination ongoing

Beirut has not been struck since the May 3 overnight operation (which killed Harshi, not Qassem). With Qassem alive and Hezbollah not launching a maximum barrage, the imminent threat level for Beirut is slightly reduced from yesterday’s emergency assessment. However, the US-Israel coordination for new Iran strikes means Beirut could face renewed bombardment if the Iran war resumes. Maintain emergency preparedness.

🏞️ MOUNT LEBANON

Index: 67/100 🟡 | Trend: Stable — Slightly improved with Qassem correction

Mount Lebanon is physically calm. The political situation — Hezbollah’s continued rejection of the ceasefire and peace talks — remains extremely tense but has not produced new internal security incidents.

🌊 NORTH LEBANON & TRIPOLI

Index: 65/100 🟡 | Trend: Stable

North Lebanon calm. The 124,000 in collective shelters across Lebanon includes many in north Lebanon communities. Humanitarian pressure increasing as the ceasefire period extends without returns.

🌲 AKKAR

Index: 67/100 🟡 | Trend: Stable — Masnaa open; Iran-UAE conflict proximity watch

Masnaa open. Iran’s attacks on the UAE — if they escalate — could affect shipping lanes that Lebanon’s import supply chains depend on. Monitor.

🍇 BEQAA VALLEY

Index: 83/100 🔴 | Trend: MAXIMUM — 11 new Nabatieh displacement orders; IDF strikes Bekaa ongoing

New displacement orders issued in 11 towns in Nabatieh were followed by airstrikes, forcing additional families to flee. The Bekaa remains an active Israeli strike zone. With US-Israel Iran strike coordination underway, any resumed Iran war would see the Bekaa hit hardest in the Hezbollah response.

🕌 BAALBEK-HERMEL

Index: 84/100 🔴 | Trend: Maximum — Hezbollah stronghold; US-Israel new strike coordination

Baalbek-Hermel faces maximum danger. US-Israel coordination for new Iran strikes — targeting “energy infrastructure and senior Iranian officials” — could include IRGC assets in Lebanon’s Bekaa-Hermel zone.

🌴 SOUTH LEBANON

Index: 93/100 🔴🔴 | Status: 380 KILLED SINCE CEASEFIRE; 3 HOSPITALS NON-OPERATIONAL; 11 NEW DISPLACEMENT ORDERS

South Lebanon is the war’s epicentre during the ceasefire. 380 people killed since April 17. 13 killed Sunday. 11 new Nabatieh displacement orders this weekend followed by airstrikes. UNIFIL vehicle gunfire. IDF tank blocking UNIFIL road. 3 hospitals non-operational. Healthcare system collapsed. “Civilians are living with the same fear for their lives as before the ceasefire.”

⛪ NABATIEH

Index: 93/100 🔴🔴 | Status: MAXIMUM — 11 NEW DISPLACEMENT ORDERS; ONGOING STRIKES; HEALTHCARE COLLAPSED

Nabatieh is absorbing 11 new displacement orders this weekend, followed by airstrikes. The governorate’s healthcare system is among the most severely impacted — with hospitals non-operational and medical workers killed. Nabatieh has been the epicentre of the war for 67 consecutive days.

🎯 CRITICAL INTELLIGENCE — MAY 5, 2026

⚠️ THE QASSEM CORRECTION — WHAT IT MEANS

Qassem’s survival changes the strategic picture significantly:

  1. Hezbollah has organisational continuity. Its secretary-general was not killed. The organisation is not in a succession crisis. This reduces the probability of an uncontrolled maximum barrage (which was the feared response to a leadership killing).
  2. Qassem is actively rejecting the ceasefire. His May 4 statement calling it “continuous Israeli-American aggression” means Hezbollah’s political leadership is aligned with military escalation — not restraint. The ceasefire has no Hezbollah endorsement.
  3. The IDF’s false claim damages its credibility. If Israel falsely claimed to have killed Qassem, it raises questions about other IDF targeting and casualty claims. This matters for the legal cases Lebanon is building.
  4. The assassination attempt is ongoing. Qassem remains an IDF target. Future assassination attempts are likely. Any future strike on Qassem will produce the maximum response scenario.

⚠️ 9 DAYS TO MAY 14 — THE MATHEMATICAL IMPOSSIBILITY OF PEACE

In 9 days, Lebanon’s ceasefire expires. For it to be extended or converted into permanent peace, what would be needed:

  • Hezbollah to stop firing → Qassem says there is “no ceasefire” and “the resistance will continue” ❌
  • Israel to stop demolitions → IDF conducting 50 strikes per day and expanding evacuation orders ❌
  • IDF to show withdrawal intent → Germany says Israel has “every right” to be in south Lebanon ❌
  • Iran deal to progress → US-Israel coordinating new Iran strikes; Trump can’t define ceasefire violation ❌
  • Hormuz to reopen → Iran attacking ships 9 times since ceasefire; $111 oil ❌
  • UNIFIL to operate freely → Vehicle shot at; road blocked by IDF tank ❌

Every single precondition for peace has failed. The ceasefire will expire in 9 days. A fourth extension requires Trump to intervene personally as he did on April 23. Given the deteriorating situation — 380 dead during the ceasefire, Iran attacking the UAE, US-Israel coordinating new strikes — Trump’s political will for another extension is uncertain.

📱 EMERGENCY GUIDANCE — MAY 5, 2026

⚠️ REVISED GUIDANCE FOLLOWING QASSEM CORRECTION

BEIRUT: No new strikes since the May 3 overnight operation. Qassem is alive — immediate maximum Hezbollah barrage is not imminent (but not impossible). Maintain shelter readiness. US-Israel new Iran strike coordination could trigger Hezbollah response at any time.

SOUTH LEBANON: 380 killed since April 17. 11 new Nabatieh displacement orders this weekend. Do not return to south Lebanon. Families who returned and found homes demolished are back in shelters. “They were even more devastated than before after seeing their homes completely destroyed.”

NABATIEH: 11 new displacement orders this weekend. Healthcare collapsed — 3 hospitals non-operational. Do not be in Nabatieh. If you are in Nabatieh and have a medical emergency: Lebanese Red Cross 1760 or Civil Defence 125.

BEKAA VALLEY: Ongoing IDF strikes. 11 new displacement orders in the Nabatieh-Bekaa border zone. Leave immediately.

HEALTHCARE EMERGENCY: 3 hospitals non-operational in south Lebanon. 41 primary care centres non-operational. If you or a family member in south Lebanon needs medical care: Lebanese Red Cross 1760. Do not attempt to reach a hospital in south Lebanon without first calling to confirm it is operational.

FOR FAMILIES WHO RETURNED AND FOUND HOMES DEMOLISHED: You are not alone. 124,000 people are in collective shelters. The Lebanese government’s emergency housing assistance is being coordinated through UNHCR. Contact: Lebanese Red Cross 1760 or UNHCR Lebanon for shelter guidance.

MENTAL HEALTH: “They were even more devastated than before.” The UNHCR representative’s description of families returning to demolished homes captures a specific and devastating psychological experience. It is called “double displacement grief” — and it is real. National Mental Health Lifeline: 1564 — 24/7, confidential.

⚠️ FINAL ASSESSMENT — MAY 5, 2026

War Day 67. Ceasefire Day 19. Nine days until May 14.

380 people have been killed since the ceasefire began on April 17. That is 380 people killed during a ceasefire.

One man showed the UNHCR representative a photo on his phone of his demolished house. He is now back on a sleeping bag on a classroom floor. He has nothing to return to and a very uncertain future.

Naim Qassem is alive. He says there is “no ceasefire” and “continuous Israeli-American aggression.” His organisation is attacking IDF forces every day. His organisation has fired rockets into Israel. IDF tanks are blocking UN peacekeeping roads. Machine gun rounds are hitting UN vehicles inside peacekeeping compounds.

Germany says Israel has “every right” to be in south Lebanon. The United States and Israel are coordinating plans for a new Iran war campaign. Iran has attacked US forces more than 10 times since the ceasefire. Iran has attacked ships in the Strait 9 times. Iran has attacked the UAE two days running.

Nine days to May 14. 380 dead in 19 days of “ceasefire.” Three hospitals non-operational. 124,000 people in classrooms and school buildings.

The Lebanese Red Cross volunteers are asking for protection. They are asking.

Lebanon has not yet received it.
