⛔ ACTIVE WAR — DAY 18 OF THE IRAN WAR

INDEX LEVEL: 🔴🔴 CATASTROPHIC OVERALL INDEX: 99/100 TREND: ⬆️ MAXIMUM — GROUND INVASION UNDERWAY; LEADERSHIP DECAPITATION ACCELERATING

⛔ EMERGENCY STATUS PREAMBLE

THIS IS DAY 18 OF THE US-ISRAELI WAR ON IRAN. THE GROUND INVASION OF SOUTHERN LEBANON IS NOW ACTIVE.

Since our last full edition (March 15), the war has crossed two decisive thresholds simultaneously. On the ground in Lebanon: Israel formally launched its ground invasion on March 16, with the 91st Division, the 36th Division, and the 146th Reserve Division now all confirmed operating inside Lebanese territory. The IDF today expanded those operations, with the 36th joining the 91st in new “targeted ground operations” into previously unoccupied areas.

On the strategic leadership front: Israel has today killed Ali Larijani, Iran’s Supreme National Security Council chief and the de facto leader of Iran’s war effort since Khamenei’s death, along with Gholamreza Soleimani, commander of the Basij paramilitary forces — the highest-profile Iranian assassinations since the war’s opening day. Iran has confirmed both deaths.

Lebanon’s death toll has now risen to 912, with 2,221 wounded and over one million displaced — one in five Lebanese citizens, or 18% of the entire population. The UN Human Rights Office today stated that Israeli attacks on residential buildings and civilian infrastructure in Lebanon may amount to war crimes. At least 38 health workers have been killed. Three paramedics were killed in Aytit today alone. A Lebanese Army soldier was killed in an IDF strike on Qaqaiyat al-Jisr today — the second Lebanese Army fatality of the war.

The IDF fired near the Beirut Airport road and struck adjacent areas, including Kafaat and Haret Hreik in Beirut and Doha Aramoun. Israel has today issued its broadest-ever evacuation warning: all residents south of the Zahrani River — 40km north of the Israeli border — must evacuate north.

Diplomatically: the G5 (Canada, France, Germany, Italy, UK) issued a joint warning that a significant Israeli ground offensive in Lebanon could have “devastating humanitarian consequences.” The EU has formally rejected Trump’s demand for naval ships to reopen the Strait of Hormuz. Hezbollah is firing an average of 100 rockets per day into Israel. Iran launched a fresh ballistic missile barrage today with cluster warhead munitions — fragments fell in Jerusalem and central Israel. Russia is expanding intelligence-sharing and military cooperation with Iran. The Bushehr nuclear power plant has been struck by Israeli-US forces — Russia’s Rosatom has condemned the strike.

Rafic Hariri International Airport: The IDF struck a road near Ansar Stadium in Burj al-Barajneh, adjacent to Beirut Airport. The US has asked Israel to spare the airport. It is currently operating but the security perimeter is being tested. Depart now if you intend to leave.

🚨 ALL BREAKING DEVELOPMENTS — TUESDAY MARCH 17, 2026

🔴 #1 — DEATH TOLL 912 INCLUDING 111 CHILDREN; ONE MILLION OFFICIALLY DISPLACED

[Lebanese Ministry of Public Health / Lebanese Disaster Management Authority / CARE — confirmed today]

At least 912 people have been killed in Israeli attacks across Lebanon since early March, including 111 children and at least 38 health workers, with 2,221 others wounded, according to the latest figures from the Lebanese Ministry of Public Health. In barely 15 days, one million people have been forced to flee their homes in Lebanon. Nearly one in five people in Lebanon — 18% of the population

— has been displaced over the past two weeks, with Israeli evacuation orders now covering more than 1,470 square kilometres, or about 14% of the country’s territory. Lebanese authorities confirmed more than 130,000 people are staying in upwards of 600 collective shelters. A further 100,000+ people, mostly Syrians, have fled Lebanon into Syria, and the IOM estimates 250,000 could soon need food and medicine.

🔴 #2 — GROUND INVASION ACTIVE: 36TH DIVISION JOINS 91ST AND 146TH — THREE DIVISIONS NOW INSIDE LEBANON

[IDF / Jerusalem Post / Times of Israel — confirmed today]

The IDF confirmed that soldiers from the 36th Division have begun limited and targeted ground operations against Hezbollah in Lebanon, aimed at enhancing Israel’s defensive area, operating alongside the 91st Division following their previous deployment. The IDF also confirmed the 146th Division is operating in the western sector of southern Lebanon as part of a forward defense posture to dismantle terrorist infrastructure and eliminate Hezbollah terrorists.

IDF 91st Division Commander Brig.-Gen. Yuval Gez addressed his soldiers directly: “We, the army that is ahead of the civilians, are moving forward to remove the threat and ensure security for the communities of northern Israel. We will act with determination and strike the enemy wherever necessary.”

IDF Chief of Staff Zamir said that since Hezbollah began attacking Israel amid the war with its sponsor Iran, over 400 members of the terror group have been killed, including top officers. Israeli Defence Minister Israel Katz stated: “The IDF has begun a ground operation in Lebanon to eliminate threats and protect the residents of the Galilee and the North. The hundreds of thousands of Shiite residents of southern Lebanon who have been and are being evacuated from their homes will not return to their homes south of the Litani River until the security of the residents of the North is guaranteed.”

Katz said the operation would be similar to the Gaza war and suggested that Israel could occupy some Lebanese territory indefinitely.

🔴 #3 — ALI LARIJANI KILLED — IRAN’S DE FACTO WAR LEADER ELIMINATED

[IDF / Israel Katz / Washington Post / Iran Supreme National Security Council — confirmed tonight]

The most strategically significant single event of today — and arguably of the entire war: Israel’s military says it has killed two senior Iranian officials: Ali Larijani, the head of Iran’s Supreme National Security Council and public policy adviser to the supreme leader, and Gholamreza Soleimani, the commander of Iran’s paramilitary Basij forces.

The IDF described Larijani as the “de facto leader of the Iranian regime” following Khamenei’s death, saying he “consolidated his status as the de facto leader of the Iranian regime and led the combat efforts against the State of Israel and countries across the region.” Israel called the killing a “further blow” to the Iranian leadership’s abilities to manage the war.

Larijani, 67, was a close follower of the late Ayatollah Ali Khamenei and had effectively governed the country after Khamenei’s death, masterminding several rounds of nuclear negotiations and developing public ties with Russian and Chinese officials.

Iran’s Supreme National Security Council confirmed the death, stating: “The pure souls of the martyrs embraced the purified soul of God’s righteous servant, Martyr Dr. Ali Larijani,” adding that his son and his bodyguards also died with him.

Israel’s defense minister said Larijani and the Basij commander “have joined Khamenei, the head of the annihilation program, along with all those eliminated from the axis of evil in the depths of hell.” Netanyahu addressed Israel from the Air Force command bunker, calling the killings two of Iran’s “top terrorist chieftains” and used the occasion to encourage Iranians to take to the streets for the Chaharshanbe Suri fire festival.

Strategic significance: The killing of Larijani removes the man who was effectively managing Iran’s political and military coordination from Tehran. Combined with the prior deaths of armed forces chief Mousavi, defence minister Nasirzadeh, IRGC commander Pakpour, and now Basij commander Soleimani, Iran’s top command structure has been almost entirely eliminated since February 28. The IRGC is now fully in operational control of Iran’s war effort.

🔴 #4 — IDF STRIKES BEIRUT: KAFAAT, HARET HREIK, DOHA ARAMOUN, AIRPORT ROAD

[NNA / Al Jazeera / LiveUAMap — confirmed today]

Israeli warplanes carried out two air strikes targeting the Kafaat and Haret Hreik areas in Beirut, and another air strike on a residential apartment building in the Doha Aramoun area. Israel’s army also carried out an air strike on a road near the Ansar Stadium in the Burj al-Barajneh area, close to Beirut International Airport, the head of Lebanon’s Civil Aviation Authority confirmed. Additional strikes were reported on the airport road itself.

The Burj al-Barajneh/airport road strike is the most alarming single development in Beirut today. Burj al-Barajneh is the Beirut neighbourhood immediately adjacent to Rafic Hariri International Airport. A strike near the Ansar Stadium in this zone — with a second strike confirmed on the airport road — means the airport’s operational perimeter has been militarily tested today for the first time. While the US has asked Israel not to bomb the airport itself, these strikes confirm that the approach roads to the airport are now within the active strike zone.

🔴 #5 — TYRE MASS EXODUS — NEW EVACUATION ORDER; CROWDS FLEEING NORTH

[CNN / IDF / Times of Israel — confirmed today]

A new evacuation order issued by the Israeli military sparked an exodus of people from the coastal Lebanese city of Tyre and surrounding villages and refugee camps, with photos shared on social media showing large traffic jams of cars on roads leading out of the city. The IDF’s spokesperson Col. Avichay Adraee said: “Hezbollah’s terrorist activities are forcing the IDF to act against it with force. The IDF does not intend to harm you.” The IDF instructed all residents to move north of the Zahrani River.

Col. Adraee issued an “urgent warning” to all residents north of the Zahrani River, including major cities like Nabatieh and dozens of villages, to evacuate northward. This is the broadest single evacuation order in Lebanon’s history — encompassing Nabatieh city itself, not just border villages.

🔴 #6 — LEBANESE ARMY SOLDIER KILLED; 4 WOUNDED IN IDF STRIKE — QAQAIYAT AL-JISR

[Lebanese Army / NNA / LiveUAMap — confirmed today]

The Lebanese Army announced that one soldier was killed and four others wounded in an Israeli airstrike on a car and a motorcycle in the town of Qaqaiyat al-Jisr in southern Lebanon. The Israeli military said the incident is under review, claiming they only target Hezbollah members, not Lebanese Army troops or civilians. This is the second Lebanese Army fatality confirmed in the current war — following an earlier soldier killed near his home in Barashit. The targeting of Lebanese Army forces travelling by car mirrors previous patterns and raises serious concerns about IDF targeting protocols distinguishing between military and civilian vehicles.

🔴 #7 — THREE PARAMEDICS KILLED IN AYTIT AIRSTRIKE TODAY

[LiveUAMap / NNA / Al Jazeera — confirmed today]

Three paramedics from the Islamic Health Authority were killed in an airstrike targeting Aytit. This brings the total confirmed health workers killed in Lebanon during the current war to at least 38, per the Lebanese Health Ministry, with the WHO verifying 27 attacks on healthcare since March 2. The killing of medical first responders — in this case, paramedics who are by definition responding to casualties rather than combatants — constitutes a continuing pattern of attacks on protected persons under international humanitarian law.

🔴 #8 — UN HUMAN RIGHTS OFFICE: ISRAELI ATTACKS ON LEBANON “MAY AMOUNT TO WAR CRIMES”

[UN Human Rights Office / Al Jazeera — confirmed today]

At a news briefing in Geneva, a spokesperson for UN High Commissioner for Human Rights Volker Turk said hundreds of homes and other buildings, including healthcare facilities, have been destroyed in intensified Israeli strikes on Beirut and other parts of Lebanon, and that these attacks may amount to war crimes. “Deliberately attacking civilians and civilian objects amounts to a war crime,” the spokesperson said. The UN noted that displaced Lebanese civilians living in tents along the Beirut seafront were killed in Israeli strikes, in addition to at least 16 health workers killed since early March.

This is the UN Human Rights Office’s most direct and formal statement of potential war crimes liability in the Lebanese theater to date — significantly stronger language than previous UN condemnations. It joins the HRW confirmation of white phosphorus use (March 9, Yohmor) and the WHO’s documentation of 27 attacks on healthcare in forming a formal international legal record.

🔴 #9 — G5 JOINT STATEMENT: GROUND OFFENSIVE WOULD HAVE “DEVASTATING HUMANITARIAN CONSEQUENCES”

[Canada/France/Germany/Italy/UK joint statement — confirmed March 16-17]

In a joint statement, the leaders of Canada, France, Germany, Italy and the UK warned that a significant Israeli ground offensive in Lebanon could have “devastating humanitarian consequences” and risk a protracted conflict. They called for immediate de-escalation and urged meaningful engagement by Israeli and Lebanese representatives toward a political solution.

This statement — from five of the world’s largest democracies and four NATO members — directly contradicts the US position backing Israel’s military operations. It puts European allies firmly on record opposing an Israeli ground invasion even as the invasion is already under way. The diplomatic isolation of the US-Israeli war coalition is accelerating.

🔴 #10 — EU REJECTS TRUMP HORMUZ NAVAL DEMAND; UK, GERMANY, SPAIN, ITALY ALL REFUSE

[EU Council / Kaja Kallas / Times of Israel — confirmed today]

EU foreign ministers rejected President Trump’s call for help to open the Strait of Hormuz, with EU foreign policy chief Kaja Kallas saying there was “no appetite” among member states. UK Prime Minister Keir Starmer also rebuffed Trump’s demands. European leaders in the UK, Germany, Spain and Italy all signalled they would not send ships to the strategic waterway.

Trump said “most of our NATO ‘allies’ do not want to join the US and Israel’s war against Iran,” calling their refusal disappointing “despite the fact that almost every Country strongly agreed with what we are doing.” Trump warned on Sunday that “it will be very bad for the future of NATO” if countries fail to police the strait.

The Strait of Hormuz situation: Iran’s powerful parliament speaker warned that the Hormuz Strait “won’t return to pre-war norm” regardless of how the conflict ends. Iraq is in contact with Iran to try to arrange passage for some of its oil tankers through the strait.

🔴 #11 — IRAN FIRES CLUSTER WARHEAD BALLISTIC MISSILES AT JERUSALEM AND CENTRAL ISRAEL

[IDF / Kan / Times of Israel — confirmed today]

Another Iranian ballistic missile attack targeting Israel was detected by the IDF, with sirens activated in Jerusalem and communities in the surrounding areas. Footage published by the Kan public broadcaster showed an Iranian missile with a cluster warhead dispersing over central Israel. Two people were critically wounded in Ramat Gan following the Iranian missile attack, with two more lightly injured in Petah Tikvah and Bnei Brak. Interceptor debris hit multiple sites in central Israel. Hezbollah simultaneously issued a counter-warning to Israeli northern border residents to move southward.

The use of cluster warhead munitions by Iran — which disperse submunitions over a wide area — represents an escalation in the type of weapon deployed and raises its own serious questions under international humanitarian law regarding indiscriminate area effects.

🔴 #12 — BUSHEHR NUCLEAR PLANT STRUCK — RUSSIA’S ROSATOM CONDEMNS

[Haaretz / Rosatom / Reuters — confirmed today]

Russia’s state nuclear energy corporation Rosatom condemned a strike on the territory of Iran’s Bushehr nuclear power plant, calling for de-escalation around the facility. Rosatom head Aleksei Likhachev said: “We categorically condemn what has occurred and call on all sides in the conflict to use every effort to de-escalate the situation around the Bushehr nuclear power plant.” Bushehr is Iran’s primary civilian nuclear power station, built and partly operated under Russian contracts. A strike on an operating nuclear reactor raises the spectre of radiation release — a qualitatively new level of escalation risk that has triggered direct Russian state condemnation for the first time in this conflict.

🔴 #13 — RUSSIA EXPANDING INTELLIGENCE SHARING AND DRONE TECHNOLOGY WITH IRAN

[Wall Street Journal / France 24 — confirmed this week]

Russia has been expanding its intelligence sharing and military cooperation with Iran, providing satellite imagery and improved drone technology to aid Tehran’s targeting of US forces in the region, the Wall Street Journal reported, citing people familiar with the matter. This development is deeply significant: Russia is now actively supporting Iran’s ability to target American troops. Combined with Russia’s Rosatom condemnation of the Bushehr strike and Moscow’s earlier offer to mediate, Russia is becoming an increasingly direct participant in the war’s escalation dynamics, even without deploying its own forces.

🔴 #14 — US EMBASSY BAGHDAD ATTACKED AGAIN — 13 US MILITARY KILLED TOTAL

[CNN / Iraqi Army — confirmed today]

The US Embassy in Baghdad came under attack for a second day in a row on Tuesday, according to Iraqi security officials. The Iraqi army vowed to track down the “outlaw groups” behind the violence, calling it “a blatant terrorist assault on Iraq’s sovereignty and authority.” A fire burns outside the grounds of the US Embassy headquarters in Baghdad’s fortified Green Zone. The US military has now confirmed 13 US service members killed and approximately 200 wounded since the war began.

🔴 #15 — HEZBOLLAH: FIRING 100 ROCKETS PER DAY; DIRECT CLASHES ONGOING IN KHIAM

[Al Jazeera / Times of Israel — confirmed today]

Al Jazeera reporting confirmed that Hezbollah has been firing an average of 100 rockets into Israel a day, sometimes in tandem with an Iranian salvo, sending hundreds of thousands of Israelis into shelters. Hezbollah confirmed direct clashes with IDF in Khiam, targeting a gathering of Israeli soldiers with missiles. Israel’s army also carried out air strikes on a building in the village of Arab al-Jal in southern Lebanon. Pro-Hezbollah media Al-Akhbar published an analysis noting that “the resistance is prepared for the confrontation and awaits the enemy forces with resolve and patience,” with Hezbollah’s command and control described as “operating with high efficiency.”

🌡️ GOVERNORATE-BY-GOVERNORATE SECURITY INDEX — MARCH 17, 2026

🏙️ BEIRUT

Index: 99/100 🔴🔴 | Trend: 🚨 ESCALATING — AIRPORT ROAD STRUCK; FOUR BEIRUT AREAS HIT TODAY

Beirut has entered its most dangerous phase of the war. Four confirmed strike zones today alone:

1. Kafaat (South/Central Beirut): Two IAF airstrikes confirmed — fire photographed by AFP. 2. Haret Hreik (Dahiyeh): Two IAF airstrikes confirmed. 3. Doha Aramoun: Strike on a residential apartment building confirmed. 4. Burj al-Barajneh / Airport Road: Strike on road near Ansar Stadium — adjacent to Rafic Hariri International Airport. Head of Civil Aviation Authority confirmed. Second airport road strike confirmed.

The airport road strike is the most alarming single Lebanon development today. While the airport itself remains operational, its approach roads are now in the active strike zone. The US request to Israel to spare the airport is holding so far — but the margin is narrowing by the hour. Any disruption to the airport would close Lebanon’s final evacuation route for foreign nationals.

The UN Human Rights Office war crimes declaration, combined with four Beirut strike zones in a single day, confirms that no neighbourhood of Beirut can be considered safe.

Emergency signal: Any building in Beirut hosting IRGC-linked personnel must be treated as a high-risk target. The Hezbollah financial institution targeting pattern (Al-Qard al-Hassan, Radwan command) means any structure with known Hezbollah operational links is within scope.

🏞️ MOUNT LEBANON

Index: 90/100 🔴 | Trend: ⬆️ SHARPLY ELEVATED — KHALDEH/ARAMOUN EVACUATED UNDER THREAT

Several residents were evacuated in Khaldeh and Tallet al-Rimal toward Aramoun after an Israeli threat was received at an apartment building — the Lebanese army cordoned off the area to verify the threat. Khaldeh is on the southern coastal approach to Beirut — its evacuation under Israeli threat is a new and alarming geographic expansion of the operational zone. Doha Aramoun was struck directly today. Mount Lebanon is no longer a secure rear area.

🌊 NORTH LEBANON & TRIPOLI

Index: 84/100 🔴 | Trend: Elevated — primary displacement overflow zone

No new confirmed strikes in Tripoli or north Lebanon today. However, the mass exodus from Tyre following today’s new evacuation order will push an additional surge of displaced persons northward through Sidon (itself under strike threat) toward north Lebanon. Collective shelter capacity remains at breaking point.

🌲 AKKAR

Index: 82/100 🔴 | Trend: Elevated

No new strikes confirmed. Displacement and border tensions continue. Monitor closely.

🍇 BEQAA VALLEY

Index: 97/100 🔴🔴 | Trend: 🚨 MAXIMUM — ACTIVE GROUND ADVANCE; HERMON POSITIONS ENTRENCHED

The Bekaa Valley is under direct military threat from IDF ground forces advancing from the Hermon axis. Artillery shelling caused power outages in Hasbaya, Shebaa, and the Arqoub regions. The combination of ground forces on Mount Hermon, advancing Israeli units from the east, and the now-three-division ground campaign creates an increasingly encircled operational environment for Bekaa communities.

DO NOT REMAIN IN THE BEKAA VALLEY. LEAVE NORTH IMMEDIATELY.

🏛️ BAALBEK-HERMEL

Index: 98/100 🔴🔴 | Trend: 🚨 MAXIMUM DANGER — HERMON FRONT; CONTINUOUS STRIKES

No let-up in strikes on this governorate. The Hermel corridor — Hezbollah’s primary supply route from Iran via Syria — remains under sustained Israeli interdiction. Ground forces on Mount Hermon are positioned overlooking this entire area. With the IRGC command structure now collapsing following Larijani’s killing, the strategic question of whether Hezbollah will receive replacement munitions through this corridor is now existential.

DO NOT TRAVEL TO BAALBEK-HERMEL UNDER ANY CIRCUMSTANCES.

⛪ KESERWAN-JBEIL

Index: 82/100 🔴 | Trend: Elevated — No direct strikes confirmed

Continues to receive massive displacement flows. No direct strikes today. Infrastructure overwhelmed.

🌴 SOUTH LEBANON

Index: 99/100 🔴🔴 | Status: TOTAL WAR ZONE — ACTIVE THREE-DIVISION GROUND INVASION

South Lebanon is now an active combined-arms invasion zone with three IDF divisions on the ground. Today’s confirmed ground and air activity:

  • Khiam: Three IDF divisions converging. Direct clashes with Hezbollah ongoing. Hezbollah targeting IDF troop gatherings with missiles.
  • Bint Jbeil: At least 3 killed in Israeli airstrikes today; two more in al-Jumayjimah.
  • Qaqaiyat al-Jisr: Lebanese Army soldier killed; 4 wounded — IDF strike on car and motorcycle.
  • Aytit: Three Islamic Health Authority paramedics killed.
  • Tyre/Sour: Mass evacuation order — residents streaming north in traffic jams.
  • Yater: Two Israeli air raids struck the town.
  • Jabal al-Rafi’i, Arnoun, Kafr Tibnit, Arab al-Jal, Arzi, Zibdine, Shoukin: All confirmed struck today per LiveUAMap.
  • Zahrani River evacuation zone: IDF reissued its most expansive order — all areas south of the Zahrani (including Nabatieh city) must evacuate north.

The Israeli military launched new waves of air raids across southern Lebanon after announcing “limited and targeted ground operations” on Monday against Hezbollah positions.

DO NOT ENTER SOUTH LEBANON. THE INVASION IS ACTIVE.

⛪ NABATIEH

Index: 99/100 🔴🔴 | Status: MAXIMUM DANGER — CITY OF NABATIEH UNDER EVACUATION ORDER

For the first time, Nabatieh city itself is under an IDF evacuation order — all residents must move north of the Zahrani River. This is a city of approximately 100,000 people. Today’s confirmed strikes in the governorate: Bint Jbeil (3 killed), al-Jumayjimah (2 killed), Qaqaiyat al-Jisr (army soldier killed), Aytit (3 paramedics killed), Kafr Tibnit, Taybeh, Arnoun outskirts. Direct ground clashes ongoing between IDF and Hezbollah in Khiam.

DO NOT ENTER NABATIEH GOVERNORATE. EVACUATE NABATIEH CITY IMMEDIATELY IF PRESENT.

⚠️ DIPLOMATIC AND STRATEGIC STATUS — MARCH 17

Diplomatic tracks all active — none producing ceasefire:

  1. Israel-Lebanon ceasefire talks (Dermer/Boulos/France): Reported expected “in coming days” as of March 15 — no public confirmation of progress as of today. G5 statement today adds pressure for talks. Israel’s Foreign Minister Sa’ar previously denied talks; internal contradiction continues.
  2. French Peace Plan: Circulating. Requires Lebanon to recognise Israel; Hezbollah to disarm; non-aggression treaty within 2 months. Not yet formally adopted by any party.
  3. EU position: Full break from US. EU rejects Hormuz naval coalition. G5 warns against ground invasion — which is now underway.
  4. Russia: Expanding intelligence support to Iran. Condemns Bushehr strike. Mediation offer still open but credibility strained by weapons support.
  5. US-Iran: Trump says Iran “wants a deal” but terms not good enough. Iran FM says they never asked for ceasefire. US Senate Majority Leader Thune says no ground troops in Iran being contemplated. US Embassy in Baghdad attacked two consecutive days.

Assessment: The killing of Larijani — the de facto manager of Iran’s war — creates a vacuum at the top of Iran’s decision-making structure at the most dangerous possible moment. The IRGC is now fully in control. There is no interlocutor left in Tehran with the diplomatic sophistication Larijani possessed. The prospect of a negotiated off-ramp has become structurally harder. The ground invasion in Lebanon is expanding daily. The G5 warning is not being heeded. The EU is fully separated from the US. Russia is actively supporting Iran. The Bushehr nuclear plant has been struck. This is the most escalatory configuration of the entire war to date.

📱 EMERGENCY GUIDANCE — MARCH 17, 2026

🚨 LIFE-SAFETY PRIORITIES — ACT NOW:

AIRPORT DEPARTURE — ACT TODAY: Beirut Airport approach roads were struck today. The IDF struck near Ansar Stadium in Burj al-Barajneh — adjacent to the airport — and on the airport road itself. The US request to spare the airport is holding, but the perimeter is being militarily tested. Any person intending to leave Lebanon must book and depart today or tomorrow. Do not wait. If the airport road is cut or the airport itself is struck, there will be no civilian evacuation option remaining.

TYRE (SOUR) — EVACUATE NOW: Mass exodus already underway. Remain in traffic if necessary — do not turn back. Move north of the Zahrani River.

NABATIEH CITY — EVACUATE NOW: First-ever IDF evacuation order for Nabatieh city itself issued today. Move north of the Zahrani River immediately.

SOUTH LEBANON (ALL AREAS SOUTH OF ZAHRANI): Active three-division ground invasion. Do not remain. Do not return for any reason.

DAHIYEH AND SOUTH BEIRUT: Active strikes daily. Kafaat, Haret Hreik struck today. Do not remain. Evacuation order active.

KHALDEH / COASTAL SOUTH BEIRUT: Evacuation under Israeli threat today. This is now the front line of the southern Beirut perimeter. Move north.

CENTRAL BEIRUT: The airport road strike means the city’s southern approach is compromised. Assess your building’s risk profile. Have a departure plan active and ready to execute within one hour.

BEKAA AND BAALBEK-HERMEL: Do not remain. Shelling caused power outages in Hasbaya and Shebaa today. Ground advance from Hermon continues.

AMERICAN CITIZENS: US Embassy emergency line: +1-202-501-4444. Middle East Airlines flights operating but airport road security is degrading. Book immediately.

CIS Security is coordinating emergency extraction to Rafic Hariri Airport via confirmed-safe alternative approach routes. The window for civilian air departure may be measured in hours, not days. Contact us immediately if you need airport extraction.

🚨 PRIORITY 2: SOUTH LEBANON / NABATIEH EXTRACTION Emergency extraction from Nabatieh city (first-ever evacuation order today), Tyre (mass exodus), Sidon, and all areas south of Zahrani River. Real-time road condition monitoring — Litani/Hardali Bridge remains destroyed, alternative routes mapped and monitored.

📡 REAL-TIME GROUND INVASION TRACKING Monitoring 91st, 36th, and 146th Division movements throughout southern Lebanon. Hezbollah counter-operations tracking. IDF evacuation order zone updates in real time. Airport road security monitoring (Priority 1 today).

⚖️ WAR CRIMES DOCUMENTATION UN Human Rights Office has now formally stated attacks on Lebanon may constitute war crimes. CIS Security is maintaining a full documented record for affected clients: healthcare worker killings (38 confirmed), paramedic killings (3 today in Aytit), Lebanese Army fatalities, white phosphorus (Yohmor), civilian residential strikes, UNIFIL incidents.

⚠️ FINAL ASSESSMENT — MARCH 17, 2026

Lebanon today is in the most dangerous position it has faced since the current war began 18 days ago. In 48 hours since our last edition:

  • The official death toll crossed 912 — including 111 children and 38 health workers
  • One million Lebanese are officially displaced — one in five people in the country
  • The ground invasion is active and expanding — three divisions now confirmed operating inside Lebanon
  • Nabatieh city was placed under IDF evacuation order for the first time ever
  • The Beirut airport approach road was struck — the city’s primary evacuation artery is now compromised
  • Ali Larijani — Iran’s de facto wartime leader — was killed, along with the Basij commander
  • The UN Human Rights Office formally stated that Israeli attacks may constitute war crimes
  • The G5 warned of “devastating humanitarian consequences” from the ground invasion
  • The EU fully rejected the US Hormuz naval coalition request
  • Russia is actively sharing satellite intelligence and drone technology with Iran
  • The Bushehr nuclear plant was struck — triggering Russia’s first direct condemnation of an Israeli-US strike
  • Iran fired cluster warhead ballistic missiles at Jerusalem

CIS Security’s assessment: Lebanon has crossed from crisis into catastrophe. The one million displaced mark, the airport road strike, the three-division ground invasion, and the decapitation of Iran’s political leadership all point toward the same conclusion: this war is in its most violent and unpredictable phase. A ceasefire is not imminent. The next 24-48 hours will determine whether the airport remains a viable departure route. Every client who has not yet departed Lebanon must reassess that decision today — not tomorrow. The airport road strike today is our clearest warning signal yet that even the path to departure is narrowing. Act now.
