⛔ ACTIVE WAR — DAY 17 OF THE IRAN WAR

INDEX LEVEL: 🔴🔴 CATASTROPHIC OVERALL INDEX: 99/100 TREND: ⬆️ MAXIMUM — THE GROUND INVASION HAS BEGUN

⛔ EMERGENCY STATUS PREAMBLE

THIS IS DAY 17 OF THE US-ISRAELI WAR ON IRAN. THE IDF GROUND INVASION OF SOUTH LEBANON IS NOW ACTIVE.

The threshold has been crossed. This morning the IDF formally announced it has begun “limited and targeted ground operations against key Hezbollah strongholds in southern Lebanon” — with the 91st “Galilee” Regional Division and its 401st Brigade already operating inside Lebanese territory. Defence Minister Israel Katz confirmed the ground manoeuvre is underway and threatened to turn south Lebanon into “a wasteland like Gaza.” IDF Chief of Staff Zamir visited Northern Command today, confirmed 400+ Hezbollah fighters killed since March 2, and stated that operations will continue for at least three more weeks. UNIFIL peacekeepers have confirmed IDF forces are at least 5 kilometres inside Lebanese territory.

Lebanon’s death toll has risen to 886 — including 111 children and 66 women — with over 2,100 wounded. Most critically: 1,049,328 Lebanese have now registered as displaced, crossing the one million threshold for the first time. This is approximately 20% of Lebanon’s entire population — the largest displacement event in Lebanon since the civil war. Over 132,742 are in 600+ collective shelters; the remaining 900,000+ are sheltering informally.

The battle for Khiam — a strategically elevated Hezbollah stronghold that controls the road junction connecting east and west south Lebanon and the approach to the Bekaa Valley — is the defining military engagement of the day. Al Jazeera’s Zeina Khodr confirmed a “major battle was under way” in and around Khiam. At least three airstrikes struck Khiam today. Multiple additional towns — Yater, Burj Qalawiya, Sultaniya, Chaqra, Qantara, As-Sawana — were struck. Overnight, multiple airstrikes rocked Dahiyeh once more.

Beyond Lebanon: Iran today struck near Jerusalem — shrapnel from an intercepted Iranian missile fell near the Church of the Holy Sepulchre, the Western Wall, and within the Al-Aqsa Mosque compound. A drone struck a fuel tank near Dubai International Airport, temporarily suspending flights. Gulf oil exports have dropped by 60%. Trump demanded seven countries send warships to the Strait of Hormuz. The leaders of Canada, France, Germany, Italy, and the UK issued a joint call for “immediate de-escalation” — which Israel is proceeding to ignore.

Rafic Hariri International Airport remains open. The US asked Israel to spare it. This window will not last indefinitely. Depart today.

🚨 ALL BREAKING DEVELOPMENTS — MONDAY MARCH 16, 2026

🔴 #1 — THE GROUND INVASION HAS BEGUN: IDF 91ST DIVISION ENTERS SOUTH LEBANON

[IDF / Al Jazeera / Times of Israel / AFP — confirmed today]

The Israeli military formally confirmed today it has begun “limited and targeted ground operations against key Hezbollah strongholds in southern Lebanon.” The 91st “Galilee” Regional Division began its initial raid on the night of Saturday March 14, in the eastern sector of south Lebanon. The subordinate 401st Brigade has been active in evacuated areas, locating weapons caches, incitement materials, and dismantling Hezbollah infrastructure. Ground incursions have reached at least 5 kilometres inside Lebanese territory, per UNIFIL peacekeepers who confirmed they have seen IDF forces entering towns including Kfar Kila, Houla, Kfar Shouba, Yaroun, and Khiam.

Defence Minister Katz: “The IDF has begun a ground maneuver in Lebanon to remove threats and protect the residents of the Galilee and the North.” IDF Chief of Staff Zamir, visiting Northern Command at the border today: “Hezbollah is currently fighting a war for its survival; it is paying a heavy price following its decision to attack Israel on behalf of the Iranian regime, and the pressure on it will only continue to increase.”

Additional troops from four IDF divisions redeployed north could join the expanded operation at later stages depending on ground developments. While today’s operation does not yet constitute a full-scale advance to the Litani River along the entire front, it is the confirmed opening phase of the planned seizure of all territory south of the Litani.

🔴 #2 — ONE MILLION DISPLACED; DEATH TOLL 886 INCLUDING 111 CHILDREN

[Lebanese Health Ministry / Lebanese Social Affairs Ministry / Al Jazeera — confirmed today]

Lebanese authorities announced that more than 1,049,328 people have officially registered as displaced — crossing the one million threshold. Of these, 132,742 are staying in more than 600 collective shelters. The remaining 900,000+ are in private homes, staying with relatives, in cars, or in public spaces. One million displaced represents approximately 20% of Lebanon’s entire population — the largest displacement since the civil war. Lebanon’s health ministry confirmed 886 killed and over 2,100 wounded since March 2, including 111 children and 66 women among the dead.

🔴 #3 — BATTLE OF KHIAM: “A MAJOR BATTLE IS UNDER WAY”

[Al Jazeera / AFP / IDF — confirmed today]

The central military engagement today is the battle for Khiam — a Hezbollah stronghold on elevated ground just kilometres from the Israeli border and the Litani River. Al Jazeera’s Zeina Khodr confirmed: “A major battle was under way in and around Khiam.” AFP photographed smoke billowing over the town after Israeli bombardment. At least three airstrikes struck Khiam today.

Khiam’s strategic value is decisive: it sits on the junction of roads leading to the eastern and western sectors of south Lebanon and to the Bekaa Valley. Khodr: “What Israel has been trying to do is really cut the supply lines and the difficult capabilities of Hezbollah, so it’s unable to bring in more weapons and fighters to areas south of the Litani River.” If Israel takes Khiam, it controls both the east-west south Lebanon axis and the approach to the southern Bekaa — the next potential phase of the invasion.

Hezbollah has claimed targeting Israeli forces in the town. UNIFIL confirms clashes around both Odaisseh and Khiam. Hezbollah’s elite Radwan Force headquarters and launch sites across the region have been struck repeatedly in preparation for this engagement.

🔴 #4 — KATZ: SOUTH LEBANON WILL BECOME “A WASTELAND LIKE GAZA” — DISPLACED WILL NOT RETURN

[Jerusalem Post / Times of Israel — confirmed today]

Defence Minister Israel Katz issued the most explicit statement of intent yet regarding Lebanon. Following the 91st Division’s push into south Lebanon, Katz said the IDF would turn the villages there into “a wasteland like in Gaza,” referencing the destruction of Hamas-linked infrastructure in Rafah, Beit Hanoun, and the tunnel network. He added that if Hezbollah leader Naim Qassem misses Nasrallah and Khamenei, “he can meet them soon in the depths of hell.”

Katz confirmed: “Hundreds of thousands of Shiite residents of south Lebanon who have evacuated and are evacuating from their homes will not return to the area south of the Litani River until the safety of the residents of the north is guaranteed.” Israel’s position is now unambiguous — displaced Lebanese will not be allowed to return to their homes until Israel’s security conditions are met, with no timeline stated. This is effectively an announcement of indefinite military occupation of south Lebanon.

🔴 #5 — IDF STRIKES TODAY: YATER, BURJ QALAWIYA, SULTANIYA, CHAQRA, QANTARA, AS-SAWANA

[Al Jazeera Arabic / NNA — confirmed today]

In addition to the Khiam battle, the IDF struck multiple south Lebanon towns today:

  • Yater — two air raids Monday morning
  • Burj Qalawiya — airstrike confirmed
  • Sultaniya — airstrike confirmed
  • Chaqra — airstrike confirmed
  • Qantara — two raids confirmed
  • As-Sawana — airstrike confirmed

These strikes preceded and accompanied the formal ground operation announcement — standard IDF sequential targeting: aerial and artillery preparation, then ground entry. Overnight, multiple Dahiyeh airstrikes were confirmed by NNA and photographed by AFP, with large smoke plumes over Haret Hreik. The IDF repeated evacuation orders for Dahiyeh neighbourhoods.

🔴 #6 — IDF: 400+ HEZBOLLAH FIGHTERS KILLED; “AT LEAST 3 MORE WEEKS” OF OPERATIONS

[IDF / AFP / Time Magazine — confirmed today]

Zamir confirmed 400+ Hezbollah fighters killed since March 2, including senior figures. Confirmed eliminations include: Ibrahim Muhammad Ghazali (weapons team commander, Hezbollah anti-tank Badr Unit, killed last week); Hussein Makled (head of Hezbollah intelligence headquarters, killed March 12); Adham Adnan al-Othman (Palestinian Islamic Jihad in Lebanon commander, killed in Dahiyeh); and Iranian commander Ali Musallam Tabaja (killed in earlier airstrikes). IDF spokesman Nadav Shoshani confirmed operations are expected to continue for at least three more weeks — meaning the campaign runs at minimum to approximately April 7, 2026, spanning Eid al-Fitr.

🔴 #7 — HEZBOLLAH FIRES ON NAHARIYA: 6 WOUNDED; ~100 ROCKETS PER DAY SINCE MARCH 2

[Times of Israel / Magen David Adom — confirmed today]

A Hezbollah rocket struck Nahariya shortly after 6pm Monday, wounding six people — two adults and four minors treated for smoke inhalation after a fire was sparked. At Kibbutz Kabri, a man was in light-to-moderate condition from blast injuries. Hezbollah also confirmed it targeted Israeli forces in at least three Lebanese border towns. The IDF confirmed Hezbollah has been launching approximately 100 rockets per day since March 2 — the most sustained rocket campaign against Israel since 2006. On March 15 alone, Alma Research documented 34 Hezbollah attack waves: 27 using rockets/missiles; 7 using drones; three specifically targeting IDF forces inside Lebanon.

🔴 #8 — IRAN HITS NEAR JERUSALEM — SHRAPNEL AT AL-AQSA, WESTERN WALL, HOLY SEPULCHRE

[Times of Israel / AP / Israel Foreign Ministry — confirmed today]

In a dramatic escalation with enormous religious symbolism: shrapnel from an intercepted Iranian missile fell today near the Church of the Holy Sepulchre, near the Western Wall (Judaism’s holiest accessible prayer site), and within the Al-Aqsa Mosque compound (Islam’s third-holiest site). Missile fragments also fell in Safed. Israel launched five separate missile attacks today targeting northern, central, southern Israel, and Jerusalem. Israel’s Foreign Ministry accused Tehran of targeting holy sites. Iran has historically avoided Jerusalem strikes because of the Dome of the Rock and Al-Aqsa — today’s near-miss of those sites introduces a dangerous new religious dimension to the conflict.

🔴 #9 — DUBAI AIRPORT DRONE STRIKE — FUEL TANK FIRE — FLIGHTS SUSPENDED THEN RESUMED

[CNN / AFP / Emirates Airlines — confirmed today]

An Iranian drone struck a fuel tank near Dubai International Airport on Monday morning, sparking a fire visible from across Dubai and forcing a temporary suspension of all flights. Emirates Airlines subsequently announced limited flight resumption. Dubai International is the world’s busiest international airport — even brief disruption has global aviation cascading effects. This follows a pattern of Iran systematically targeting Gulf state aviation and energy infrastructure: prior attacks hit Abu Dhabi’s refinery, Kuwait Airport’s radar, and the Fujairah port. The message to Gulf states hosting US forces is explicit and is being physically enforced.

🔴 #10 — GULF OIL EXPORTS DOWN 60%; TRUMP DEMANDS 7 NATIONS SEND WARSHIPS TO HORMUZ

[Reuters / Times of Israel / CNN / AP — confirmed today]

Daily oil exports from the Persian Gulf have dropped by at least 60% in the week to March 15 compared to February, per Reuters shipping data calculations. Trump said Monday he has demanded approximately seven countries send warships to the Strait of Hormuz and would “soon” announce those that agreed. No country has yet confirmed participation. The EU’s Kaja Kallas said the bloc could expand its Red Sea naval operation (Operation Aspides) into the Persian Gulf. Japan said “the bar would be too high.” Trump also invoked executive authority to restart a California offshore oil pipeline, citing Hormuz disruption risks.

🔴 #11 — G5 LEADERS ISSUE JOINT LEBANON WARNING: “GRAVELY CONCERNED”

[CNN — confirmed today]

Canada, France, Germany, Italy, and the UK issued a joint statement saying they are “gravely concerned” about growing violence in Lebanon and called for “immediate de-escalation.” This is the strongest coordinated Western statement on Lebanon since the war began — issued on the same day Israel formally launched its ground invasion. It carries no enforcement mechanism and has been accompanied by no suspension of arms deliveries or other concrete measures. Israel is proceeding with its operation regardless.

🔴 #12 — LEBANESE JUDGE BEGINS PROCEEDINGS AGAINST 4 ARRESTED HEZBOLLAH OPERATIVES

[Alma Research / Al-Modon — confirmed today]

Lebanese investigative judge Claude R’Anem has begun legal proceedings against four Hezbollah operatives arrested in south Lebanon with weapons intended for launch toward Israel. The four admitted to being Hezbollah operatives. Two face charges of illegal transfer of ammunition; two face charges of violating the principles of neutrality declared by the Lebanese state under the March 2 cabinet ban on Hezbollah military activity. This is the first confirmed Lebanese judicial enforcement action under the neutrality declaration — symbolically significant as a signal of the Salam government’s intent, though practically limited in scope.

🔴 #13 — LEBANESE ECONOMY LOSING $20M PER DAY; COMMERCIAL ACTIVITY DOWN 50%

[Alma Research / Lebanese economic assessments — confirmed today]

Economic assessments confirmed today: Lebanese commercial and industrial activity has declined approximately 50%. The restaurant and hospitality sectors are severely affected by the collapse of tourism. Losses are estimated at $20 million per day. At the IDF’s stated minimum three-week operational timeline, Lebanon faces an additional $420M+ in economic losses — on top of what has already been lost since March 2. For a country that never recovered from its 2019 financial collapse, this rate of economic destruction is structural and generational.

🔴 #14 — IRAN WAR GLOBAL TOLL: 1,300 DEAD IN IRAN; 13 US KIA; ~200 WOUNDED

[AP / WGN / US Defense Department — confirmed today]

Global war toll as of today: at least 1,300 killed in Iran; 886 in Lebanon; 12 in Israel. The US military reports 13 US service members killed and approximately 200 wounded. Iran has confirmed the deaths of four of its most senior military figures (Mousavi, Nasirzadeh, Pakpour, Jalali Nasab). Iran’s internet is experiencing its deepest blackout of the war. Trump was briefed on US intelligence suggesting the late Supreme Leader Khamenei viewed his son Mojtaba as “not very bright” and unfit to lead — intelligence that, if accurate, has significant implications for the stability of Iran’s wartime command.

🌡️ GOVERNORATE-BY-GOVERNORATE SECURITY INDEX — MARCH 16, 2026

🏙️ BEIRUT

Index: 98/100 🔴🔴 | Trend: ⬆️ ONGOING — NIGHTLY DAHIYEH STRIKES; GROUND WAR PRESSURE INCREASES

Beirut continues to be struck nightly in Dahiyeh, with repeated evacuation orders. AFP footage shows ongoing large smoke plumes over Haret Hreik and other Dahiyeh neighbourhoods. Central Beirut (Raouche, Aicha Bakkar) has been struck previously with no declared military target. The IDF’s destruction of Hezbollah Radwan Force command centres in Beirut (March 15) confirms Beirut’s Hezbollah infrastructure is being systematically targeted. The ground invasion in the south will intensify Beirut strikes as the IDF degrades Hezbollah’s ability to reinforce southern units.

Diplomatically: PM Salam’s government is attempting to enforce neutrality (judicial proceedings today), but the White House is still not answering his calls. France’s peace plan requires recognising Israel — no Lebanese government response. No ceasefire is near. The ground operation’s stated timeline of three more weeks dominates all diplomatic timelines.

🏞️ MOUNT LEBANON

Index: 89/100 🔴 | Trend: ⬆️ — SHELTER SYSTEM AT COLLAPSE; 1M DISPLACED

Mount Lebanon is receiving and absorbing the bulk of Lebanon’s one million displaced people. Schools, churches, municipal buildings, and private homes are overwhelmed. The Lebanese Red Cross and Civil Defence are at maximum capacity. Food, water, and medical supply chains are under extreme strain. The economic collapse ($20M/day) means Lebanon cannot finance its own response. The UN’s $325M flash appeal remains the primary source of humanitarian funding — and it is far below what is needed.

🌊 NORTH LEBANON & TRIPOLI

Index: 83/100 🔴 | Trend: Stable but Elevated

No new strikes on Tripoli confirmed today. The city continues to receive massive displacement flows. Palestinian camps in the north face elevated tension. Monitor closely.

🌲 AKKAR

Index: 82/100 🔴 | Trend: Elevated

No confirmed new strikes. Displacement flows northward continue.

🍇 BEQAA VALLEY

Index: 97/100 🔴🔴 | Trend: 🚨 MAXIMUM — KHIAM AXIS DIRECTLY THREATENS BEKAA IN 24-72 HOURS

The Khiam battle today is the Bekaa’s most direct threat signal. Al Jazeera’s analysis confirmed explicitly that Khiam’s road system leads to the Bekaa Valley — and that controlling Khiam allows Israel to cut Hezbollah’s resupply from the Bekaa to south Lebanon, or potentially to advance into the southern Bekaa itself. Experts interviewed by Time Magazine note: “It’s also possible that the Israelis may move in that direction towards the southern part of the Bekaa Valley, which would allow them to connect with the Golan Heights.” Combined with IDF forces on Mount Hermon and Israel’s incursion into southern Syria, the Bekaa faces potential encirclement.

THE WINDOW TO LEAVE THE BEKAA VALLEY IS OPEN TODAY AND MAY CLOSE WITHIN 48-72 HOURS. LEAVE NOW.

🏛️ BAALBEK-HERMEL

Index: 98/100 🔴🔴 | Trend: 🚨 MAXIMUM DANGER

Baalbek-Hermel continues to absorb some of the heaviest aerial bombardment in Lebanon. The Hermel corridor (Hezbollah’s Iran supply route) remains under interdiction. With the Khiam axis potentially opening a ground approach to the Bekaa, Baalbek-Hermel faces both sustained aerial attack and the prospect of a ground advance from the south.

DO NOT TRAVEL TO BAALBEK-HERMEL.

⛪ KESERWAN-JBEIL

Index: 82/100 🔴 | Trend: Elevated — Primary displacement zone

No direct strikes. Jounieh and Jbeil remain the most functional civilian zones in Lebanon. All available accommodation is occupied by displaced persons. Infrastructure strained.

🌴 SOUTH LEBANON

Index: 99/100 🔴🔴 | Status: ACTIVE GROUND WAR — DO NOT ENTER UNDER ANY CIRCUMSTANCES

South Lebanon is now a confirmed active ground combat zone. IDF forces are 5km inside Lebanese territory and advancing. The battle for Khiam is underway. Confirmed today: Yater, Burj Qalawiya, Sultaniya, Chaqra, Qantara, and As-Sawana all struck. Multiple roads and the Hardali Litani bridge destroyed. UNIFIL confirmed IDF presence in Kfar Kila, Houla, Kfar Shouba, Yaroun, and Khiam. Residents of Aalma El Chaeb evacuated under Lebanese Army and UNIFIL escort toward Tyre.

THERE IS NO SAFE LOCATION IN SOUTH LEBANON. ACTIVE GROUND COMBAT IS IN PROGRESS.

⛪ NABATIEH

Index: 99/100 🔴🔴 | Status: GROUND WAR EPICENTRE — DO NOT ENTER

Nabatieh is the current epicentre of the ground war. Khiam (Marjayoun District) is the day’s primary battle. Bint Jbeil District — site of last week’s healthcare massacre — is under ongoing aerial and drone attack. The 401st Brigade is operating throughout the eastern sector of this governorate. Ground clashes, drone strikes, artillery, and aerial bombardment are simultaneously active across multiple Nabatieh towns.

DO NOT ENTER NABATIEH GOVERNORATE.

⚠️ DIPLOMATIC STATUS — MARCH 16

Invasion underway — diplomacy functionally suspended:

  1. Israel-Lebanon Talks (Dermer/Boulos track): Sa’ar denied again today. No date, no venue, no confirmed delegation. Functionally suspended pending ground developments.
  2. French Peace Plan: No formal response from Lebanon or Israel. Requires recognition of Israel — maximalist and unworkable under active invasion.
  3. G5 Joint Statement: Issued today. No enforcement. Israel proceeding.
  4. Berri Mechanism: No confirmed activity today.
  5. US Position: Trump focused on Hormuz coalition. White House not answering Salam’s calls. US backed the Lebanon operation. No signs of US pressure to halt.

Assessment: With the ground invasion now formally underway and operations planned for at least three more weeks, there is no realistic ceasefire before late March at the earliest — and only if either Hezbollah collapses militarily (unlikely given its rationing and guerrilla posture) or the US exerts direct pressure on Israel (no signs of this). The one million displaced figure may eventually force a UN Security Council emergency response, but the US veto blocks binding action. Lebanon is in the most dangerous phase of this war, and the Bekaa Valley faces an entirely new threat dimension from the Khiam axis.

📱 EMERGENCY GUIDANCE — MARCH 16, 2026

🚨 LIFE-SAFETY PRIORITIES — ACT NOW:

SOUTH LEBANON — ALL AREAS: The ground invasion is active. IDF forces are 5km inside Lebanon and advancing. If you are anywhere south of the Litani River, your life is in immediate danger. Leave now via any available northern route. Do not wait for daylight. Do not wait to see what happens. There is no safe location south of the Litani.

NABATIEH GOVERNORATE: Ground war epicentre. Leave immediately.

BEKAA VALLEY: The Khiam battle today is the direct precursor to a potential IDF advance into the Bekaa. The window to leave the Bekaa safely is open today — it may close in 24-72 hours. Leave now and move north or northwest.

DAHIYEH AND SOUTH BEIRUT: Ongoing nightly strikes; evacuation order repeated today. If you are still in Dahiyeh, leave immediately.

SIDON: Multiple residential buildings struck this week. Not a safe displacement destination. Move north.

ALL BEIRUT: No neighbourhood can be confirmed safe. Profile your building. Have emergency plan ready. If your building hosts any IRGC-linked guests, treat it as a target.

ALL FOREIGN NATIONALS AND DUAL CITIZENS: Rafic Hariri Airport is open. The US has asked Israel to spare it — this has no guarantee of permanence. Book a flight today. US Citizens: call +1-202-501-4444 now. The ground invasion’s three-week timeline means Lebanon’s security situation will not improve for at least 21 days. Every day of delay is a day of increased risk.

⚠️ FINAL ASSESSMENT — MARCH 16, 2026

Today is the most consequential day in Lebanon since the war began on March 2.

In 24 hours since our last edition:

  • The IDF ground invasion formally began — 91st Division, 401st Brigade active in south Lebanon
  • IDF forces are confirmed 5km inside Lebanon by UNIFIL
  • The battle of Khiam is underway — gateway to south Lebanon and the Bekaa
  • Defence Minister Katz declared south Lebanon will become “a wasteland like Gaza”
  • Displaced Lebanese formally barred from returning south of the Litani
  • One million Lebanese — 20% of the entire population — officially displaced
  • Death toll rose to 886 including 111 children
  • Gulf oil exports down 60%; Dubai Airport drone-struck; Iran hit near Jerusalem’s holiest sites
  • The G5 called for immediate de-escalation — Israel is proceeding regardless
  • Operations are planned to continue for at least three more weeks

CIS Security’s assessment: The ground invasion is not a probe, a limited raid, or a show of force. It is confirmed policy — “like Gaza” in stated scope, with an explicit goal of permanent transformation of south Lebanon’s demographic and physical landscape. One million people displaced in 14 days. An operation running at minimum to April 7. A diplomatic track functionally suspended. An economy collapsing at $20M per day. The Khiam battle today introduces a new threat vector toward the Bekaa Valley within 48-72 hours. The airport remains open but this cannot be assumed to continue indefinitely.

The single most important action any person in Lebanon can take today is to board a flight out, if they have the means to do so. The ground invasion has begun. The timeline is three more weeks minimum. There is no ceasefire coming in that window.
