What the issue means in practice
Every morning at 8:00 AM Lebanon time, CIS publishes a single number for each of Lebanon's nine governorates: a score from 0 to 100 on a canonical five-level scale, from Minimal to Critical. The scoring draws on verified incident reports, official security alerts, regional developments, environmental factors, and CIS's own field data from active guard operations across the country.
Decisions, evidence, and common gaps
The Index is deliberately narrow in what it claims. It's a professional situational assessment, offered as a public service — not a guarantee of safety, and not a substitute for official government guidance. In an emergency, always contact official emergency services first. What the Index is good for is exactly what it says on the label: a quantified, consistent daily read on operating conditions, so you can plan your day — or your deployment — with better information than a headline gives you.
