INDEX LEVEL: 🟠 HIGH — STEADY OVERALL INDEX: 70/100 (National Alert Level = highest governorate score: Nabatieh) TREND: ➡️ STEADY — down 1 point from 71 (HIGH) on October 1. CIS identified no new Israeli claim of a Hezbollah attack since September 27, and no casualty report for October 1 or the morning of October 2. The ground pattern is unchanged: Israeli artillery, airstrikes, house demolitions and fires continued through Thursday and overnight in the Tyre, Bint Jbeil, Marjayoun, Nabatieh and Hasbaya districts. The regional picture is tense but not worse on the record: a tanker was hit in Hormuz on Thursday, Iran has not publicly answered the US proposal and has warned of wider retaliation, yet AFP notes the United States has not struck Iranian targets since September 1. These offsetting factors keep the Index in the HIGH band, one point lower.
⛔ EXECUTIVE SUMMARY — FRIDAY OCTOBER 2, 2026 (WAR DAY 215)
THE GROUND: A DAILY CAMPAIGN, NOW REACHING BEYOND THE ZONE'S EDGE
L'Orient Today's southern correspondent reported that on Thursday the Israeli army carried out strikes and demolitions in several districts. In Mansouri (Tyre district), Israeli forces set properties and woods on fire, blew up houses and carried out an airstrike, and an explosion was reported in neighboring Majdal Zoun. In Bint Jbeil district, houses were set on fire on the outskirts of Braasheet, Srebbine was shelled, and gunfire hit Haddatha and Beit Yahoun. In Marjayoun district, military vehicles loaded with explosives were seen moving toward Wadi Slouqi, houses were set on fire in Houla, Mais al-Jabal was shelled and a house demolished, and houses in Khiam were blown up. Overnight, an airstrike hit Bani Hayyan and the Israeli Air Force struck an area between Zawtar al-Sharqiyah and Mayfadoun, where troop movements were also reported. On Thursday evening, Israeli fire hit Wadi Zibqine, the outskirts of Shebaa, Nabatieh al-Fawqa, Mayfadoun and Kfar Tibnit, and a powerful explosion was reported in Mansouri. Early Friday, Israeli forces fired two shells at the outskirts of Hebbarieh in Hasbaya district, which L'Orient Today describes as a still-inhabited village outside the occupied "buffer zone," and shelled Wadi Slouqi, Beit Yahoun, Mansouri and Zibqine.
CIS assessment: Shelling of a village the reporting places outside the zone is a small but notable data point, because it extends the footprint of daily fire. CIS found no casualty reports for these incidents, and does not treat the absence of a report as proof that none occurred.
PM SALAM IN NABATIEH — A STATE-PRESENCE SIGNAL
Prime Minister Nawaf Salam toured the Nabatieh region on Friday morning with Interior Minister Ahmad Hajjar and Finance Minister Yassin Jaber, starting at the Kfar al-Joz gendarmerie barracks, a few kilometers from the Israeli-occupied zone, in an area still regularly targeted. L'Orient Today reports that since Israel seized and demolished Hezbollah facilities beneath Ali Taher hill, which overlooks Nabatieh, the authorities have strengthened security and military deployments in the city and announced plans to reopen the local courthouse soon. According to the same report, the first "pilot zone" under the June framework was established in Zawtar Gharbieh on the north bank of the Litani, but implementation of such zones remains on hold pending further negotiations, and military talks within the framework, excluding political issues, are scheduled for mid-October in Florida.
CIS assessment: The visit and the scheduled talks are positive procedural signals. They do not change conditions on the ground, and no dated Israeli withdrawal timeline has been announced.
REGIONAL WATCH: HORMUZ AND IRAN
- Tanker attack: The UK Maritime Trade Operations Centre (UKMTO) said a tanker transiting the Strait of Hormuz on Thursday was hit by an "unknown projectile," causing a fire. The crew were reported safe and the damage was unknown (AFP, via L'Orient Today). AFP noted that Tehran has been blocking commercial passage and firing on vessels it accuses of unauthorized crossings, that Washington has responded with a counter-blockade of Iranian ports, and that the US has not struck Iranian targets since September 1.
- Iran's position: L'Orient Today's Friday brief reports Iran has been silent on the US proposal and has warned of retaliation beyond the region. The same outlet reported conflicting US and Iranian accounts of the Iranian delegation's departure from New York.
- Trump's stated position (Oct 1): As summarized in CIS's October 1 edition, he said he rejects Iran's latest proposal and that further attacks are possible.
- Gulf spillover (headline-level only): L'Orient Today reported an exchange of strikes between Saudi Arabia and the Houthis on Friday morning, with Sanaa and Medina named as targeted. CIS has not seen detailed reporting and does not score this item.
CIS assessment: The regional track is unresolved and risky, but no new US strike on Iran has been reported since September 1. CIS therefore holds regional risk as a background factor and does not raise the Index on it today.
SYRIA–HEZBOLLAH REPORT: STILL UNCONFIRMED
Following Reuters' report, citing six sources, of Turkish-brokered meetings between Syrian officials and Hezbollah representatives, L'Orient Today's Friday brief says the sources described Syria as asserting it is not hostile to Hezbollah while asking it to curb smuggling and dismantle Assad-era cells. Daily Beirut reported on October 1 that the Syrian Foreign Ministry denied that a meeting took place.

- Residents returning to inspect homes: go only with Army escort where offered.
- Travel to the south: check conditions first, avoid secondary roads near the zone, carry water, fuel, documents and a charged phone.
- Elsewhere in Lebanon: normal activity with standard situational awareness. Regional and shipping news can move quickly; verify through official sources before acting or forwarding.

After a one-point rise on Thursday, the Index returns to 70. Nothing in the last 24 hours moves it decisively in either direction. The same towns are hit each day, with more explosions, fires and demolitions than headline events, and CIS found no new casualty reports. The state is making visible gestures in Nabatieh, and a round of military talks is reported for mid-October, but neither has altered what residents experience in the south. In the region, a ship was struck in Hormuz and Iran has not answered Washington publicly, yet the United States has not carried out strikes on Iran since early September.
CIS sets its Index at 70/100 (HIGH) and holds posture at Level 5. A repeat of the September 27 pattern, or a lapse of contact between Washington and Tehran, would prompt reassessment.
