Speaking at the national memorial ceremony for the third anniversary of the October 7, 2023 attacks, Prime Minister Benjamin Netanyahu said Israel will continue to strike Hezbollah in Lebanon, which he said would create an opportunity for peace with a state whose majority, in his words, wishes for peace with Israel (L'Orient Today). Separately, L'Orient Today noted that Hezbollah Secretary-General Naim Qassem is scheduled to speak on Tuesday at 4:30 p.m. at the launch of a foundation dedicated to Hassan Nasrallah's heritage.

LEBANON–ISRAEL TRACK: A DATE, BUT A FROZEN FRAMEWORK
L'Orient Today's Monday Morning Brief reported that Lebanon–Israel talks are set to resume on October 20 in Florida; CIS previously carried the timing only as "mid-October." In an interview with NBN on Sunday night, Prime Minister Nawaf Salam said the framework agreement signed in June, which L'Orient Today describes as effectively frozen, needs a precise timeline for Israeli withdrawal, and he reaffirmed the state's intention to extend its sovereignty and carry out reconstruction. Salam met Speaker Berri and the Council for the South on Monday. AFP separately noted that the Lebanese Army faces enormous challenges in completing its deployment in the south under the framework.
Also, the Lebanese Army announced a joint exercise, PEGASUS CEDAR, starting Tuesday for three weeks, involving a British team from the Royal Regiment of Scotland and the Lebanese Army's airborne regiment, with personnel from the armies of the United States, Italy and France. The army said it covers reconnaissance, raids, urban combat, helicopter insertion and mortar firing, and was last held in 2023.

CIS continues to score this as non-hostile. The October 4 edition also omitted two Sunday items now added here: the L'Orient Today tally above, and a report from Al Jadeed TV that two groups of journalists, from Al Jadeed and the Nabatieh news site, were targeted when three Israeli shells fell near them close to Mayfadoun on Sunday; the outlet reported no injuries and that all four journalists left the area.
