🚨 THE 48 HOURS THAT NEARLY DESTROYED THE PEACE PROCESS
FRIDAY JUNE 19 — THE DEADLIEST DAY SINCE APRIL
In the 24-hour period spanning the night of June 18 into June 19, Israeli strikes killed 68 people in Lebanon — a toll later revised upward to 83. This is the highest single-day death toll since the catastrophic “Black Wednesday” strikes of April 8.
During this period, Hezbollah struck Israeli positions at Kfar Tebnit, killing 4 IDF soldiers, including a lieutenant colonel. The IDF confirmed the soldiers were killed when a barrage of rockets and explosive drones struck a military position near the village, where the IDF has been operating. One of the dead was identified as Sgt. 1st Class Nir Ben Ari.
At 4pm local time, Trump announced that a ceasefire mediated by the US, Qatar, and Iran had been implemented between Hezbollah and Israel. Israel’s ambassador to the US, Yechiel Leiter, posted on X: “Israel remains firmly committed to an immediate ceasefire. If Hezbollah honours the agreement and ceases its hostilities, they will be met with quiet.”
Despite the ceasefire, Israel continued to strike Southern Lebanon numerous times after 4pm. At least 12 Israeli air raids and continual artillery shelling hit southern Lebanon after the deadline. Lebanon’s NNA reported an Israeli drone strike killed two people travelling on a motorcycle in southern Lebanon — after the ceasefire had supposedly taken hold.
Al Jazeera’s Heidi Pett, reporting from Tyre: “It doesn’t feel much like a ceasefire.”
Hezbollah Secretary-General Naim Qassem struck a defiant tone Friday, denouncing “the criminal Israeli war on Lebanon, which disregards all rules in killing civilians and children, destroying property and committing every imaginable atrocity, all in an attempt to force the resistance to its knees.” Qassem declared: “The project to eliminate Hezbollah and consolidate the occupation has failed, and the Israeli will leave every last inch of our land.” He accused Israel and the US of walking back ceasefire commitments after the fall of Syria’s Bashar al-Assad, believing the regional balance of power had shifted in their favor.
Trump’s frustration with Israel boiled over. Just a day before, VP Vance had sparked outrage in Israel by saying: “Trump is the only head of state in the entire world who is sympathetic to the nation of Israel at this moment in time. And he happens to be the head of state of the world’s superpower. If I was in the cabinet of the Israeli government, I might not be attacking the only powerful ally that I have anywhere left in the entire world.” Trump and his administration sharply and repeatedly criticized Israeli officials amid fears the Lebanon operations could derail the entire US-Iran deal.
SATURDAY JUNE 20 — STRIKES CONTINUE, IRAN CLOSES HORMUZ
Despite the supposed ceasefire, Israeli strikes killed 16 people Saturday morning, including two children, with seven people trapped under rubble in Nabatiyeh and nearby villages. Later Saturday, a strike on Qennarit village south of Sidon killed at least 7-9 people and wounded 13-22, according to varying Lebanese media reports — rescue workers continued searching for victims under rubble through the day.

The Israeli military said it was striking “Hezbollah targets” in response to more than 50 projectiles fired by Hezbollah at Israeli troops operating in southern Lebanon overnight. The IDF said it is “committed to the ceasefire agreement” while simultaneously launching waves of strikes — a contradiction Lebanese officials and residents have pointed to directly. The Israeli broadcaster Channel 12 reported that Netanyahu and Defence Minister Katz instructed the military to “hold fire” in Lebanon — but explicitly would not withdraw from areas it had captured.
The cumulative Lebanon death toll has now surpassed 4,057 people killed and over 12,000 wounded since March 2, according to the Lebanese Health Ministry — making this 111-day war one of the deadliest periods in Lebanon’s modern history.
🛢️ IRAN CLOSES THE STRAIT OF HORMUZ — EXPLICITLY LINKED TO LEBANON
In a major escalation of leverage, Iran’s joint military command announced Saturday that it had closed the Strait of Hormuz — citing Israel’s continued attacks in Lebanon and accusing the US of “bad faith” and “clear breach of its commitments” by failing to end the war. Iran’s statement on state television warned: “If the aggression continues, subsequent steps have been planned.”
The Revolutionary Guard’s naval division broadcast warnings directly to vessels in the area, cautioning that any ship attempting to cross the strait could encounter mines or be targeted by naval forces. An IRIB reporter noted traffic in the Persian Gulf had become “even lighter” within hours of the announcement.
A senior Hezbollah official told the Associated Press that Iran has informed the group Tehran will not reopen the Strait of Hormuz until Israel announces publicly that it will comply with a “comprehensive ceasefire” in Lebanon and an end to military operations there.
The US flatly denied Iran’s claim of control. US Central Command spokesperson Navy Captain Tim Hawkins told Reuters: “Iran does not control the Strait of Hormuz.” CENTCOM stated that 55 merchant ships transited the strait on Saturday, moving more than 17 million barrels of oil to global markets, and that US forces would ensure the flow of ships continued.
Trump posted on social media that no toll will be charged for passage through the Strait during or after the 60-day ceasefire — unless the US imposes one should peace talks fail.
Mohammad Mokhber, an adviser to Iran’s Supreme Leader Khamenei, accused the US on X of failing to implement the first clause of the 14-point interim deal — which includes a ceasefire “on all fronts,” including Lebanon. He said that as long as the agreement remained only on paper, the flow of Middle East energy would remain halted.
🇨🇭 BURGENSTOCK TALKS — LEBANON IS “CLAUSE 1” AND THE “NUMBER ONE ISSUE”
Technical-level follow-up talks between the US and Iran on implementing the MOU are set to begin Sunday June 21 at the Bürgenstock Resort, near Lucerne, Switzerland — a five-star alpine resort chosen by Switzerland for its “discreet and reliable setting.”

The official emphasized: Tehran does not consider the next phase of negotiations to have started until Lebanon is addressed.
One of Pakistan’s top mediators flew separately to Tehran to persuade Iranian negotiators to reconsider attending after Iran initially balked, citing the Lebanon ceasefire violations.
Iranian Foreign Ministry spokesman Esmaeil Baghaei said Iran would press in Switzerland for fulfillment of commitments, citing the other side’s past failures to honor agreements.
VP Vance, departing Washington Saturday, told reporters he hopes to make progress this weekend on both the Lebanon ceasefire and nuclear issues.
🇱🇧 LEBANON’S OWN VOICE — ANGER, EXHAUSTION, AND ARTICLE 1
Lebanese Army statement (Saturday): The continuation of Israeli attacks on Lebanon aimed to obstruct efforts to restore stability in the country.
MP Najat Aoun Saliba (Lebanese Parliament) told Al Jazeera: “People in Lebanon are tired and have had enough of the killing and destruction. President Aoun said a “comprehensive ceasefire” must serve as a “fundamental basis” for any direct negotiations with Israel, and thanked US Secretary of State Marco Rubio for “the support of the United States for Lebanon.”
At the UN, spokesperson Stephane Dujarric welcomed reports of a ceasefire: “We continue to call on the parties to cease hostilities, respect existing ceasefire arrangements, and pursue dialogue as the only viable path to a long-term security and stability on both sides of the Blue Line.” Separately, Pakistan and Iran both expressed serious concern about Lebanon, including reported ceasefire violations — Pakistan’s Deputy PM and FM Mohammad Ishaq Dar discussed the situation directly with Araghchi by phone.

CIS is raising posture to Level 5 — Maximum Alert — the highest level in our framework. The past 48 hours have produced the deadliest single day of the entire war outside of April’s Black Wednesday, a “ceasefire” that was violated within hours of being announced, the closure of a globally critical maritime chokepoint explicitly tied to events in Lebanon, and an explicit on-record acknowledgment from Israeli officials (via Channel 12) that troops will not withdraw regardless of any ceasefire status.
This is the most dangerous moment for civilians in south Lebanon since this Index began tracking the war. The death tolls from Qennarit, Barish, and the broader 68-to-83-killed 24-hour period from June 18-19 represent a catastrophic escalation, not a path toward peace.
WHY “HOLD FIRE” IS NOT A CEASEFIRE
CIS wants to be extremely clear with all clients about the actual situation, separate from headline announcements:
- A “ceasefire” was announced Friday at 4pm. It was violated within the same hour by continued Israeli air raids and artillery.
- A second wave of deadly strikes occurred Saturday morning and afternoon, killing at least 16 in the morning and then 7-16 more in the Qennarit strike alone.
- Israeli officials have publicly confirmed (Channel 12) that any “hold fire” instruction does NOT include withdrawal from captured Lebanese territory.
- Hezbollah has stated unambiguously it will not accept any ceasefire while Israeli forces remain on Lebanese soil — a position reinforced today by MP Ali Fayyad’s “non-negotiable, without retreat” statement.
- Iran has now weaponized the Strait of Hormuz specifically over the Lebanon issue, raising the stakes for the broader region far beyond Lebanon itself.

QENNARIT, BARISH, NABATIEH, KFAR TEBNIT, ARAB SALIM, TYRE, JEZZINE, BEKAA VALLEY: Do not enter under any circumstances. These areas have all been struck within the past 24-48 hours with significant civilian casualties, including children and entire families.
SOUTH LEBANON (general): Maximum danger. Do not attempt return, even for brief property checks. The pattern from this week shows strikes can occur with little warning across a wide geographic spread, including areas previously considered relatively calmer (Arab Salim, Doueir, Kfar Rumman).
DAHIYEH / SOUTH BEIRUT: Elevated caution. While no new strike has been confirmed there today, the overall volatility of the situation — including Hezbollah’s continued projectile fire at Israeli forces — keeps risk elevated for any area associated with Hezbollah.
BEIRUT (non-Dahiyeh), MOUNT LEBANON, NORTH LEBANON, AKKAR: Remain calm with normal operations. However, monitor closely — the speed of this week’s escalation from “deal signed” to “deadliest day since April” within 48 hours demonstrates how quickly conditions can change.
MARITIME / HORMUZ: Do not attempt any civilian maritime transit through or near the Strait of Hormuz pending clarity on the security situation. While CENTCOM disputes Iran’s claimed closure and ships continue to transit, the IRGC’s explicit warning about mines and targeting represents a credible threat that commercial shipping insurers and CIS both treat seriously.
WHAT CIS IS WATCHING — THE NEXT 72 HOURS
- Do the Bürgenstock talks (starting Sunday) produce a credible Lebanon ceasefire framework? Iran has made clear this is the precondition for the broader US-Iran negotiation to even be considered “started.” This is now the single most important diplomatic event for Lebanon’s near-term future.
- Does Iran reopen the Strait of Hormuz, and under what conditions? Iran’s explicit linkage of Hormuz to Israeli compliance in Lebanon means Lebanon’s south is now directly tied to global oil markets and a potential US-Iran rupture.
- Does the “hold fire” instruction from Netanyahu/Katz translate into an actual reduction in strikes over the next 24-48 hours? This week’s diplomatic triumph — the signing of the US-Iran MOU — has collided directly with the brutal reality of the war still raging in south Lebanon. Sixty-eight to eighty-three people were killed in a single 24-hour period. A ceasefire was announced and then violated within the same hour. A family of four was wiped out in Barish. Dozens were trapped under rubble in Qennarit. And Iran has now made the closure of one of the world’s most important shipping lanes explicitly contingent on what happens next in Lebanon’s south.
The contradiction that has defined this war since March 2 has never been more starkly visible: Israel says it is “committed to the ceasefire” while conducting waves of strikes the same day. Lebanon’s Health Ministry confirms over 4,057 dead while the world’s attention shifts to a Swiss alpine resort. Hezbollah says it will never accept a ceasefire with foreign troops on Lebanese soil; Israel says those troops are staying regardless of what Washington and Tehran sign.
