INDEX LEVEL: 🟠 HIGH — EASING FROM SUNDAY'S CRITICAL READING, BUT AT THE VERY TOP OF THE BAND OVERALL INDEX: 80/100 TREND: ⬇️ EASING (from 84/100) — In the sources CIS reviewed, from Sunday afternoon through Monday afternoon (Beirut time), CIS located no new Israeli–Hezbollah cross-border exchange and no new fatalities in Lebanon. Sunday's overnight sequence — an explosive drone that Israel says Hezbollah launched at its troops in the security zone, followed by Israeli strikes and shelling at 9+ locations — is now aging within the seven-day scoring window, and the Index eases four points as a result. It stops at the top of the HIGH band rather than falling further because the structural drivers behind Sunday's reading are unchanged: Israeli forces remain in the security zone and today announced completion of a large demolition operation in Mansouri; implementation of the June Israel–Lebanon framework remains stalled; Hezbollah's leader criticized that framework on Sunday; and signals on the US–Iran channel contradict one another. One newly verified incident in the Nabatieh–Tyre area would likely return the Index to CRITICAL.

⛔ EXECUTIVE SUMMARY — MONDAY SEPTEMBER 28, 2026 (WAR DAY 211)

THE GROUND: QUIETER OVERNIGHT, SAME POSTURE

The Israeli military said Monday it has completed a brigade-level operation in the southern Lebanese town of Mansouri, inside its buffer zone, where residents were told to evacuate nearly two months ago. According to the IDF, reservists of the 55th Paratroopers Brigade, working with the Yahalom combat-engineering unit, destroyed more than 600 Hezbollah infrastructure sites, including eight tunnels, and found dozens of rocket launchers that it says Hezbollah left in the security zone before the ceasefire. The IDF said the aim was to stop Hezbollah from "reestablishing itself" there. Separately, The Times of Israel's military correspondent reported Monday that the IDF keeps a list of targets it strikes in response to Hezbollah drones during the current ceasefire. Hezbollah has not claimed the Saturday-night drone launch, and CIS located no Hezbollah comment on it.

CIS assessment: These are Israeli military claims and CIS presents them as such. The operational significance is twofold. The Mansouri announcement confirms that demolition and clearance work inside the security zone is continuing regardless of the diplomatic track. And the "list of targets" reporting describes the mechanism that produced Sunday's nine-location response: a single drone launch can trigger a multi-site reply within hours. The absence of a new exchange in the last 24 hours is welcome, and CIS treats it as a pause rather than a change of pattern.

WASHINGTON: SALAM MEETS RUBIO

Prime Minister Nawaf Salam met US Secretary of State Marco Rubio at the State Department on Monday. In a statement on X, Salam said he urged moving to activate the Lebanon–US–Israel tripartite framework and turning "reciprocity and a phased approach" into practical steps on the ground, leading to a complete Israeli withdrawal and exclusive state control of arms across Lebanon. He called for a clear implementation timetable and a verification mechanism to monitor compliance, and said the framework should also cover relief, recovery, reconstruction, and the return of displaced people. Reports on the meeting also cite Salam stressing continued US support for the Lebanese army. Speaking afterward, he said the program under which the army takes over territory as Israel withdraws, and ensures Hezbollah is not present there, must move forward.

Background: The framework was signed in Washington on June 26. It ties Israeli withdrawal to Hezbollah's disarmament and provides for Lebanese army deployment beginning with two "pilot zones." AFP describes progress as largely stalled, with Israel saying it will stay while Hezbollah remains a threat. CIS had not located a US State Department readout of today's meeting at the time of compilation.

CIS assessment: The meeting is the first senior Lebanon–US contact of the week and its emphasis is on sequencing and verification — the same two issues that have held up the pilot zones. Whether a US readout or Israeli response follows with a date, a named first zone, or a verifier will be the practical test. Until then, this is a diplomatic development with no change yet on the ground.

HEZBOLLAH'S SUNDAY ADDRESS AND THE DOMESTIC RESPONSE

Thousands of supporters gathered in Beirut's southern suburbs on Sunday to mark two years since the killing of Hassan Nasrallah (September 27, 2024), according to AFP correspondents. No incidents at the gathering were reported. Hezbollah chief Naim Qassem said Israel had failed to "break the resistance." In the same address, as reported by Naharnet and AFP, he said Lebanese authorities are assisting an Israeli-US project by way of the framework agreement, that the army should not be used as a tool against the group, that Hezbollah is ready for dialogue and discussion but only after the south is liberated and residents return, and that holding positions is not the group's main objective. On Monday, Lebanese Forces leader Samir Geagea replied that the state cannot act while Hezbollah obstructs it, and that the south's return is not possible before Hezbollah is disarmed. Separately, a Lebanese journalist cited in The Times of Israel's Sunday liveblog reported that President Joseph Aoun told heads of security agencies not to send representatives to the commemorations; CIS has not independently confirmed this.

CIS assessment: CIS reports these positions as stated and does not weigh their merits. For security purposes the point is that the sequencing dispute — withdrawal first versus disarmament first — is unchanged and now openly contested between domestic parties. The relevant risk is street-level friction around gatherings, funerals and commemorations, and none has been reported.

IRAN–US: CONTRADICTORY SIGNALS ON TALKS

President Trump told Axios on Sunday that he expects talks with Iran to resume this week, saying Iran wants a deal but "not the deal that I want to make," and that resuming strikes is not off the table. Two regional sources told Axios that indirect talks could occur as early as Monday. On Monday, however, Iran's state agency IRNA cited an unnamed source close to Iran's UN delegation saying it has no plans to negotiate with the US. Foreign Minister Abbas Araghchi said Sunday that Tehran is prepared for the war to resume and is also open to renewed diplomacy, and that the choice rests with Trump. Iran's rejected seven-day proposal had called for a cessation of hostilities across the region, including in Lebanon. Iran's Supreme Leader Mojtaba Khamenei, in a written message reported by CBS News, predicted US forces would be pushed out of the Arabian Sea. A US defense official said 22 million barrels of oil were exported through the Strait of Hormuz on Friday night, according to Axios.

CIS assessment: CIS's Sunday edition described the Hormuz–Lebanon proposal as dead for now. That remains accurate for the specific seven-day plan. What is unresolved is whether an indirect channel reopens this week; the public statements point in opposite directions. A Lebanon-inclusive regional arrangement is not currently on the table, and no external deal is set to decide Lebanon's ceasefire status in the near term.

SMOTRICH'S ANNEXATION REMARKS: NO OFFICIAL FOLLOW-UP LOCATED

Finance Minister Bezalel Smotrich's Sunday remarks, made on a Ynet podcast, called for annexation "as far as the Litani River in Lebanon" and up to the Yellow Line in Gaza. The Palestinian Authority condemned his separate call for war in the West Bank. CIS did not locate a formal Israeli government or Lebanese official response to the Lebanon portion in the sources reviewed. Israel goes to elections on October 27, a date that will frame Israeli political rhetoric in the coming weeks.

CIS assessment: As CIS noted Sunday, Smotrich has voiced a similar position since March, and he is one minister among several voices. CIS is tracking the statement as context for public sentiment in the south, not as a change to Israeli government policy.

📝 CORRECTIONS TO THE SEPTEMBER 27 EDITION

1. Drone-claim frequency. The September 27 edition described the September 26–27 drone launch as only the second Israeli claim of an actual Hezbollah attack this month, after the September 19 IED claim. Cross-checking Al Jazeera (Sept 4), The National (Sept 6), and AFP via The Japan Times (Sept 8) shows IDF claims of Hezbollah drone launches at Israeli troops on or about September 4, 6, and 7, with Israeli strikes killing multiple people in response. The accurate framing is that the September 26–27 launch is the latest in a series of IDF-claimed launches since early September, following a comparatively quieter interval. CIS corrects the earlier characterization.
2. Cumulative injuries. The September 27 statistics table showed 12,400 injured. The Lebanese Ministry of Public Health figure through September 17 is 12,407 injured (killed figure of 4,386 was correct).

Two hundred and eleven days in, and 101 days since the June 20 truce anchor, today's edition is best read as a pause with unchanged foundations. Sunday's drone-and-response cycle has not repeated in the last day. That is enough to move the Index down four points, and not enough to move it out of the top of the HIGH band.

The diplomatic picture is active but unsettled. Lebanon's prime minister has taken a request for a timetable and a verification mechanism directly to Washington. Hezbollah's leader has said on the record that dialogue follows Israeli withdrawal. Israel says its forces remain in the security zone while Hezbollah remains a threat, and it has just announced that a large clearance operation there is finished. On the regional track, President Trump expects Iran talks this week and Iranian state media says none are planned.
