INDEX LEVEL: 🟠 HIGH — EASING FROM THE SEPTEMBER 27 PEAK, BUT THE GROUND PICTURE IS UNCHANGED OVERALL INDEX: 73/100 (National Alert Level = highest governorate score: Nabatieh) TREND: ⬇️ FALLING — down from 84 (CRITICAL) on the September 27 reading. CIS did not identify a new Israeli claim of a Hezbollah attack in the September 28–29 reporting window, and the broader diplomatic track that collapsed publicly on September 26–27 has partly reopened: Qatari mediators met Iranian Foreign Minister Abbas Araghchi in New York on Monday, and he said he expected Washington's reply by Tuesday. On the ground, however, the pattern CIS has tracked all month continues. Lebanon's National News Agency reported that Israeli forces blew up several homes in Majdal Zoun (Tyre district) on Tuesday, following a large Israeli detonation in Mansouri on Monday and the September 27 strikes that hit a commercial center near Mayfadoun. CIS therefore lowers the Index by 11 points but keeps it in the HIGH band: the trigger for the September 27 spike has faded, the structural conditions have not.
⛔ EXECUTIVE SUMMARY — TUESDAY SEPTEMBER 29, 2026 (WAR DAY 212)
THE HORMUZ TRACK IS ALIVE AGAIN — WITHOUT A DEAL
CIS's September 27 edition recorded President Trump's rejection of Iran's seven-day Hormuz-for-ceasefire plan, a plan that explicitly included Lebanon. Since then, reporting indicates indirect contact never stopped. Al Jazeera reported that Araghchi met Qatari mediators in New York on Monday and that the mediators would carry the ideas discussed to Washington; Araghchi said those steps could be completed within four or five days, with wider negotiations, including on Iran's nuclear program, beginning by the seventh day. A US official told Al Jazeera the talks were "positive and constructive" but that no agreement would be reached unless the nuclear program is addressed, and said Trump is willing to ease sanctions and release frozen funds in exchange for nuclear progress. Al Jazeera also noted that Trump has strongly denied media reports that he is prepared to relax sanctions. Separately, The National cited sources describing quiet talks in which Iran may have softened its position, with Trump reportedly wanting the US to take delivery of enriched uranium on a defined timetable. Araghchi told NBC on Sunday that Iran is also prepared to resume fighting.
CIS assessment: Sources describe these contacts as indirect and unconfirmed in substance, and the public positions of the parties still conflict. What matters for Lebanon is that the specific regional mechanism naming Lebanon is not dead, but no dated ceasefire exists. CIS treats the situation as unresolved rather than improved.
SALAM IN WASHINGTON — OFFICIAL POSITIONS ONLY
Prime Minister Nawaf Salam met Secretary of State Marco Rubio on Monday. According to the statement from Salam's office, he asked for the tripartite framework to move to implementation, with reciprocity and phased steps translated into concrete results, a clear timeline for Israeli withdrawal, the extension of state authority and exclusive state control over weapons, and a credible verification mechanism. Reporting on the US side confirmed Rubio reaffirmed US support for Lebanon and its institutions, continued support for the Lebanese Army, and the importance of implementing the framework. Salam's delegation had World Bank and IMF meetings scheduled in Washington this week, per LBCI; Salam said in a Tuesday interview with Al Sharq Bloomberg that the government has submitted a draft to Parliament paving the way for an IMF agreement, that all Lebanese factions have agreed on restricting weapons to the state and that Hezbollah must adhere to this principle, and that UNIFIL will not continue in its current form.
CIS assessment: These are statements of position, not changes on the ground. CIS notes that the June framework's implementation has stalled, as reported by AFP, and that no withdrawal timeline has been announced by any party as of this edition.
THE GROUND: ROUTINE DEMOLITIONS, NO NEW CLAIMED ATTACK
Israeli forces demolished several homes in Majdal Zoun on Tuesday (NNA, via Al Jazeera). On Monday, the Israeli army carried out a large detonation in Mansouri that NNA said shook the area and was heard in Tyre. CIS identified no Israeli statement on Monday or Tuesday claiming a new Hezbollah attack, and no casualty figure for either day in the sources reviewed. CIS does not treat the absence of a report as confirmation that nothing occurred.
CIS assessment: The demolition campaign inside and beyond the Israeli-declared security zone remains the most consistent feature of the ground situation, and it is the reason the Tyre and Nabatieh areas stay elevated despite a quieter day in headline terms.

Two days after the sharpest reading CIS has published this month, the picture is quieter but not safer in any structural sense. The September 27 combination of a claimed drone attack, a rejected regional proposal and renewed annexation rhetoric has not repeated. Diplomacy has partly recovered: indirect US–Iran contact continues through Qatar, and Lebanon's prime minister has put a specific request, a timeline and a verification mechanism, in front of the US Secretary of State. None of that has yet altered what happens in the villages of the south, where demolitions continue.
CIS lowers its Index to 73/100 (HIGH) and its posture to Level 5. That is a reduction driven by the decay of a discrete event, not by any improvement in underlying conditions. A single new attack claim or strike wave would return the reading to CRITICAL quickly.
