Overnight into Wednesday, Lebanon's National News Agency reported intermittent Israeli artillery fire on Hadatha, Kfar Tibnit, Zawtar al-Sharqiyah and Baraachit, along with shelling in Wadi al-Saluki and two Israeli detonations in the forests of Beit Yahoun and Aita al-Jabal. CIS found no casualty report for these incidents. The Index declines four points as the September 27 events continue to leave the seven-day decay window, but it stays in the HIGH band because Israeli fire continues nightly and Iran's Revolutionary Guards said on Wednesday they are striking small vessels that try to pass through the Strait of Hormuz, an unresolved regional risk.

A report carried by Jordan News, citing US officials, said Trump told closed-door meetings he expects bombing of Iran to resume after the US midterm elections; CIS has not seen that confirmed on the record by the White House and presents it as reported. AFP noted that Iran's conditions, which have not all been made public, include a ceasefire across the region, explicitly including Lebanon.
CIS assessment: The exchange is now an active negotiation over order of steps, which is better than the public rejection CIS recorded on September 27, but neither side has published terms, and Hormuz shipping remains restricted. For Lebanon, nothing has been agreed that would change conditions in the south.
ISRAELI ARMY: GOLANI BRIGADE ENDS ITS ROTATION
The Israeli military announced that forces of the Golani Brigade, operating under the 36th Division, have left south Lebanon for a recovery period after seven months. In its statement, the army said the brigade operated around Mount Shqif (Beaufort), recently completed an operation to destroy infrastructure in the Litani River area, and destroyed more than 900 Hezbollah infrastructure sites, finding weapons stores that included RPG rounds, explosive devices and booby-trapped drones. These figures are the Israeli army's own claims and CIS has not independently verified them.
CIS assessment: The announcement describes a unit rotation and a "temporary" conclusion of one brigade's mission. It is not an announced withdrawal, and CIS has seen no indication that the overall Israeli presence in the security zone is being reduced. CIS does not score the announcement as de-escalation.
A CORRECTION OF THE RECORD ON THE SALAM–RUBIO MEETING
On Monday, Prime Minister Salam's office published, and the US State Department's readout broadly matched, the official content of his Washington meeting with Secretary Rubio: activation of the tripartite framework, a timeline for Israeli withdrawal and extension of state authority, exclusive state control of weapons, and a verification mechanism. On Tuesday evening, Lebanese media circulated further reported remarks attributed to Rubio, including a claim that disarming Hezbollah must precede any further Israeli withdrawal. On Wednesday morning, Salam's media office said that statements attributed to the two officials as contained in the minutes of the meeting were "entirely fictional" and that only what was officially released by both sides reflects the meeting.
CIS assessment: CIS therefore does not treat the reported Rubio remarks as established, and did not include them in the September 29 edition. In a separate Tuesday interview with Al Sharq Bloomberg, Salam said on the record that all factions had agreed on limiting weapons to the state and that Hezbollah must adhere. That is Salam's own stated position and is reported as such. Readers should rely on official releases.
