⛔ EXECUTIVE SUMMARY — SATURDAY, OCTOBER 10, 2026 (WAR DAY 223)
1. ISRAELI DRONE STRIKE IN THE NORTHERN BEKAA
On Friday, October 9, an Israeli drone targeted a car near Hosh al-Sayyed Ali, in the northern Bekaa (Hermel district) close to the Lebanese–Syrian border (L'Orient Today). Local media said the vehicle was not hit directly. Photos sent to L'Orient Today's correspondent show an immobilized 4x4 by the road next to a crater consistent with a missile impact. Six people were lightly injured. It is unclear whether they were in the targeted car. No Israeli army statement on the strike was reported.
CIS assessment: This is the most significant change on today's map. Israeli strikes in the Bekaa have been rare in recent months; a strike near the border with injuries extends active risk beyond the south for the first time in this reporting cycle. CIS scores the strike as a verified incident. The status of the six injured (civilian or not) has not been established, and the score will be revised if it is. Baalbek-Hermel rises from 32 to 44 (MEDIUM).
2. EXPLOSIVES SEIZED AT DAHR AL-BAIDAR; SMUGGLING FOILED IN HERMEL AND ARSAL
- Dahr al-Baidar (Beirut–Damascus road): On October 10, the Internal Security Forces seized "hundreds of kilograms" of explosives from a vehicle at the Dahr al-Baidar checkpoint and arrested two men (L'Orient Today; some reports give 300 kg). A military source said the explosives were C-4 and TNT and that both men belonged to Hezbollah. A Hezbollah source and two security sources could not confirm this. One suspect is from Baalbek and the other from another Bekaa village. The ISF handed both to Army Military Police, which opened an investigation. Media speculation about a planned assassination has not been confirmed. Justice Minister Adel Nassar said the investigation would be pursued "to the very end."
- Hermel: The Army foiled an attempt to smuggle rockets and about 24 kg of TNT from Syria into Hermel (October 9).
- Arsal hills: Soldiers clashed with a man trying to smuggle drugs into Syria. No one was injured. He was arrested, and the Army seized about 60 kg of hashish, 35 kg of captagon, 22 kg of marijuana, a pistol and ammunition.

But the amount of explosives moving on a main highway, and weapons crossing from Syria, are risk indicators. The Dahr al-Baidar seizure is scored as a low-weight incident in Mount Lebanon. 3. THE SOUTH: STRIKES CONTINUE, NO CASUALTIES
Friday, October 9 (full day): airstrikes on four villages, artillery on nine villages, and two demolitions (L'Orient Today tally; villages not all named). This included continued bulldozing near the Lebanese Army position in Zawtar Gharbieh.

4. REGIONAL: IRAN, HORMUZ, BAB AL-MANDEB
- US–Iran: The Kremlin said President Vladimir Putin passed Iran's views on a possible settlement to President Trump in a phone call on Friday. Spokesman Dmitry Peskov said: "Putin conveyed the Iranian side's views on a possible resolution to the conflict to Trump." Trump has said the US will not attack Iran before the November 3 midterms.
- Hormuz: Iran's Revolutionary Guards said on October 9 that they struck an LPG tanker, the NV Sunshine, which they said was on an "illegal route" south of the Strait of Hormuz.
- Bab al-Mandeb: Yemeni government forces backed by Saudi Arabia launched a "large-scale operation" to retake the Bab al-Mandeb strait from the Houthis (AFP military source); the Saudi-led coalition says it destroyed more than 100 Houthi targets. Saudi Arabia reported three killed in Houthi strikes on Riyadh airport on October 8, including a Saudia pilot. Lebanon's Foreign Ministry condemned the attacks on Riyadh and Abha airports.

5. GOOD-NEWS WATCH: FLIGHTS, AIRPORTS, ARMY SUPPORT
- Lebanon–US direct flights: A presidential memorandum dated September 30 and published in the Federal Register revokes four earlier US determinations (1985, 1992, 1998, 2007) that blocked direct flights to and from Lebanon. Flights will not start immediately: a new air transport agreement, US authorizations and a safety and security audit are still needed. An MEA source said direct flights could resume "by the end of 2027 or in 2028."
- Qleiaat (René Moawad) airport, Akkar: Interior Minister Ahmad Hajjar chaired a meeting on security for the first flights; PM Nawaf Salam confirmed the first commercial flight on November 15.
