INDEX LEVEL: 🟠 HIGH — EASING OVERALL INDEX: 70/100 (National Alert Level = highest governorate score: Nabatieh) TREND: ↘️ EASING — down 1 point from 71 (HIGH) on October 8. CIS found no reports of Lebanese civilian deaths or injuries for October 7, 8 or 9 — the third day in a row. The October 6 Shoukin injury and the October 7 Haddatha incursion continue to decay. New activity on October 8–9 — strikes on Kfar Tibnit and Mansouri, demolitions in Kfar Kila, and bulldozing near a Lebanese Army position in Zawtar Gharbieh — did not cause casualties, and keeps both southern governorates in the HIGH band. The death of an Israeli officer in south Lebanon on October 8 is a combatant casualty and, under CIS methodology, does not score as a casualty. On the regional side, President Trump's statement that the US will not attack Iran before November 3 lowers the short-term risk CIS flagged yesterday.

Quick answer — Is Lebanon safe today (October 9, 2026)? It depends on where you are. Nabatieh (70) and South Lebanon (66) are HIGH, with daily Israeli strikes, shelling, demolitions and bulldozing near the border. Beirut (38), Baalbek-Hermel (32), Beqaa (32), Mount Lebanon (26) and Keserwan-Jbeil (21) are LOW; North Lebanon (17) and Akkar (16) are MINIMAL. Rafic Hariri International Airport is operating. If you are in the south, follow Lebanese Army instructions. Elsewhere, normal activity with standard awareness.

The October 7 figure (71), flagged in yesterday's edition after late-reported October 7 incidents were found, remains under revision review. No change has been published. Today's trend is measured against the October 8 figure as published (71).

⛔ EXECUTIVE SUMMARY — FRIDAY, OCTOBER 9, 2026 (WAR DAY 222)

1. ISRAELI OFFICER KILLED IN SOUTH LEBANON

The Israeli army said on the evening of Thursday, October 8, that Captain Eliav Haim Tzapalamus, 21, from Haifa, a combat officer in the 603rd Battalion, 7th Brigade, "fell in combat in southern Lebanon," and that three soldiers were slightly wounded (AFP via L'Orient Today). L'Orient Today reported on October 9 that the deaths and injuries followed a Humvee overturning on a road in south Lebanon. Neither report gives the exact location. Neither says hostile fire was involved, and no group has claimed an attack. AFP says he is the 17th Israeli soldier killed since the June truce.

Separately, Hezbollah announced a funeral on Sunday in Nafakhieh for a fighter, Thaer Abdel Kader Kaddouh of Yaroun, without saying where or when he was killed.

CIS assessment: Under CIS methodology, combatant casualties do not score as casualties, and the incident as reported is not an attack. CIS's most recent record of an Israeli claim of a Hezbollah attack is still September 27. CIS is watching for any change to the Israeli account, as an attack claim would be a significant escalation signal.


2. THE GROUND: BULLDOZING NEAR THE ARMY, DEMOLITIONS, STRIKES

Overnight Thursday to Friday (October 8–9):

  • Mansouri (Tyre): an Israeli airstrike destroyed a building; artillery fire on the town.
  • Kfar Kila (Marjayoun): Israeli forces demolished homes.
  • Bayyada (Tyre): a Merkava tank fired several shells toward the plain.
  • Artillery: Wadi Slouqi, Kfar Tibnit, Braasheet, and the outskirts of Aita al-Jabal and Haddatha (Bint Jbeil).

Friday, October 9:

  • Zawtar Gharbieh (Nabatieh): an Israeli force with a military bulldozer uprooted trees on the edge of the village, reaching about 50 metres from a Lebanese Army position near the village water reservoir. The work began on Thursday. L'Orient Today describes the area as a "pilot zone."
  • Kfar Tibnit (Nabatieh): airstrikes at dawn.
  • Gunfire and shelling: Braasheet (Bint Jbeil); the Zebqine (Tyre) and Slouqi (Marjayoun) valleys; Nabatieh Fawqa and the area near Mayfadoun.
  • Zawtar Sharqieh: Israeli forces hold the village; it faces near-daily gunfire and demolitions.

Thursday, October 8 (recorded in yesterday's edition): strikes on Wadi Slouqi and Kfar Tibnit; shelling between Haddatha and Hariss and in Wadi Zebqine; strikes and machine-gun fire in Haddatha, Srebbine and Aita al-Jabal; tank fire from Zawtar Sharqieh on Nabatieh Fawqa.

No casualties were reported in these incidents in the sources CIS reviewed.

CIS assessment: Israeli activity close to Lebanese Army positions is a risk to watch. Even without casualties, it raises the chance of a mistake or a clash. The overall pattern of strikes, demolitions and bulldozing in the border districts is unchanged.


3. REGIONAL: TRUMP RULES OUT IRAN STRIKES BEFORE MIDTERMS

  • US–Iran: On Truth Social on Thursday, President Donald Trump wrote: "We are having productive discussions with the Islamic Republic of Iran," and "We will not be attacking Iran at any time prior to the midterm elections to be held in the United States on November 3rd" (Reuters via L'Orient Today). This follows Thursday's Axios report that the Pentagon had asked CENTCOM to prepare for possible renewed strikes.
  • Iran's position: Iran's nuclear chief said Tehran will not give up uranium enrichment or hand over its stockpile. President Masoud Pezeshkian, speaking at a Commonwealth of Independent States summit in Turkmenistan, said: "Negotiation conducted in the shadow of force is not negotiation; it is imposition and coercion."
  • Sanctions: The US imposed new sanctions on Iran's "shadow fleet" of tankers.
  • Saudi Arabia–Yemen: The Houthis targeted Riyadh airport for a second day; Saudi authorities reported three people killed in airport attacks. Air India and Lufthansa suspended flights to Riyadh. A regional source told AFP that Riyadh will not agree to a Houthi truce until the Yemeni government regains territory. Pakistan's foreign ministry said it has "substantial" forces deployed in Saudi Arabia. The Houthis also hit Aden airport.

CIS assessment: Trump's statement lowers the near-term risk of a new US–Iran round spreading to Lebanon, the main external risk CIS flagged on October 8. It is a public statement, not an agreement, and both sides still hold their positions on enrichment. The Gulf air picture is getting worse: travelers connecting through Riyadh should check with their airline before departure.


4. DIPLOMACY: EU TRAINING MISSION, UNIFIL SUCCESSION, OCTOBER 20 TALKS

  • EU: During her October 8 visit, Kaja Kallas said EU foreign ministers are expected to approve an EU training mission for the Lebanese Army on October 12. She said it "will not replace UNIFIL" and will not be limited to the south. She also said the EU favors extending UNIFIL's mandate: "There can be no security vacuum in southern Lebanon." She recalled €505 million in EU aid announced through 2027.
  • Lebanese leaders: President Joseph Aoun said any force deployed after UNIFIL should operate under UN authority and said the Army is fully carrying out its mission south of the Litani. Speaker Nabih Berri said ending UNIFIL's mandate without a UN-backed alternative would be a "serious mistake." PM Nawaf Salam called for an international presence after UNIFIL and a clear timetable with verification for the framework agreement.
  • Background: UNIFIL's mandate is set to end on December 31, 2026, under a Security Council decision of August 2025.
  • Talks: Lebanon–Israel talks are reported to resume on October 20 in Florida. Israel's justice minister said Hezbollah's disarmament is "a matter of time" (as reported by L'Orient Today).

CIS assessment: The EU vote on October 12 is the next concrete date. Planning for after UNIFIL is now the main diplomatic topic for Beirut, and the shape of any follow-on force will matter for security in the south in 2027.


5. GATHERINGS AND EVENTS TODAY (FRIDAY, OCTOBER 9)

  • Saida — Martyrs' Square, 5:00 PM: a rally by Hamas's popular mobilization arm marking the third anniversary of "Al-Aqsa Flood."
  • Beirut Waterfront (Seaside Arena), 4:00 PM: opening of the Beirut Arab International Book Fair, under the patronage of PM Salam, who is expected to speak.
  • Barbara (Jbeil coast), 4:00 PM: launch of "BaraTrain," described as Lebanon's first electric train.

CIS assessment: Expect traffic and security measures around these sites. No threat to them has been reported.


6. DOMESTIC WATCH ITEMS

  • Qleiaat airport (Akkar): Lebanon announced the first flight from Qleiaat (René Mouawad) airport will take place on November 15.
  • Cabinet: reappointed Bassam Badran as Lebanese University president on October 8, despite objections from several MPs citing a Constitutional Council ruling.
  • Electricity: Energy Minister Joe Saddi continues his boycott of Cabinet sessions; EDL says restarting the Zouk and Jiyeh plants could add about 1.5 hours of supply a day.
  • Hezbollah funding: following the Reuters report of $200 million from Iran for displaced people, Hezbollah's parliamentary bloc said a new phase of housing aid is about to begin.
  • Casualty toll: AFP, citing Health Ministry figures, says more than 4,300 people have been killed in Lebanon since March 2.

  • Bint Jbeil, Marjayoun, Hasbaya, Nabatieh and Tyre districts: follow Lebanese Army and Civil Defence instructions and act immediately on any evacuation notice. Three days without reported casualties does not make the border area safe; strikes and shelling continue daily.
  • Zawtar Gharbieh, Zawtar Sharqieh, Kfar Kila, Mansouri and Braasheet: stay away from bulldozers, demolition sites and military vehicles. Do not enter farmland or orchards near the line of Israeli positions.
  • Near Lebanese Army and UNIFIL positions: keep a clear distance. Activity close to these positions has increased this week.
  • Do not touch unfamiliar objects, wires or debris. Report them to the Army and move away.
  • Returning to inspect property: only with Army coordination or escort where offered.

The Index eases to 70 (HIGH). Lebanon has now had three days without reported civilian casualties, and the regional risk dropped after President Trump ruled out US strikes on Iran before November 3. The south has not calmed: a building was destroyed in Mansouri, homes were demolished in Kfar Kila, and Israeli bulldozers worked 50 metres from a Lebanese Army position in Zawtar Gharbieh. An Israeli officer died in south Lebanon on Thursday; reporting so far points to a vehicle accident, not an attack.

CIS sets the Index at 70/100 (HIGH) and holds posture at Level 5. The next dates to watch are the EU decision on October 12 and the Florida talks on October 20.
