BLUF — BOTTOM LINE UP FRONT

  • What happened: Israel's election produced no majority. With about half the vote counted on Wednesday morning, Netanyahu's bloc has 55 seats, Eisenkot's bloc 49 and the Arab parties 16, all well short of 61. Eisenkot says "the public chose change"; Netanyahu calls for a right-wing government. Final results are expected by Friday and will be certified on November 4. In Lebanon, overnight Oct 26–27 artillery and explosions in Khiam were the last incidents reported. No Oct 28 incident had been reported by 09:30. A Hezbollah official said the group "has not given, and will not give, guarantees" that it would stay out of a US/Israel–Iran war.
  • What it means: A long Israeli coalition period is now likely. A US source says the result "will not alter Israel's security fundamentals regarding Lebanon," foremost Hezbollah's disarmament. Expect no change on the ground and continued daily pressure in the south. The score eases to 72 on decay only.
  • What to do: Keep the current posture: stay away from the occupied strip, never touch metal objects, and harvest only with an Army escort. US citizens and US-linked organisations should note that the US Embassy in Beirut is on "restricted operations" with reduced staffing. There is no evacuation order anywhere in Lebanon.

Quick answer — Is Lebanon safe today (October 28, 2026)? The far south is HIGH risk (Nabatieh 72, South Lebanon 64, provisional), with daily Israeli shelling, strikes and demolitions; one civilian was injured by unexploded ordnance on October 26. Beirut is LOW (36); no evacuation order is in force. Baalbek-Hermel (30), Beqaa (29), Mount Lebanon (26), Keserwan-Jbeil (21) are LOW; North (17) and Akkar (16) are MINIMAL. No disruption at Beirut airport has been reported.

KEY DEVELOPMENTS

1. Israel: no majority, long coalition talks ahead

Facts / Reports:

  • Partial count (Ynet, Oct 28, 07:55; 51.5% of votes): Netanyahu bloc 55 · Eisenkot bloc 49 · Arab parties 16. By party: Likud 27, Yashar! (Eisenkot) 21, Joint List 12, Beyachad (Bennett) 11, Democrats 9, UTJ 9, Yisrael Beytenu 8, Shas 7, Otzma Yehudit 6, Religious Zionism–Zehut 6, Ra'am 4. Israel Hayom (07:15, under 50% counted) had 57–47. Exit polls on the night ranged from 51–51 to 52–49 — REPORTED (partial; will change).
  • Turnout: 77.7% at close (Central Elections Committee via the Jerusalem Post), the highest in decades — REPORTED.
  • Eisenkot: "The public chose change"; he says Netanyahu should step down and warned security chiefs, "Netanyahu, do not dare use security for political purposes." Netanyahu: called for a right-wing government; "Anyone who wants is welcome to join – without a rotation" — CONFIRMED (statements, as reported).
  • Next steps: about 600,000–650,000 double-envelope ballots (soldiers, diplomats, hospitals) are still to be counted, possibly into Friday; final certification on November 4; then President Herzog consults the factions. Options include a unity government, a minority government or repeat elections — REPORTED.

CIS Assessment: CIS expects no early change in Israeli policy toward Lebanon. A caretaker government in a long coalition fight tends to keep security policy on autopilot, and both blocs back the demand for Hezbollah's disarmament. The main risk is a security decision taken in a domestic political context, which Eisenkot himself warned against. (Analyst confidence: MODERATE.)

2. Hezbollah: "no guarantees"; Lebanese leaders warn of civil strife

Facts / Reports:

  • Hezbollah official (to al-Liwaa, Oct 26): "We have not given, and will not give, guarantees to anyone" about staying out of a war; the decision "depends on battlefield developments and Israeli actions" — REPORTED.
  • Sources close to Hezbollah (to Al-Hadath, Oct 27): Iran told Hezbollah it does not want the group to join any upcoming war because it "possesses the necessary capabilities"; Hezbollah "will not stand idly by if Israel crosses the current lines" — REPORTED (anonymous sources).
  • US source (to Nidaa al-Watan, Oct 26): the Israeli vote "will not alter Israel's security fundamentals regarding Lebanon -- foremost among them the disarmament of Hezbollah." The same report says Lebanon was told of a possible UN Security Council meeting in mid-November on the future of UN forces, in an "unfavorable" mood — REPORTED.
  • Gebran Bassil (Oct 27): "Netanyahu will be harsher after the elections if he wins"; "undermining the army is a prescription for civil war." Walid Jumblat (Oct 26): some parties and foreign diplomats want civil war — "No, I will not go" — and "Dialogue is the only solution." FM Rajji fears Hezbollah may be preparing for a new war at Iran's request — REPORTED.

CIS Assessment: The messages conflict: no guarantees, an Iranian request to stay out, and red lines tied to Israeli moves. Together they point to Hezbollah reacting to Israeli escalation rather than acting on its own. That keeps the main trigger in Israeli hands. Warnings about civil strife from three major leaders (Bassil, Jumblat, Gemayel) in 48 hours show how sensitive the internal climate is, though no street incidents have been reported. (Analyst confidence: MODERATE.)

3. Dahr al-Baidar: ISF hunting the escorts; 780 kg of explosives

Facts / Reports (MTV via Naharnet, Oct 27): the ISF Information Branch has identified three young Hezbollah members who escorted the explosives truck in a Kia car and fled toward Beirut after the truck was stopped at the Dahr al-Baidar checkpoint. The ISF "continues to pursue them." The driver and a companion, both Hezbollah members, were arrested at the checkpoint. Judicial officials say the truck carried 780 kg of explosives, including 250 kg of TNT and 250 kg of C-4 — REPORTED.

CIS Assessment: An active ISF manhunt for Hezbollah members is a potential flashpoint, and an arrest attempt could trigger an armed stand-off of the kind reported in Galerie Semaan. Internal stability: ELEVATED, with the tripwire marked PARTIAL. (Analyst confidence: MODERATE.)

4. South Lebanon: NNA corroborates Oct 25–26 incidents; Oct 27 quieter in reporting

Facts:

  • Oct 26 (NNA via Anadolu, published Oct 27): an Israeli drone dropped two bombs on a house between Shoukin and Mayfadoun, with no injuries; artillery on al-Sawwan (Mayfadoun outskirts); a strike on Mansouri; two large explosions in the al-Ruwais neighbourhood of Zawtar Sharqieh; an airstrike on the Qantara outskirts / Wadi Slouqi; and the Deir Kifa junction blast that injured a scrap-metal collector. This independently corroborates L'Orient Today's account.
  • Oct 25 (NNA via Shafaq News): strikes on Wadi Hujeir, Kfar Tibnit and Tallousa; a strike on the Braasheet nature reserve; large explosions in Houla and Yohmor al-Shaqif; and mock air raids over Akkar and Hermel on the northern border (aircraft noise, no bombardment).
  • Oct 27: dozens of artillery shells overnight and explosions in Khiam around midnight (L'Orient Today). No further incident located for Oct 27 daytime or evening, or for Oct 28 to 09:30.
  • Unverified: an image shared on X and cited by Antiwar.com shows olive trees in Marjayoun said to be destroyed by white phosphorus. CIS could not verify the image, its date or the munition — UNVERIFIED.

CIS Assessment: Corroboration by NNA raises confidence in the Oct 25–26 picture. The Deir Kifa injury is now CORROBORATED. The Akkar–Hermel overflights are the first reported military air activity over the northern border in this period; they are logged but not scored. (Analyst confidence: MODERATE.)

5. UNIFIL and the US footprint

Facts / Reports:

  • President Aoun warned that "any vacuum in the South as a result of UNIFIL's departure could have negative repercussions," asked that UNIFIL keep operating through its final year, and said Lebanon would welcome a European force coordinated with the UN if an extension is refused. He said "Israel has not abided by the agreement reached in the negotiations in Washington" — CONFIRMED (statements, Naharnet).
  • US Embassy Beirut: the State Department has placed the embassies in Lebanon, Jordan, Qatar and the UAE on "restricted operations" with reduced staffing; they remain open. In Saudi Arabia, nonessential staff were ordered to leave. The DNI memo says Iran "has substantially increased efforts to target U.S. personnel" — REPORTED (Naharnet, Oct 24).

CIS Assessment: The US embassy posture matters for US-linked organisations' duty-of-care decisions in Lebanon. Correction: earlier editions mentioned only the Saudi drawdown. (Analyst confidence: HIGH on the embassy posture.)

6. Region: Houthis hit Riyadh targets, call Egypt's move a "declaration of war"

Facts / Reports: the Houthis claimed an attack on the Saudi Defence Ministry in Riyadh and an oil refinery (Oct 27); they called Egypt's parliamentary authorisation of support for Saudi Arabia a "declaration of war." Saudi Crown Prince Mohammed bin Salman reviewed the Tehran talks with his cabinet; Iran called the talks with the Mecca-pact countries "very good." Iran's president said many Iranians are "struggling for food as war bites" — REPORTED (Naharnet, AFP).

CIS Assessment: The Gulf war is widening (Egypt) even as diplomacy deepens (Tehran talks). Regional spillover: SEVERE (unscored). (Analyst confidence: MODERATE.)

72-HOUR OUTLOOK (UNSCORED — estimative) · Oct 28–30

  • Most likely (likely): the daily pattern of strikes, shelling and demolitions resumes in reporting today, with Nabatieh back in the 72–74 range; Israeli coalition manoeuvring with no policy change on Lebanon.
  • Alternative (roughly even chance): an ISF arrest attempt on the Dahr al-Baidar escorts produces a tense stand-off without casualties.
  • Escalation case (unlikely, high impact): a US strike on Iran in the post-election window, testing Hezbollah's "current lines."
  • Civilian risk: further UXO incidents likely as residents return to fields after the harvest season.

SECTOR ADVISORIES

Residents — all of the south: don't touch, move or collect metal objects; keep children away from damaged buildings; report suspicious items to the Army. Residents — Nabatieh belt and Marjayoun: the most active areas of the week; avoid the edges of the occupied strip and demolition sites. Residents — Akkar and Hermel border areas: low-flying aircraft were reported on Oct 25; no strikes; normal activity with awareness. Residents — Beirut's southern suburbs: no evacuation order; keep the family plan current during the Israeli coalition period. Businesses & NGOs: US-linked organisations should review duty-of-care triggers in light of the US Embassy's restricted operations; keep backup connectivity (Ogero strike) and backup power and water (Nov 2). Travellers: no disruption at Beirut airport reported; Gulf routes remain disruption-prone. Site security: brief guards on UXO awareness and on avoiding involvement in any security-forces operation near sites.

L'Orient Today.
