BLUF — BOTTOM LINE UP FRONT

  • What happened: On Nov 1, Israeli forces set off a powerful explosion in Qantara, shelled Wadi Hujeir toward Touline, and struck and shelled the outskirts of Aita al-Jabal toward Beit Yahoun. Warplanes staged mock raids over the south in the evening. No casualties were reported. Late reports for Oct 31 add two drones exploding inside two houses in Mayfadoun and a mosque targeted in al-Amriyeh (Tyre). In Beirut, President Aoun does not trust Hezbollah's new assurance that it will stay out of a US–Iran war (Asharq al-Awsat).
  • What it means: Nov 1 is confirmed at 73: less air activity than Oct 31, but steady demolitions and shelling. No civilian has been reported killed or injured for seven days. The south is not calmer, though: the pattern is destruction of homes and land, not strikes on people. The main risk now comes from outside Lebanon. The US votes tomorrow, Trump says one or two Iranian sites remain, and Iran's leader has ordered an "unrestricted" response to any attack.
  • What to do: Treat Nov 3–5 as a watch window. Keep phones charged and fuel, cash and medicines topped up. Stay away from the strip. Public bodies with power arrears face EDL cuts from today; check generator fuel. Organisations: your Nov 3–10 plan should be live, with staff locations confirmed each morning.

Quick answer — Is Lebanon safe today (November 2, 2026)? The far south is HIGH risk (Nabatieh 72, South Lebanon 64, provisional): daily blasts and shelling, but no reported civilian casualties in 7 days. Beirut is LOW (36); no evacuation order. Baalbek-Hermel (30), Beqaa (29), Mount Lebanon (26), Keserwan-Jbeil (21) are LOW; North (17) and Akkar (16) MINIMAL. No disruption at Beirut airport has been reported. Risk may rise after the US vote on Nov 3.

KEY DEVELOPMENTS

1. South Lebanon: blasts and shelling, no casualties

Facts / Reports:

  • Nov 1 (NNA via Sada El Balad, Beirut 24): Israeli forces carried out a violent explosion in Qantara (afternoon); heavy artillery on Wadi Hujeir toward Touline (evening); a strike on the outskirts of Aita al-Jabal toward Beit Yahoun (evening); warplanes staged mock raids over the south — REPORTED.
  • NNA (via Sunday Guardian): shelling of the outskirts of Aita al-Jabal on Nov 1 — REPORTED.
  • No casualties reported. The Israeli army has not commented.

CIS Assessment: Nov 1 is quieter in the air than Oct 31 but keeps the week's pattern: demolitions and shelling around Qantara, Wadi Hujeir and the Bint Jbeil villages. (Analyst confidence: MODERATE.)

2. Late reports for October 31

  • NNA (via Al-Kofiya): two Israeli drones exploded inside two houses in Mayfadoun — REPORTED.
  • NNA (via SANA): in the evening, a mosque was targeted in al-Amriyeh, south of Tyre; an explosion in Khiam followed by machine-gun fire; an explosion in Wadi al-Ghadir between Srobbine and Hariss; Merkava tank fire on the outskirts of Srobbine; shelling of Houla — REPORTED.
  • NNA (via Sarmad): an air strike on the outskirts of Hadatha; an Israeli force advanced toward Wadi Shebaa while the army continued building a military road there — REPORTED.
  • No casualties reported. These reports support the Oct 31 final score of 74; no further revision.

CIS Assessment: Drones exploding inside homes and a strike on a mosque raise the civilian hazard even without casualties. The advance toward Wadi Shebaa and the new road match the outpost-road reports of Oct 31. (Analyst confidence: MODERATE.)

3. Aoun does not trust Hezbollah's assurances

  • Asharq al-Awsat (via Naharnet): Hezbollah has given new assurances that it will stay out of any US–Iran–Israel confrontation. President Aoun is wary: the party gave "similar assurances prior to the second round of the war last March" and reversed them after Khamenei was killed. Aoun is treating a "timid dialogue" with Hezbollah as "testing the tested" — REPORTED.
  • US Secretary of State Rubio warned Aoun by phone that "Hezbollah's entry into the confrontation would have devastating consequences" (as reported) — REPORTED.

CIS Assessment: The assurance lowers the chance that Hezbollah opens fire first if the US strikes Iran. But Hezbollah gave the same assurance before March, so CIS does not lower the Escalation indicator. (Analyst confidence: MODERATE.)

4. Iran: one day before the US vote

  • Trump (AFP via Naharnet): "We've knocked out their nuclear. We still have to take care of, I would say, one or two sites," naming "Pickaxe Mountain." He is in no rush, and the talks are progressing. Rubio: no decision on new strikes has been made — REPORTED.
  • Trump (Times of Israel): the war will end "one way or the other"; "at some point we're going to have to give them the hammer." The Atlantic reports he is weighing who to blame for failing to end the war, and that a new operation could come soon after the midterms — REPORTED.
  • Mojtaba Khamenei: "Any level or type of threat must be met with an immediate, impactful and geographically unrestricted response"; in his first reported meeting with commanders he ordered a wider target list. Rezaei on Vance's letter: "I haven't yet responded. Their tone has completely changed" — REPORTED.
  • UAE (Gargash): "We're hoping that there is a diplomatic breakthrough," but the UAE is "braced for the worst" — REPORTED.
  • UKMTO (via ToI): a tanker was hit by two unidentified projectiles about 72 nautical miles east of Ras al-Khafji (Saudi Arabia); no crew missing — REPORTED, attribution UNVERIFIED.

5. Israel: coalition talks begin

  • Kan (via ToI): Liberman met Eisenkot but would not commit to recommending him; he also met Lapid and wants Oded Forer as Knesset speaker. Netanyahu's associates told Eisenkot there will be no unity talks if Speaker Amir Ohana is replaced. Herzog hears party nominations on Wednesday — REPORTED.

6. Power cuts to public bodies start today

  • EDL cuts to public bodies with unpaid bills were scheduled from November 2 (earlier editions). CIS has not found a new statement confirming or postponing them — REPORTED (schedule), status UNVERIFIED.

72-HOUR OUTLOOK (UNSCORED — estimative) · Nov 2–4

  • Most likely (likely): blasts, shelling and demolitions continue in the south; Nabatieh 72–74.
  • Alternative (roughly even chance): a sharp rise in Israeli air activity and drone flights over Beirut around the US vote, without a strike on Dahiyeh.
  • Escalation case (unlikely, but rising from Nov 4): a US strike on Iran, followed by Iranian retaliation in the Gulf and pressure on Hezbollah to respond. CIS would expect Israeli strikes outside the security zone if Hezbollah fires.

Compilation notes: Editorial checks matched each cited report to its source link; other outlets confirm the shelling of Aita al-Jabal on November 1 (Sunday Guardian, citing NNA), Asharq al-Awsat's report that Aoun is wary of Hezbollah's assurances, Trump's remark that "one or two" Iranian sites remain and Rubio's statement that no decision has been made (RFE/RL, AFP), and the UKMTO report of a tanker hit by two projectiles east of Ras al-Khafji. The Qantara explosion rests on NNA material relayed by Sada El Balad and Beirut 24.
