BLUF — BOTTOM LINE UP FRONT

  • What happened: On Oct 31, Israeli jets struck four areas: between Nabatieh al-Fawqa and Kfar Tibnit, the outskirts of Baraachit, between Adshit al-Qusayr and Taybeh, and Mansouri (Tyre). Troops carried out a detonation in Tallousa and a large explosion in Baraachit in the evening. Artillery hit Beit Yahoun and Mayfadoun–Zawtar Sharqieh, and machine guns fired from Khiam toward farmland in Ibl al-Saqi. Israeli drones flew low over Beirut's southern suburbs from the morning, and over Tyre and the Litani at Qasmiyeh. No casualties were reported. In Beirut, Hezbollah signalled it will not escalate over the charges against 13 people in the explosives case.
  • What it means: October 31 is revised up to 74, the joint highest in seven days, because air strikes returned after two days dominated by artillery and demolitions. The drones over Dahiyeh are surveillance, not attacks, and do not change Beirut's score. They do show that Israel is watching the capital as the Nov 3–4 US decision window on Iran opens.
  • What to do: Stay off open roads near Kfar Tibnit, Baraachit and Taybeh. In Tyre and along the Litani, limit movement after dark. In Dahiyeh there is no evacuation order; know your exit route. Organisations: today is the deadline — activate the Nov 3–10 plan.

Quick answer — Is Lebanon safe today (November 1, 2026)? The far south is HIGH risk (Nabatieh 73, South Lebanon 65, provisional): air strikes resumed on Oct 31. Beirut is LOW (36) despite drone flights over the southern suburbs; no evacuation order. Baalbek-Hermel (30), Beqaa (29), Mount Lebanon (26), Keserwan-Jbeil (21) are LOW; North (17) and Akkar (16) MINIMAL. No disruption at Beirut airport has been reported.

KEY DEVELOPMENTS

1. Air strikes return to four areas

Facts / Reports:

  • NNA (via Anadolu, Bernama): on the morning of Oct 31, Israeli warplanes struck between Nabatieh al-Fawqa and Kfar Tibnit, the outskirts of Baraachit (Bint Jbeil), and between Adshit al-Qusayr and Taybeh (Marjayoun). Troops carried out an explosion in Tallousa, and machine guns fired from the direction of Khiam toward farmland in Ibl al-Saqi — CORROBORATED (Anadolu and Middle East Eye both relay NNA; AFP photographed smoke over Kfar Tibnit).
  • NNA (via Middle East Eye): in the evening, a large explosion in Baraachit; artillery on Beit Yahoun and between Zawtar Sharqieh and Mayfadoun — REPORTED.
  • No casualties reported. The Israeli army has not commented.

CIS Assessment: Air strikes in four separate areas in one morning is the most air activity this week. Kfar Tibnit has now been hit from the air on Oct 29 and Oct 31. CIS reads this as continued pressure on targets north of the strip, not a new campaign. (Analyst confidence: MODERATE.)

2. Mansouri struck; drones over Tyre and Dahiyeh

  • NNA (via Middle East Eye): an Israeli air strike on Mansouri, two days after explosive drones blew up over the town; warplanes flew low over Tyre, staging mock raids — REPORTED.
  • NNA (via Anadolu): drones flew low over Tyre and nearby towns, reaching both banks of the Litani at Qasmiyeh — REPORTED.
  • Anadolu correspondent: Israeli drones flew over Beirut's southern suburbs from the morning — REPORTED. No strike or warning followed.

CIS Assessment: CIS does not score overflights. But drones over Dahiyeh in the days before the US decision window are a signal to watch: if Israel strikes Iran's allies in parallel with any US strike, Dahiyeh is the most likely target outside the south. The "Strike on Beirut's southern suburbs" tripwire stays NOT MET. (Analyst confidence: LOW.)

3. Israel building roads between its outposts

  • NNA (via Middle East Eye): alongside demolitions, the Israeli army is building several roads through mountains and valleys in western and central south Lebanon to connect the outposts it set up — REPORTED. No names, lengths or dates were given.

CIS Assessment: Roads linking outposts point to a longer stay, not a short operation. This fits the demolitions and house burnings of the past week and works against Lebanon's demand for withdrawal. (Analyst confidence: MODERATE.)

4. Explosives case: Hezbollah "won't escalate"

  • Al-Akhbar (via Naharnet): political sources say Hezbollah will not escalate over the charges and decided to "give political contacts a chance" — REPORTED.
  • MP Hussein Hajj Hassan called the charges "unfair and unjust", saying the suspects were "performing a national duty in defense of their country" — REPORTED.
  • Naharnet: two defendants are in custody and 11 were charged in absentia, five of them known only by noms de guerre — REPORTED.

CIS Assessment: De-escalation lowers the short-term risk of street tension over the case. The underlying dispute (Judicial Council referral, the explosives' fate, US pressure) is unresolved. Internal stability stays ELEVATED. (Analyst confidence: MODERATE.)

5. The Wadi Hujeir missing-person report

  • On Oct 30, NNA reported lost contact with a young man from Rab Thalathine who walked from Wadi Hujeir toward Qantara (Oct 31 edition).
  • Al-Jadeed (headlines relayed by Elnashra): a teenager returned to his town after entering occupied Qantara "yesterday" with two young men and losing contact — REPORTED. CIS could not open the full article and cannot confirm this is the same person — status UNVERIFIED. The Oct 31 "1 missing" count is withdrawn pending confirmation (see Corrections).

6. Iran: "positive" talks and harder warnings

  • Al-Arabiya (via Naharnet): Iran is studying VP Vance's proposals, the atmosphere is "positive" and committees have been formed; the letter set out "general principles", and no date has been set for a new round. Tehran wants guarantees of a permanent end to the war in return for reopening Hormuz — REPORTED.
  • Times of Israel: a senior Iranian official said there will be no nuclear talks or reopening of Hormuz until the US accepts Iran's demands. Gulf officials told MSNOW the US warned of possible strikes as early as Nov 4. A White House official: Trump "keeps all options on the table" — REPORTED.
  • Iran's army (AFP via Naharnet): a new US attack means "the flames of war will undoubtedly engulf a much wider geographical area." Supreme Leader Mojtaba Khamenei ordered forces to update target lists covering US and Israeli assets (ToI) — REPORTED.
  • Fars / state TV: an "enemy" drone attacked two fishing boats off Qeshm Island; two fishermen were wounded and two missing, later found. Iran blames the US; AFP asked CENTCOM — REPORTED, attribution UNVERIFIED.

7. Israel: opposition looks for a way to govern

  • Times of Israel: rallies called for a Jewish-Arab government: opposition and Arab-led parties hold 67 seats together, but Jewish opposition leaders had said they would not rely on the Arab parties. Opposition parties are reportedly weighing direct election of the prime minister to form a minority government. Eisenkot vowed to use the Knesset majority quickly. Liberman says he is not interested in being speaker — REPORTED.
