Reporting published later on October 7 confirms several: the Haddatha incursion, the small-arms fire on the UNIFIL position near Kfar Shuba, strikes on Wadi Slouqi and Mansouri, and shelling of Nabatieh Fawqa, Kfar Tibnit, Arnoun and Wadi Zebqine. CIS has logged them under their October 7 Beirut date. Under the revision protocol, the October 7 published figure (71) is flagged for review; any change will be recorded in the archive and the correction register. Today's trend is calculated against the October 7 figure as published.


⛔ EXECUTIVE SUMMARY — THURSDAY, OCTOBER 8, 2026 (WAR DAY 221)

1. UNIFIL POSITION NEAR KFAR SHUBA HIT BY SMALL-ARMS FIRE

UNIFIL said one of its positions near Kfar Shuba (Hasbaya district, Nabatieh governorate) was hit by "several rounds of small-arms fire" on Wednesday morning, October 7. Most rounds struck the perimeter wall; some hit accommodation units and vehicles inside the base. No one was injured. Peacekeepers took shelter after the first shots. UNIFIL called the continued shooting at "a clearly identified UNIFIL position" "unacceptable," described it as deliberate and opened an investigation. UNIFIL did not say who fired. L'Orient Today's correspondent separately reported Israeli fire toward Kfar Shuba from the Roueisat al-Alam position during the day.

CIS assessment: Fire on a marked peacekeeping position is a significant incident even without casualties. It comes one day after the October 6 Kfar Shuba incursion, which makes the Kfar Shuba–Shebaa edge one of the most active points on the Blue Line this week. Scored as a verified incident with no casualties; the shooter's identity is not confirmed and is not scored.


2. THE GROUND: HADDATHA INCURSION, STRIKES OVERNIGHT

Wednesday, October 7:

  • Haddatha (Bint Jbeil): Israeli troops moved into the village (L'Orient Today).
  • Wadi Slouqi (between the Marjayoun and Bint Jbeil districts): two airstrikes overnight from Tuesday into Wednesday.
  • Shelling: Wadi Zebqine and Mansouri (Tyre), Kfar Tibnit, Nabatieh Fawqa and Arnoun (Nabatieh), Kounin (Bint Jbeil); machine-gun fire near Shebaa.
  • Mansouri (Tyre): repeated airstrikes until dawn, plus a detonation (demolition) carried out by Israeli forces.
  • Yater (Bint Jbeil): a drone followed residents near their homes.
  • Movements: Israeli military vehicles seen in Srebbine and Beit Lif (Bint Jbeil); troop movements in Taybeh (Marjayoun); a new road dug near Zawtar Sharqieh (Nabatieh).

Thursday, October 8 (overnight and morning):

  • Airstrikes: a series of strikes on Wadi Slouqi and on Kfar Tibnit (Nabatieh).
  • Artillery: mainly between Haddatha and Hariss (Bint Jbeil) and in Wadi Zebqine (Tyre).
  • Strikes and machine-gun fire: Haddatha, Srebbine and Aita al-Jabal (Bint Jbeil).
  • Nabatieh district: a Merkava tank positioned in Zawtar Sharqieh fired shells at Nabatieh Fawqa; artillery hit Nabatieh Fawqa, the Debshe area above Kfar Roummane, and Mayfadoun.

No casualties were reported in these incidents in the sources CIS reviewed.

An unnamed Israeli military source told Sky News Arabia that Israeli forces would stay in south Lebanon "for years" and that residents would not return "for years." This is an anonymous media statement, not an official policy announcement; CIS records it as context and does not score it. Separately, the Israeli military said on October 7 that it had struck 28,000 targets in Lebanon and Syria since October 7, 2023.

CIS assessment: The pattern is unchanged: daily strikes, shelling, demolitions and short incursions across the Bint Jbeil, Marjayoun, Hasbaya, Nabatieh and Tyre districts. The absence of casualties over two days is a positive, but activity levels have not fallen.


3. DIPLOMACY: KALLAS IN BEIRUT, SALAM MEETS US DELEGATION, FLORIDA TALKS AHEAD

  • EU: EU foreign policy chief Kaja Kallas met President Joseph Aoun at Baabda and Speaker Nabih Berri. She said the EU is willing to support the Lebanese Army and civil society. Aoun welcomed EU efforts to avoid a security vacuum after UNIFIL's mandate ends; Aoun and Berri both stressed the need for an alternative to UNIFIL.
  • US: Prime Minister Nawaf Salam met US Senator James Lankford and US Ambassador Michel Issa on the south and the Israel–Lebanon framework agreement. Salam called for a clear timetable of reciprocal commitments, a verification mechanism, continued US support for the Army, and support for return and reconstruction.
  • Talks: Lebanon–Israel talks are reported to resume on October 20 in Florida. Asharq al-Awsat, citing an unnamed ministerial source (via Naharnet), reported that Lebanon will seek a ceasefire, the release of Lebanese detainees, Israeli withdrawal from towns near Beaufort (al-Shaqif) Castle so the Army can deploy, an end to demolitions along the "Yellow Line," and a UN-backed force to follow UNIFIL. This is unconfirmed officially.
  • State authority: On October 7, Salam said decisions on war, peace and national security cannot be taken outside constitutional institutions.

CIS assessment: Diplomatic activity is dense ahead of October 20, and UNIFIL's succession is now a lead topic for Lebanese and European officials. None of this changes conditions on the ground yet.


4. ANNIVERSARIES: OCTOBER 7 AND OCTOBER 8

October 7 marked three years since the 2023 Hamas attack; Hezbollah issued a statement calling it a "legitimate act of resistance," criticizing regional leaders' "silence" toward Israel and saying the situation "remains open to developments" beyond Gaza. The statement announced no military action. Today, October 8, is the third anniversary of Hezbollah opening its "support front" in south Lebanon (October 8, 2023). No Lebanon-specific security alert has been reported.

CIS assessment: Anniversary dates bring heavier rhetoric and can bring precautionary measures. CIS has seen no operational change linked to them.


5. REGIONAL WATCH

  • US–Iran: Axios reports the Pentagon asked CENTCOM to "finalize preparations" for possible renewed strikes on Iran, potentially joint with Israel; a Pentagon official said no date has been set. US Vice President J.D. Vance said only Iranian concessions on nuclear enrichment would open the way to a truce. Iran's IRGC announced steps to tighten control of the Strait of Hormuz. Iran said the first foreign-airline flight since the war began has landed. This follows Qatar's October 6 statement that message exchanges were continuing.
  • Saudi Arabia–Yemen: Saudi civil aviation reported 3 killed and dozens injured in Houthi-claimed attacks on Riyadh and Abha airports on October 7. On October 8, Houthi missiles again targeted Riyadh; interception debris damaged a kindergarten and a medical complex, with no casualties reported. Some flights were delayed or cancelled.
  • Hezbollah funding: Reuters, citing sources, reported Hezbollah received $200 million from Iran for displaced people; L'Orient Today reports Washington denied the allegation. Unverified; not scored.

CIS assessment: Renewed US–Iran hostilities would be the single largest external risk to Lebanon's score. CIS does not score this report, but it is the top regional item to watch this week. Travelers using Gulf connections should check flight status before departure.


6. DOMESTIC WATCH ITEMS

  • Arsal (Baalbek-Hermel): the Lebanese Army seized nearly 5 tons of metals and tobacco after an exchange of fire with smugglers on October 7. Syrian authorities reported a similar interception and exchange of fire on their side. No casualties reported.
  • Cabinet: met on October 8 at Baabda and renewed Bassam Badran's term as Lebanese University president; several MPs objected.
  • Electricity: Energy Minister Joe Saddi is boycotting Cabinet sessions over the electricity file; EDL says restarting the Zouk and Jiyeh plants could add about 1.5 hours of supply a day for about six weeks.
  • Economy: PM Salam said the economy is expected to contract 6.4%.
