INDEX LEVEL: 🟠 HIGH — RISING OVERALL INDEX: 77/100 (National Alert Level = highest governorate score: Nabatieh) TREND: ⬆️ RISING — up 2 points from 75 (HIGH) on October 11. Edgard Jillo, an Internal Security Forces officer who also farmed his land, was killed by a landmine on Monday morning while inspecting his land on the outskirts of Ain Ibl (Bint Jbeil). That makes three deaths in the Bint Jbeil district in two days, after the Yater and Froun deaths on Sunday. On the ground, two Israeli Merkava tanks and about 30 soldiers moved from the Rouweissat al-Alam hill into eastern Kfar Shuba (Hasbaya), deploying in Shmeis with automatic gunfire. Israeli forces set homes on fire in Khiam, and a drone struck Kfar Tibnit. Nabatieh rises to 77. South Lebanon eases 1 point to 67. Baalbek-Hermel falls back into LOW (40) as the October 9 strike decays.

Seven-day reading: the national level has moved from 72 to 77 in a week, driven entirely by the Nabatieh governorate. The pattern changed on October 11, from damage without casualties to fatal incidents involving people working their land.

⛔ EXECUTIVE SUMMARY — MONDAY, OCTOBER 12, 2026 (WAR DAY 225)

1. LANDMINE KILLS A MAN INSPECTING HIS LAND IN AIN IBL

Edgard Jillo was killed by a landmine explosion on Monday morning while inspecting his land on the outskirts of Ain Ibl (Bint Jbeil district), according to Ayoub Khoreish, head of the local municipal council (L'Orient Today). He was an Internal Security Forces officer and also a farmer. Who laid the mine and when was not reported.

CIS coding: The ISF is a domestic police force, not a party to the conflict, and Mr. Jillo was on his own land. CIS codes the death as a non-combatant death. The device is coded as a landmine of unconfirmed origin.

CIS assessment: With Sunday's deaths in Yater (artillery) and Froun (exploding munition), this is the third death in two days among people working or checking their land in the Bint Jbeil district. The olive harvest and the return of residents to inspect property are bringing people into contaminated and exposed areas.

2. ISRAELI ARMOR MOVES INTO EASTERN KFAR SHUBA; HOMES BURNED IN KHIAM

Sunday night (October 11–12):

• Artillery: Wadi Slouqi and Khiam (Marjayoun); Mansouri and Wadi Zebqine (Tyre); Braasheet and Beit Yahoun (Bint Jbeil).
• Braasheet: a Merkava fired two missiles; tanks were seen in Haddatha.
• Nabatieh district: five shells between Zawtar Sharqieh and Mayfadoun, in Nabatieh Fawqa and in Dohat Kfar Roummane.

Monday morning, October 12:

• Kfar Shuba (Hasbaya): two Merkava tanks and about 30 soldiers left the Rouweissat al-Alam hill for the Shaab al-Hafour area of eastern Kfar Shuba, then deployed in Shmeis, with automatic gunfire on the eastern part of the village.
• Khiam (Marjayoun): Israeli forces set homes on fire.
• Kfar Tibnit (Nabatieh): Israeli drone strike.
• Artillery: al-Areesh (Hariss, Bint Jbeil), the outskirts of Kfar Shuba, Wadi Slouqi, the Halta area (Hasbaya), and heavy fire on Mansouri (Tyre).
• Machine-gun fire: Zawtar Sharqieh.
• Israeli army alerts: the army said it launched an interceptor at a "suspicious aerial target" over south Lebanon on Monday morning, after a similar alert on Sunday evening. No origin was given and no attack has been claimed. Logged; not scored.

CIS assessment: The move of armor and troops into eastern Kfar Shuba is the third serious incident in the Kfar Shuba area in a week, after the October 6 incursion and the October 7 fire on a UNIFIL post. Residents of the Kfar Shuba–Shebaa edge should treat the area as active.

3. DAHR AL-BAIDAR: SALAM PROMISES A FULL INVESTIGATION

Prime Minister Nawaf Salam said the explosives case will face "no leniency and no laxity." He said the government will "show no complacency in following up and deepening the investigation" and will "identify all the perpetrators of this criminal operation as well as those who ordered it." He added that the government "will not tolerate any infringement on the security, integrity and stability of the country," and called on "all Lebanese to have confidence" in the state.

L'Orient Today reports the truck was traveling from the Bekaa toward Greater Beirut. Samir Geagea described the case as "the most dangerous in years" (L'Orient Today interview). Hezbollah has issued no statement. L'Orient Today also published an analysis, citing unnamed sources, that Hezbollah is upgrading drones, fortifying positions and recruiting. These claims are unverified and not scored.

CIS assessment: The Prime Minister's language signals that the case will be pursued at the highest level. CIS will track any charges or further arrests. The case does not change today's scores.

4. EU DECISION AND UNIFIL

• EU: foreign ministers were expected to approve an EU training mission for the Lebanese Army today, October 12. The outcome had not been reported at compile time.
• UNIFIL: following the request by eight MPs for a review of Resolution 2790 (2025), UNIFIL's mandate is still set to end on December 31, 2026 (80 days).
• Talks: Lebanon–Israel talks are reported to resume on October 20 in Florida.

5. REGIONAL: SAUDI AIRPORTS UNDER ATTACK

• Riyadh: King Khalid International Airport cancelled 99.7% of flights on Sunday and is expected to cancel about 60% on Monday (Cirium, via Reuters). Its closure was extended until 21:00 GMT Monday (Flightradar24). Sunday's strike on Terminal 4 killed one person, a Pakistani resident, and wounded 11. An Indian citizen died on Sunday of wounds from Saturday's strike, which killed 12–13 people and wounded 309.
• Other Saudi sites: a projectile was reported near Dammam airport and a drone shot down there; a ballistic missile aimed at Khamis Mushait was intercepted early Monday.
• Embassy warnings: the US, Canadian, German and Spanish embassies told citizens to avoid Riyadh airport; Australia urged citizens in Saudi Arabia to "shelter in place."
• Markets: oil fell after President Trump announced an "energy ceasefire" between Russia and Ukraine — Brent at $103.48, WTI at $90.50 (AFP, early Monday). Russia had not confirmed it.
• Iran: Israel's Maariv reported discussions on a possible future attack on Iran; Trump has said there will be no US attack before November 3. Hormuz transits are at a two-month low after a week of tanker attacks.
