WAR DAY 226 · TRUCE DAY 116 · October 13, 2026
INDEX LEVEL: 🟠 HIGH — EASING OVERALL INDEX: 75/100 (National Alert Level = highest governorate score: Nabatieh) TREND: ↘️ EASING — down 2 points from 77 (HIGH) on October 12. The three deaths of October 11–12 in the Bint Jbeil district (Yater, Froun, Ain Ibl) remain in the scoring window and keep Nabatieh at 75, the national level. CIS has not located reports of new casualties since Monday morning's Ain Ibl landmine, and the scores ease as those incidents begin to decay. At compile time (late morning, Beirut), CIS had not located a detailed ground report for October 13; the ground picture below runs to Monday and should be read as a baseline, not as confirmation of a quiet morning. Elsewhere, the Army seized about 200 kg of explosives being smuggled by mule from Syria in Qasr-Hermel, and the EU approved a three-year support mission for the Army and ISF.
Quick answer — Is Lebanon safe today (October 13, 2026)? The far south remains dangerous: Nabatieh (75) and South Lebanon (65) are HIGH, and three people were killed on their land in two days. Do not enter fields or orchards near the border without Lebanese Army coordination. Baalbek-Hermel (40), Beirut (38), Beqaa (31), Mount Lebanon (26) and Keserwan-Jbeil (21) are LOW; North (17) and Akkar (16) are MINIMAL. Rafic Hariri International Airport is operating. Riyadh airport is closed until October 17 — MEA has changed its schedule.
📌 CORRECTION — DAHR AL-BAIDAR DATE
Justice Minister Adel Nassar and a security source quoted by L'Orient Today now consistently date the Dahr al-Baidar interception to October 5, not October 10 as first reported. CIS has re-dated the incident to October 5. As a result:
- the incident falls outside the seven-day scoring window from today;
- the Beqaa scores published on October 11 (33) and October 12 (32), and the Mount Lebanon score published on October 10 (27), were overstated by 1–2 points and are flagged for revision;
- the national level on all those dates is unaffected (Nabatieh was the highest governorate throughout).
The correction is logged in the correction register. The October 7 figure also remains under revision review.

⛔ EXECUTIVE SUMMARY — TUESDAY, OCTOBER 13, 2026 (WAR DAY 226)
1. EU APPROVES A THREE-YEAR SUPPORT MISSION FOR LEBANON
On Monday, the Council of the EU approved a support mission for Lebanon with an initial three-year mandate (L'Orient Today). Its task is "advising and supporting the Lebanese Army and the Internal Security Forces" to "strengthen territorial control, border security, and internal security."
- Military component: advice and training on land-border control, surveillance, intelligence, reconnaissance, counter-smuggling and operational coordination.
- Civilian component: ISF training on cybercrime, counter-smuggling and port security.
- Size: around 150 personnel (L'Orient Today recap).
- Scope: the EU says the mission will not replace UNIFIL and will not be limited to the south.
- Timing: launch requires a further Council decision; EU foreign policy chief Kaja Kallas hopes it "will be ready to work on the ground within two months." She called it "Europe … investing in the future of Lebanon."
CIS assessment: The mission is a medium-term positive for border control and counter-smuggling, the area where this week's seizures show the most activity. It is small and advisory, and does not fill the gap left by UNIFIL, whose mandate ends in 79 days.
2. EXPLOSIVES: NEW SEIZURE IN HERMEL, COURT OF JUSTICE SOUGHT FOR DAHR AL-BAIDAR
Qasr-Hermel (Baalbek-Hermel), October 12: The Lebanese Army seized about 200 kg of explosive material in bags carried by mules from Syria. The smugglers fled back across the border; coordination is under way to identify them. A security source told L'Orient-Le Jour this is not linked to the Dahr al-Baidar case. This is the second explosives or weapons interception on the Hermel border in five days, after rockets and about 24 kg of TNT were stopped on October 9.
Dahr al-Baidar case: Justice Minister Adel Nassar said on MTV that the explosives were being moved from the Bekaa "toward the southern suburbs of Beirut," that they could blow up a whole neighborhood, and that storing them in a populated area is a crime. He asked for the case to be referred to the Court of Justice, a special court for crimes against state security whose rulings cannot be appealed, and said no one would obstruct the investigation. Two Hezbollah-linked suspects are to be questioned again by the courts (security source). Hezbollah MP Ibrahim Moussawi rejected any involvement in preparing attacks, while defending the "resistance's" right to self-defense. Experts quoted by L'Orient Today compared the explosives to types used in past assassinations — an assessment, not a finding.
CIS assessment: Two large explosives interceptions in a week — one on a main highway toward Beirut, one on the Syrian border — show both an active supply flow and active enforcement. The Qasr-Hermel seizure is scored as a low-weight incident in Baalbek-Hermel. Suspects' affiliations, the intended use and the experts' comparisons are not scored.
3. THE SOUTH: THREE DEATHS IN TWO DAYS, PM SPEAKS OUT
Recap of the fatal incidents in the scoring window (all Bint Jbeil district, Nabatieh governorate):
| Date | Place | Victim | Cause |
|---|---|---|---|
| Sun Oct 11 | Froun | Man (name not published) | Exploding munition in an olive field |
| Sun Oct 11 | Near Yater | Retired soldier (name not published) | Israeli artillery fire while harvesting olives |
| Mon Oct 12 | Ain Ibl | Edgard Jillo, ISF officer and farmer | Landmine while inspecting his land |
Prime Minister Nawaf Salam condemned the ongoing threat from Israeli strikes and explosive remnants of war, saying residents "have the right to live safely in their villages."
Most recent detailed ground report (Monday, October 12): two Merkava tanks and about 30 soldiers deployed in eastern Kfar Shuba (Shmeis); homes set on fire in Khiam; a drone strike on Kfar Tibnit; artillery on Hariss, Kfar Shuba's outskirts, Wadi Slouqi, Halta and Mansouri; machine-gun fire on Zawtar Sharqieh. The Israeli army reported launching an interceptor at a "suspicious aerial target" over south Lebanon on Sunday evening and Monday morning — origin not given, not scored.
Across the border: On Monday, a high-school student was killed and about 20 people injured when a group of students and teachers on a school hike set off an unexploded munition near Neot Mordechai in northern Israel, opposite Mais al-Jabal. Israeli police said the munition's type and origin are not known. Defense Minister Israel Katz announced an investigation. CIS scores Lebanon only; this incident is noted because it shows the same unexploded-ordnance hazard on both sides of the border.
CIS assessment: Unexploded ordnance is now the leading cause of civilian deaths in CIS's recent editions. CIS will add any October 13 incidents in the next edition and will correct this one if a significant event is found to have occurred this morning.
4. DIPLOMACY
- Moscow: Foreign Minister Joe Rajji met Russian FM Sergei Lavrov. Lavrov reaffirmed support for Lebanon's sovereignty; Rajji called for Israeli withdrawal, an end to strikes, and reaffirmed the state's monopoly on weapons.
- Talks: Lebanon–Israel talks are reported to resume on October 20 in Florida (7 days).
- UNIFIL: mandate ends December 31, 2026 (79 days).
5. REGIONAL: SAUDI AIRSPACE AND HORMUZ
- Riyadh: King Khalid International Airport is closed until 21:00 GMT on October 17 (NOTAM). Etihad cancelled all Riyadh flights until October 19; Gulf Air until October 17. MEA changed its schedule (L'Orient Today). Sunday's attack killed at least one person and injured 11; Saturday's killed 12–13 and injured 309. The Houthis claimed strikes on energy infrastructure and other airports including Dammam and told travelers to avoid Saudi airports except Mecca and Medina. Saudi Energy Minister Prince Abdulaziz bin Salman promised a "firm response."
- Hormuz: the IRGC claimed a strike on a supertanker that it said passed without authorization; the US continues its naval blockade of Iranian ports.
- Economy: the IMF cut its Middle East growth forecast, citing war disruptions.
CIS assessment: Lebanese residents in Saudi Arabia and travelers should check MEA's schedule directly. CIS does not score regional events.
6. DOMESTIC WATCH ITEMS
- Today (Oct 13): Hezbollah press conference at 11:00 at the Ghobeiry Municipal Cultural Center to announce a housing project; Lebanese University contract lecturers' sit-in outside the Education Ministry at 12:15.
- Electricity: MP Ghassan Hasbani urged the PM to fund fuel purchases this month; Energy Minister Joe Saddi said recovering unpaid public-institution bills is the fastest funding route — only about $50 million has been settled this year.
- Amnesty law: the Constitutional Council reportedly approved a general amnesty law, excluding corruption crimes (L'Orient Today headline).
CIS does not score political or economic items.

🛡️ WAR DAY 226 GUIDANCE — WHAT TO DO ON TUESDAY, OCTOBER 13
- Land near the border — still the top risk: do not harvest, inspect land or walk field edges in the Bint Jbeil, Marjayoun, Hasbaya, Nabatieh and Tyre districts without Lebanese Army coordination. Three people died this way in two days.
- Unexploded ordnance and landmines: stay on paved roads and known paths. Watch for disturbed soil, wires or metal. If you see anything: stop, go back the way you came, and call the Army or Civil Defence (125). Teachers and group leaders: do not take school trips or hikes near the border, on either side.
- Kfar Shuba, Shmeis and Khiam: Israeli armor and troops have been active; stay indoors when they are nearby and do not approach or film.
- Hermel and the Syrian border: avoid border tracks and unofficial crossings; smugglers have fled armed interceptions.
- Report suspicious activity — unattended vehicles, packages, animals carrying loads near the border — to the Army or ISF.
- Ghobeiry and the Education Ministry (late morning): expect gatherings and some traffic around the Hezbollah press conference and the lecturers' sit-in.
- Travel to or via Saudi Arabia: Riyadh airport is closed until October 17. Check MEA's updated schedule and your embassy's guidance.
- Beirut, Mount Lebanon, Keserwan-Jbeil, North and Akkar: normal activity with standard awareness.
CIS POSTURE: LEVEL 5 — HIGH ALERT (unchanged)
What CIS is watching: any October 13 ground incidents in the south; whether Israeli forces remain in eastern Kfar Shuba; the Cabinet's decision on referring the Dahr al-Baidar case to the Court of Justice; identification of the Qasr-Hermel smugglers; the launch decision for the EU mission; the agenda of the October 20 Florida talks; and Riyadh's reopening.

⚠️ FINAL ASSESSMENT — WAR DAY 226, OCTOBER 13, 2026
The Index eases to 75 (HIGH) as no new casualties have been reported since Monday morning, but the three deaths of October 11–12 keep the south firmly in the HIGH band. The day's main developments are institutional: the EU approved a three-year mission to strengthen the Army and ISF, the Justice Minister wants the Dahr al-Baidar case before the Court of Justice, and the Army stopped another 200 kg of explosives at the Syrian border. CIS has corrected the Dahr al-Baidar date to October 5; national levels are unaffected.
CIS sets the Index at 75/100 (HIGH) and holds posture at Level 5.

Compilation notes: This edition was compiled late morning on October 13, Beirut time, mainly from L'Orient Today with AFP and Reuters material; the wider mandatory source sweep was limited. No October 13 ground incident report was located at compile time; the south section is a baseline through October 12. The Dahr al-Baidar interception is re-dated to October 5 on the basis of the Justice Minister's and a security source's accounts; affected governorate scores for October 10–12 are flagged for revision, with no change to national levels. The Qasr-Hermel seizure is scored as a low-weight incident; no link to Dahr al-Baidar is made. The northern Israel UXO incident is outside the Index's scope and is not scored. Mission size (~150) comes from L'Orient Today's recap; the EU article itself does not state a size. The amnesty-law item is from a headline only. No newer cumulative Lebanon casualty figure was found. Index compiled: Tuesday, October 13, 2026 — Beirut time.
