WAR DAY 228 · TRUCE DAY 118 · October 15, 2026
INDEX LEVEL: 🟠 HIGH — RISING OVERALL INDEX: 74/100 (National Alert Level = highest governorate score: Nabatieh) TREND: ⬆️ RISING — up 1 point from 73 (HIGH) on October 14. The two days without casualties ended on Wednesday, October 14. An Israeli strike in the Bint Jbeil district injured two people, including a child, according to L'Orient Today's correspondent and the Health Ministry. Late that evening, Israeli forces set fire to the Kawthar school in Kfar Tibnit during a night of shelling and low-flying jets. L'Orient Today also reports that Israeli attacks are now repeatedly going beyond the declared "buffer zone", especially around Aita al-Jabal. Nabatieh rises to 74, and South Lebanon rises 1 point to 66 after two overnight airstrikes on Mansouri.
The most significant statement of the week: on October 14, Israeli Defense Minister Israel Katz said in the occupied south that if Hezbollah joins Iran in attacking Israel, Beirut's southern suburbs "will also be evacuated and its terrorist infrastructure struck," and that the army "is ready to launch a ground offensive." This is a conditional threat, not an evacuation order. Under CIS methodology, statements do not score. Beirut stays at 38, but CIS has added specific preparedness guidance for residents of the southern suburbs (see below).
Quick answer — Is Lebanon safe today (October 15, 2026)? The far south is HIGH risk: Nabatieh (74) and South Lebanon (66). A child was injured on Wednesday, and strikes are reaching beyond the border zone. Beirut is LOW (38). There is no evacuation order and no strike on Beirut since April, but Israel has issued a conditional threat against the southern suburbs, so residents there should have a plan ready. Baalbek-Hermel (36), Beqaa (31), Mount Lebanon (26) and Keserwan-Jbeil (21) are LOW; North (17) and Akkar (16) are MINIMAL. Rafic Hariri International Airport is operating.
📌 REVISION STATUS
Open revisions, all with no effect on national levels: October 7 (national figure under review); Beqaa October 11–12 and Mount Lebanon October 10 (Dahr al-Baidar re-dated to October 5). Today's trend is measured against the October 14 figure as published (73).

⛔ EXECUTIVE SUMMARY — THURSDAY, OCTOBER 15, 2026 (WAR DAY 228)
1. KATZ THREATENS BEIRUT'S SOUTHERN SUBURBS
Speaking on Wednesday morning, October 14, during a visit to Israeli-occupied areas of south Lebanon, Israeli Defense Minister Israel Katz said that if Hezbollah joins Iran in attacking Israel:
- the Israeli army "is ready to launch a ground offensive";
- Beirut's southern suburbs "will also be evacuated and its terrorist infrastructure struck";
- more than a million Shiite residents of Lebanon would be displaced.
L'Orient Today notes Katz had not made similar statements for several months, and that Beirut and its southern suburbs have not been struck since April 8, 2026. Related signals:
- Israeli army chief Eyal Zamir said Israel has reinforced troops on all fronts and raised readiness ahead of the October 27 Israeli elections.
- PM Benjamin Netanyahu told army radio that Israel's enemies want to attack "in the coming days," while saying he "sincerely hopes" there will be no escalation.
- CNN reports the US is considering using its largest non-nuclear bomb (GBU-43/B) against Iranian sites if strikes resume.
CIS assessment: This is the clearest Israeli threat against Beirut in months. It is conditional on Hezbollah joining an Iranian attack. Hezbollah has not claimed an attack on Israel since June, and CIS's most recent record of an Israeli claim of a Hezbollah attack is September 27. Rhetoric does not score, so Beirut stays LOW at 38. But the risk to Beirut now depends on the US–Iran track. CIS will move Beirut immediately on any evacuation order or strike. Preparedness guidance for the southern suburbs is below.
2. THE SOUTH: CHILD INJURED, SCHOOL BURNED, STRIKES BEYOND THE ZONE
Wednesday, October 14:
- Bint Jbeil district: an Israeli strike injured two people, including a child. The article places it between Beit Yahoun and Haddatha; the headline and the 1 p.m. recap place it near Aita al-Jabal. The injuries are confirmed by the Health Ministry.
- Kfar Tibnit (Nabatieh): late in the evening, Israeli forces set fire to the Kawthar school, during a night of bombardment and low-altitude jet overflights.
Overnight October 14–15: two Israeli airstrikes on Mansouri (Tyre); shelling across the south.
Thursday, October 15 (morning):
- Kfar Shuba: Israeli troops stopped farmers from reaching their olive groves, saying harvesting required "authorization" that could be issued on Sunday through the Mechanism. The Arkoub municipalities union had asked the Lebanese Army and UNIFIL to escort the farmers; neither came.
- Artillery: outskirts of Aita al-Jabal (outside the buffer zone), Beit Yahoun, Haddatha, Hariss, Srebbine and Wadi Ghadir (Bint Jbeil); Mansouri and the Zebqine valley (Tyre); Wadi Slouqi between Houla and Shaqra (Marjayoun); five shells on Mayfadoun (Nabatieh).
- Strikes: Wadi Hujeir (Marjayoun); Dabshe and Dohat Kfar Roummane (Nabatieh).
- No casualties reported for Thursday morning.
CIS assessment: A child injured, a school burned, and fire reaching outside the declared zone add up to a renewed rise in risk to civilians. The Kfar Shuba olive-harvest standoff means farmers are being asked to get permits through a mechanism, with no escort available. Farmers should not attempt the harvest there until an escort or authorization is confirmed.
3. HEZBOLLAH CLAIMS THE DAHR AL-BAIDAR EXPLOSIVES
At a press conference in Parliament on October 15, Hezbollah MP Hassan Fadlallah said the vehicle seized at Dahr al-Baidar on October 5 "belonged to the Resistance". He said its contents are "used to defend Lebanese territory" and that "all the Resistance's capabilities are directed exclusively against the Israeli enemy." Hezbollah called for "the immediate release of those arrested and the return of what was inside the vehicle," and warned: "We will not tolerate any attack by parties pursuing an American agenda."
- Government position: PM Nawaf Salam has pledged "no leniency." Justice Minister Adel Nassar has asked for a Court of Justice referral, and has said the shipment was headed toward Beirut's southern suburbs.
- Investigation: Army intelligence and the ISF are working under Military Court Commissioner Claude Ghanem and Top Prosecutor Ahmad Rami al-Hajj. They are pursuing figures known by the aliases "Hajj Sajed" and "Hajj Zoulfikar," with a Syrian lead (L'Orient Today). A judicial source said one of the two detainees is the son of a Hezbollah official.
CIS assessment: The admission removes doubt about ownership but sets up a direct dispute between Hezbollah and the state's judicial process. Hezbollah's warning to domestic opponents is an internal-stability risk indicator. CIS has no reported incident linked to it and does not score it.
4. DIPLOMACY: QATAR, IRAN, US
- Qatar: Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani is expected in Beirut today to meet President Aoun, PM Salam and Speaker Berri. Reports say he may announce funding for energy and the Lebanese Army.
- Iran: Deputy FM Saeed Khatibzadeh met Speaker Berri. President Aoun spoke with FM Abbas Araghchi; both agreed on "the need to support diplomatic solutions."
- US: State Department spokesperson Tommy Pigott said contacts with Lebanon and Israel continue and that Hezbollah's disarmament is a prerequisite for rebuilding the south, for which Gulf and European countries could mobilize "billions of dollars." L'Orient Today notes negotiations have been at a standstill since August. The October 20 Florida session has not been confirmed in this week's reporting.
- Cabinet meets at 15:00 today at the Grand Serail.
5. REGIONAL WATCH
- Hormuz: UKMTO reported four ships targeted on Tuesday; two container ships were hit by projectiles of unknown origin with minor damage.
- Saudi Arabia: the coalition said it intercepted a missile over the Medina region on Thursday; the Houthis denied firing it. The Houthis earlier struck an Aramco administrative building and Riyadh airport. Riyadh postponed football and tennis events. Riyadh airport is scheduled to reopen after October 17.
- Iran: the US is demanding nuclear concessions for a truce, and the IRGC is preparing to tighten its Hormuz blockade (L'Orient Today Morning Brief).
CIS assessment: The external risk to Lebanon has risen this week. Israeli readiness is up, Iran is preparing, and the Israeli election (Oct 27) and US midterms (Nov 3) are close. CIS does not score regional events but has raised its regional watch.

🛡️ WAR DAY 228 GUIDANCE — WHAT TO DO ON THURSDAY, OCTOBER 15
Beirut's southern suburbs — be prepared, not alarmed:
- There is no evacuation order. Do not act on forwarded messages or screenshots. Rely on the Lebanese Army, Civil Defence and official announcements.
- Prepare a grab bag now: ID and family documents (and photos of them on your phone), medicines for a week, cash, phone chargers and power bank, water, and a change of clothes.
- Agree on a family plan: where you would go (relatives outside the area), how you would travel, and how you would contact each other if networks are busy.
- Know your exits and keep your car fuelled if you have one.
- Businesses in the area: confirm staff contact lists, a remote-work option and who holds keys and alarm codes.
South Lebanon:
- Expect continued strikes and shelling, including beyond the border zone (Aita al-Jabal). Follow Army and Civil Defence instructions and act immediately on any evacuation notice.
- Schools and children: keep children away from open areas and damaged buildings. Do not let them handle any object they find.
- Olive harvest at Kfar Shuba and the Arkoub: do not go to the groves without confirmed Army or UNIFIL escort or authorization. Israeli troops turned farmers back on Thursday.
- Unexploded ordnance and landmines: stay on paved roads; call the Army or Civil Defence (125) for any object.
Everywhere:
- Report suspicious vehicles or packages to the Army or ISF.
- Travel to Saudi Arabia: Riyadh airport closed until October 17; check MEA and your embassy.
- Beirut (outside the southern suburbs), Mount Lebanon, Keserwan-Jbeil, North, Akkar: normal activity with standard awareness.
CIS POSTURE: LEVEL 5 — HIGH ALERT (unchanged), with enhanced monitoring of Beirut's southern suburbs.
What CIS is watching: any Israeli evacuation warning or strike on Beirut; any Hezbollah claim of an attack on Israel; further strikes beyond the buffer zone; the government's response to Hezbollah's demand over the explosives; outcomes of the Qatari PM's visit and today's Cabinet session; Kfar Shuba harvest permissions; and US–Iran signals ahead of November 3.
❓ FREQUENTLY ASKED QUESTIONS — LEBANON SECURITY TODAY
What is Lebanon's security level today, October 15, 2026? The CIS Lebanon Security Index™ national alert level is 74/100 (HIGH), up 1 point from October 14, after two civilians, including a child, were injured in the Bint Jbeil district. It equals the highest governorate score (Nabatieh).
Is Beirut safe today? Is Dahieh going to be bombed? Beirut scores 38/100 (LOW). Israel has not struck Beirut since April 8, 2026, and there is no evacuation order. On October 14, Israel's defense minister said the southern suburbs would be evacuated and struck if Hezbollah joins Iran in attacking Israel. Residents should prepare a grab bag and family plan, and follow only official announcements.
What did Hezbollah say about the Dahr al-Baidar explosives? On October 15, Hezbollah MP Hassan Fadlallah said the seized vehicle "belonged to the Resistance," that its contents were for defending Lebanon against Israel, and demanded the release of the detainees and the return of the materials. The government has pledged "no leniency," and the Justice Minister wants the case before the Court of Justice.
Can farmers harvest olives in Kfar Shuba? Not yet. Israeli troops blocked farmers on October 15, saying authorization is needed through the Mechanism, possibly from Sunday. Wait for confirmed Army or UNIFIL escort.
Is Beirut airport open? Yes. Rafic Hariri International Airport is operating normally. Riyadh airport is closed until October 17.
How is the CIS Lebanon Security Index calculated? Scores are computed from verified, coded incidents across all 9 governorates using a seven-day decay window. Statements and threats do not score; unverified reports score zero; combatant casualties do not score as casualties. The national level is the highest governorate score. Published daily at 8:00 AM Beirut time. Read the methodology →

⚠️ FINAL ASSESSMENT — WAR DAY 228, OCTOBER 15, 2026
The Index rises to 74 (HIGH). On the ground, a child was among two people injured in the Bint Jbeil district, a school was burned in Kfar Tibnit, and Israeli fire is reaching beyond the declared zone. The larger change is in the risk outlook. Israel's defense minister threatened Beirut's southern suburbs for the first time in months, conditional on Hezbollah joining an Iranian attack. Israel has raised readiness on all fronts, and Hezbollah has openly claimed the Dahr al-Baidar explosives while warning domestic opponents. None of this has yet produced an incident in Beirut, and CIS does not score rhetoric. But the next three weeks, to the Israeli election and the US midterms, carry clear escalation risk.
CIS sets the Index at 74/100 (HIGH) and holds posture at Level 5, with enhanced monitoring of Beirut's southern suburbs.

Compilation notes: This edition was compiled in the early afternoon of October 15, Beirut time, mainly from L'Orient Today with AFP, Reuters and CNN material relayed by it; the wider mandatory source sweep was limited. The exact location of the October 14 strike is given differently in the article body (between Beit Yahoun and Haddatha) and the headline (near Aita al-Jabal); both are in the Bint Jbeil district. The child's injury appears in the headline and the 1 p.m. recap; the article body confirms two injured. Katz's statement is conditional and is not scored; there is no evacuation order. L'Orient Today gives two dates for the last Israeli strike on Beirut — April 8, 2026 (8 p.m. recap) and "early June" (Katz article); CIS uses April 8 pending confirmation. Hezbollah's warning to domestic opponents is recorded as a statement and not scored. The October 20 Florida session is not confirmed in this week's reporting. Details of the Houthi strike on Aramco's headquarters and Riyadh airport were behind a paywall and are not given. No newer cumulative Lebanon casualty figure was found.
