WAR DAY 227 · TRUCE DAY 117 · October 14, 2026
INDEX LEVEL: 🟠 HIGH — EASING OVERALL INDEX: 73/100 (National Alert Level = highest governorate score: Nabatieh) TREND: ↘️ EASING — down 2 points from 75 (HIGH) on October 13. No new deaths or injuries in Lebanon have been reported since the Ain Ibl landmine on Monday morning — now more than 48 hours. The three deaths of October 11–12 continue to decay. Military activity has not slowed. On Tuesday, October 13, the Israeli army warned residents of the Hula Valley, the Ramim Ridge and central Upper Galilee that they might hear powerful explosions. Israel's Channel 12 described this as a "wave of attacks" on south Lebanon. Four airstrikes followed (Wadi Hujeir, Kfar Tibnit, two houses near Wadi Slouqi, and a house near Doubieh Castle). The night of October 13–14 brought sustained shelling across the Bint Jbeil, Nabatieh, Marjayoun, Hasbaya, Tyre and Jezzine districts. None of these incidents caused reported casualties. Nabatieh eases to 73.
Quick answer — Is Lebanon safe today (October 14, 2026)? The far south is still HIGH risk: Nabatieh (73) and South Lebanon (65), with daily strikes and shelling. No new casualties have been reported for two days, but do not enter fields near the border without Lebanese Army coordination. Baalbek-Hermel (38), Beirut (38), Beqaa (32), Mount Lebanon (26) and Keserwan-Jbeil (21) are LOW; North (17) and Akkar (16) are MINIMAL. Rafic Hariri International Airport is operating.
📌 UPDATE TO THE OCTOBER 13 EDITION
Yesterday's edition was compiled before any October 13 ground report was available. Reporting published later that day confirms four Israeli airstrikes on October 13 (Wadi Hujeir; Kfar Tibnit below Ali Taher hill; two houses near Wadi Slouqi; a house near Doubieh Castle). It also confirms overnight artillery on Braasheet, al-Areesh/Hariss, Mayfadoun and Wadi Zebqine. None caused reported casualties. CIS has logged them under their October 13 Beirut date. They do not change the October 13 national level (75), which was set by the October 11–12 deaths. They are included in today's scoring.
Open revisions: October 7 (national figure under review); Beqaa October 11–12 and Mount Lebanon October 10 (Dahr al-Baidar re-dated to October 5). National levels are unaffected in each case.

⛔ EXECUTIVE SUMMARY — WEDNESDAY, OCTOBER 14, 2026 (WAR DAY 227)
1. ISRAEL ANNOUNCES A "WAVE OF ATTACKS"; FOUR STRIKES FOLLOW
Shortly after 11 a.m. on October 13, the Israeli army told residents of the Hula Valley, the Ramim Ridge and central Upper Galilee that they might hear powerful explosions. Israel's Channel 12 reported it as a "wave of attacks" on south Lebanon (L'Orient Today). The warning came a day after an unexploded munition killed a student and injured about 20 people on a school hike near Neot Mordechai in northern Israel. L'Orient Today describes that munition as a suspected Hezbollah munition; its origin has not been officially established.
Strikes on October 13:
- Wadi Hujeir (Marjayoun) — airstrike
- Kfar Tibnit, below Ali Taher hill (Nabatieh) — airstrike
- Two houses near Wadi Slouqi (Marjayoun) — airstrikes
- A house near Doubieh Castle (Marjayoun) — airstrike
All four were in areas under Israeli occupation, according to L'Orient Today. No casualties were reported.
Israeli military claim: On October 14, the Israeli army said it had completed an operation earlier this week in the Kfar Shuba area. It said it had found an explosive device ready to be detonated, a Hezbollah position and other combat equipment. This presumably refers to the tank deployment in eastern Kfar Shuba on October 12. The claim has not been independently verified and is not scored.
CIS assessment: The announced "wave" produced four strikes without casualties. That is a measured response so far, not an escalation. But a pre-announced campaign raises the chance of further strikes in coming days. The Kfar Shuba area has now seen four significant incidents in nine days.
2. THE NIGHT OF OCTOBER 13–14 AND THIS MORNING
Overnight (sustained fire, no casualties reported):
| Location | District | Activity |
|---|---|---|
| Jermaq | Jezzine | Artillery — a few km north of Israel's declared "buffer zone" |
| Braasheet and Beit Yahoun outskirts | Bint Jbeil | Artillery; Israeli vehicles near the mosque between Aita al-Jabal and Beit Yahoun, with automatic fire |
| Zawtar Sharqieh | Nabatieh | Israeli vehicle movements |
| Mayfadoun outskirts | Nabatieh | Artillery |
| Mansouri | Tyre | Repeated artillery and automatic fire |
| Byout al-Siyad | Tyre | Machine-gun fire |
| Wadi Zebqine | Tyre | Five shells |
| Khiam; Wadi Hujeir | Marjayoun | Artillery |
| Birket al-Naqqar, near Shebaa | Hasbaya | Automatic fire |
Wednesday morning, October 14:
- Artillery between Hariss and Haddatha; machine-gun fire in Haddatha (Bint Jbeil)
- Repeated artillery on Mansouri (Tyre)
- Four shells on the Kouroum area east of Kfar Shuba (Hasbaya)
- Artillery strike on Nabatieh Fawqa (Nabatieh)
CIS assessment: Fire reached Jermaq in Jezzine for the second time in five days, outside the declared zone, which keeps the South Lebanon governorate at 65. The volume of fire is high, but there have been no casualties for two days. Readers should not take the lack of casualties as a sign that the south is safe.
3. BEKAA: OLD EXPLOSIVE DEVICE NEUTRALIZED; SALAM BACKS THE ARMY
- Kfar Zabad (Zahle district, Beqaa): Overnight on October 12–13, security forces found an "old explosive device" between Kfar Zabad and Ain Kfar Zabad, near the Syrian border. It was a camouflaged box with an electrical wire protruding. The Army defused and detonated it on site because moving it was too dangerous, and has opened an investigation.
- PM Nawaf Salam met Army commander Gen. Rodolphe Haykal, expressed "total support" for the Army, and called for "further investigation" to identify those involved in the Dahr al-Baidar and Qasr-Hermel smuggling cases and the networks behind them. He also called for strengthening the Army's capacities.
CIS assessment: Three explosives-related finds in the Bekaa in nine days (Dahr al-Baidar, Qasr-Hermel and Kfar Zabad) show both an active threat and active detection. Kfar Zabad is scored as a low-weight incident in Beqaa.
4. POLITICS AND RECONSTRUCTION
- President Joseph Aoun said the framework agreement signed with Israel at the end of June "limited the expansion of Israeli attacks," while not being "ideal."
- PM Salam met Amal and Hezbollah MPs at the Grand Serail on reconstruction and the return of displaced people. He said tenders for south Lebanon projects worth about $70 million under the CDR's LEAP program are entering the award phase, with results expected in the coming months.
- Hezbollah housing aid: Hezbollah announced aid for families whose homes were destroyed or made uninhabitable. Executive council head Sheikh Ali Daamouch said it will pay up to $14,000 in Beirut and the southern suburbs and up to $12,000 elsewhere, over one year, without regard to political or sectarian affiliation. No total budget was given.
- FM Joe Rajji (Moscow): "no one negotiates on [Lebanon's] behalf."
- Today (Oct 14): Speaker Berri convenes joint parliamentary committees at 11:00.
- Talks: Lebanon–Israel talks are reported to resume on October 20 in Florida (6 days).
CIS does not score political or economic items.
5. REGIONAL: SAUDI–HOUTHI ESCALATION, IRAN BRACING
- Saudi Arabia: Debris from two intercepted Houthi cruise missiles wounded four people in Riyadh, a child among them, and damaged 15 homes. An Aramco administrative building in Dhahran was hit, causing a "limited fire" with no casualties. The death toll from Saturday's Riyadh airport strike is now 13. Crown Prince Mohammed bin Salman said the Houthis would "face the consequences." Saudi Arabia struck a Yemen Oil Company facility near Sanaa after an evacuation order. The Houthis threatened Riyadh airport, a Riyadh refinery and Aramco's Dammam headquarters. France advised its nationals to avoid Jeddah and Dammam unless necessary. Riyadh airport is scheduled to stay closed until October 17.
- Iran: The Wall Street Journal reports Iran is fortifying nuclear sites (Natanz, "Pickaxe Mountain") and rebuilding missile and drone capacity in expectation of possible US strikes after the November 3 midterms. It also reports that Iranian officials warned Arab leaders that Saudi oil sites could be targeted. These claims come from unnamed sources. President Trump said the US "might" ask Turkey's President Erdogan to intervene for Saudi Arabia against the Houthis.
- ICRC: President Mirjana Spoljaric warned that intensified hostilities would be "disastrous" for tens of millions of people in the region.
- IMF: now forecasts a 0.3% contraction for the region in 2026, down from 1.9% growth six months ago.
CIS assessment: The WSJ report points to November 3 as a date to watch for regional escalation that could reach Lebanon. Lebanese expatriates in Saudi Arabia should follow their employer's and embassy's guidance. CIS does not score regional events.

🛡️ WAR DAY 227 GUIDANCE — WHAT TO DO ON WEDNESDAY, OCTOBER 14
- Expect more strikes in the coming days. Israel has announced a "wave of attacks." In the Bint Jbeil, Marjayoun, Hasbaya, Nabatieh, Tyre and Jezzine districts, follow Lebanese Army and Civil Defence instructions and act immediately on any evacuation notice.
- Stay away from isolated houses and valleys near Wadi Slouqi, Wadi Hujeir, Doubieh Castle and Wadi Zebqine. Houses there were struck on Tuesday.
- Kfar Shuba, Shebaa and Birket al-Naqqar: shelling and automatic fire continue; stay indoors when military activity is nearby.
- Jezzine district: Jermaq has been shelled twice in five days, outside the declared zone. Avoid open ground on its outskirts.
- Fields, olive groves and land near the border: no fieldwork without Army coordination. Three people died on their land on October 11–12.
- Explosive devices: if you find any box, bag or object with wires, especially near the Syrian border, do not move it. Keep people away and call the Army or Civil Defence (125).
- Report suspicious activity to the Army or ISF.
- Travel to Saudi Arabia: Riyadh airport is closed until October 17; France advises avoiding Jeddah and Dammam unless necessary. Check MEA and your embassy's guidance.
- Beirut, Mount Lebanon, Keserwan-Jbeil, North and Akkar: normal activity with standard awareness.
CIS POSTURE: LEVEL 5 — HIGH ALERT (unchanged)
What CIS is watching: whether the announced "wave of attacks" broadens or causes casualties; Israeli activity around Kfar Shuba; the official finding on the origin of the Neot Mordechai munition; the Dahr al-Baidar investigation and any Court of Justice referral; the agenda of the October 20 Florida talks; Riyadh's reopening on October 17; and US–Iran signals ahead of November 3.

The Index eases to 73 (HIGH), the second daily decline since this week's peak of 77. Lebanon has gone two days without reported casualties, which drives the decline. The underlying picture is not calmer: Israel publicly announced a "wave of attacks," struck four sites on Tuesday, and shelled six districts overnight, including Jermaq outside its declared zone. In the Bekaa, the Army neutralized a third explosive find in nine days. The next markers are Riyadh's reopening (Oct 17), the Florida talks (Oct 20) and the US midterms (Nov 3).
CIS sets the Index at 73/100 (HIGH) and holds posture at Level 5.

Compilation notes: This edition was compiled around midday on October 14, Beirut time, mainly from L'Orient Today with AFP, Reuters and WSJ material relayed by it; the wider mandatory source sweep was limited. No deaths or injuries in Lebanon were reported in the sources reviewed for October 12 (after the Ain Ibl incident) through the morning of October 14. The "wave of attacks" wording comes from Israel's Channel 12 as relayed by L'Orient Today. The Israeli army's Kfar Shuba claims are unverified and not scored. The origin of the Neot Mordechai munition is not officially established. L'Orient Today's 1 p.m. recap of October 13 mentions damage to Israeli forces from Hezbollah explosive drones without dates or specifics; CIS has not scored it and still records September 27 as the most recent Israeli claim of a Hezbollah attack. The WSJ claims rest on unnamed sources. No newer cumulative Lebanon casualty figure was found. Index compiled: Wednesday, October 14, 2026 — Beirut time.

⛔ الملخص التنفيذي
