WAR DAY 229 · TRUCE DAY 119 · October 16, 2026
INDEX LEVEL: 🟠 HIGH — EASING OVERALL INDEX: 73/100 (National Alert Level = highest governorate score: Nabatieh) TREND: ↘️ EASING — down 1 point from 74 (HIGH) on October 15. No new casualties were reported in Lebanon on Thursday, October 15, or on Friday morning. The October 14 injuries (two civilians, including a child) and the October 11–12 deaths continue to decay. Activity remains intense. L'Orient Today's tally for Thursday: one village hit by airstrikes, 14 by artillery, detonations in three villages, and houses set on fire near Braasheet. Overnight, a surface-to-surface missile launched from inside Israel struck Nabatieh Fawqa. On Friday morning, an Israeli force with a D9 bulldozer and two tanks uprooted olive trees in the Azariel area of Kfar Shuba. Large detonations at dawn in Kfar Tibnit and Zawtar Sharqieh shook houses near Nabatieh. None of these incidents caused reported casualties. Nabatieh eases to 73; South Lebanon holds at 66.
Quick answer — Is Lebanon safe today (October 16, 2026)? The far south remains HIGH risk: Nabatieh (73) and South Lebanon (66). Strikes, shelling, demolitions and bulldozing continue daily, though no new casualties were reported on Thursday. Beirut is LOW (38). There is no evacuation order for the southern suburbs, but residents should keep a plan ready after this week's conditional Israeli threat. Baalbek-Hermel (35), Beqaa (30), Mount Lebanon (26) and Keserwan-Jbeil (21) are LOW; North (17) and Akkar (16) are MINIMAL. Rafic Hariri International Airport is operating.

⛔ EXECUTIVE SUMMARY — FRIDAY, OCTOBER 16, 2026 (WAR DAY 229)
1. WASHINGTON WEIGHS IN ON THE HEZBOLLAH EXPLOSIVES
US Secretary of State Marco Rubio spoke with President Joseph Aoun on Thursday, according to a US official cited by AFP. Rubio "urged President Aoun to hold accountable all those who ordered, financed, and directed the shipment," and said "returning explosives to Hezbollah should be out of the question." He also reportedly described Lebanon's 1955 boycott law as impractical and urged direct military-to-military communication between the Lebanese and Israeli armies for deconfliction.
- Hezbollah's position (Oct 15): MP Hassan Fadlallah said "the vehicle and its cargo belong to the resistance" and demanded the release of the two detainees and the return of the shipment.
- Size of the shipment: AFP refers to "several hundred kilograms" and, later, to "a 500-kilogram shipment."
- Cabinet: No decision yet on referring the case to the Judicial Council. Justice Minister Adel Nassar has submitted a draft decree, but it is not yet on the agenda. Information Minister Paul Morcos said "appropriate measures will be taken" once it is presented.
CIS assessment: The explosives case is now a three-way standoff between Hezbollah, the Lebanese state and Washington. CIS does not score political disputes. It treats the case as an internal-stability indicator to watch, especially if the detainees' status changes or protests are called.
2. THE SOUTH: BULLDOZERS IN THE OLIVE GROVES, A MISSILE ON NABATIEH FAWQA
Thursday, October 15 (L'Orient Today daily tally: 1 village hit by airstrikes · 14 by artillery · detonations in 3 villages):
- Kfar Shuba (Azariel area): Israeli forces expelled residents and farmers, saying they could return "next week" to harvest. In the morning, troops had blocked farmers from their groves and said harvesting required "authorization."
- Kfar Tibnit: airstrikes. Jermaq (Jezzine): artillery, the third time in a week.
- Aita al-Jabal and Beit Yahoun outskirts: artillery. Mansouri: artillery and machine-gun fire.
- Afternoon: a loud explosion in the Zebqine valley; Israeli forces set houses on fire on the outskirts of Braasheet.
Overnight October 15–16:
- Nabatieh Fawqa: targeted by a surface-to-surface missile launched from inside Israel. No casualties reported.
- Al-Hawza (between Aita al-Jabal and Beit Yahoun): Israeli vehicles advanced with shelling and gunfire.
- Zawtar Sharqieh and Srebbine: Israeli sweeping operations.
- Artillery: Mansouri; Jermaq; Wadi Slouqi; Wadi Hujeir toward Touline; outskirts of Mayfadoun and Zawtar Sharqieh; Kfar Shuba; Srebbine; between Beit Yahoun and Braasheet; between Haddatha and Hariss.
Friday morning, October 16:
- Kfar Shuba (Azariel): an Israeli force with a D9 bulldozer, two tanks and several military vehicles advanced on the southern side of the village and uprooted olive trees.
- Kfar Tibnit and Zawtar Sharqieh (dawn): large detonations; houses near Nabatieh shook.
- Haddatha and Aita al-Jabal: gunfire. Beit Yahoun: vehicle movements.
- Shanouh farm outskirts (Halta/Kfar Shuba) and Mansouri: artillery.
CIS assessment: Two developments stand out. A surface-to-surface missile launched from Israel is a different weapon from the drone and air strikes of recent weeks. Bulldozing olive groves at Kfar Shuba escalates the harvest standoff, after the Army had said authorization could come through the Mechanism. Neither caused casualties, which is why the score eases. But neither points toward de-escalation.
3. POLITICS, BANKING AND DIPLOMACY
- Cabinet walkout: three Lebanese Forces ministers — Joe Rajji (Foreign Affairs), Joe Issa al-Khoury (Industry) and Kamal Shehadeh (Displaced/AI) — left Thursday's Cabinet meeting after it did not agree to fund EDL for the next three to four months. Energy Minister Joe Saddi has boycotted Cabinet since October 6 and is reportedly considering resigning, though not before next week. The Cabinet approved alternative-energy stations and postponed other items.
- Banking: Banque du Liban revoked the license of Iran's Bank Saderat. Governor Karim Souhaid told Bloomberg Lebanon will "protect our banking sector" and "can't sustain such a risk." A FATF decision on Lebanon's grey-list status is expected next week in Paris.
- Qatar: Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani is scheduled to meet PM Nawaf Salam at the Grand Serail at 13:00 today; energy and Army funding are expected topics.
- Public opinion: a survey reported by L'Orient Today finds Hezbollah losing ground among Lebanese Shiites on a state monopoly of arms and a deal with Israel (survey details not reviewed by CIS).
CIS does not score political, economic or polling items.
4. REGIONAL WATCH
- Iran: the US Treasury issued new Iran-related sanctions. President Masoud Pezeshkian called the regional conflict an "ecocide." CNN earlier reported US planning options including the GBU-43/B against Iranian sites if strikes resume.
- Yemen and Saudi Arabia: the Houthis struck the Yemeni presidential palace while Yemen's prime minister was inside, a minister said. The Saudi-led coalition says regional actors helped the Houthis obtain advanced technology. Riyadh airport is scheduled to reopen after October 17.
- Israel: army chief Eyal Zamir has reinforced troops on all fronts ahead of the October 27 election.
CIS assessment: The regional watch stays raised. CIS does not score regional events.

What did the US say about Hezbollah's seized explosives? On October 15, Secretary of State Marco Rubio told President Aoun that those who ordered, financed and directed the shipment should be held accountable, and that "returning explosives to Hezbollah should be out of the question." Hezbollah has demanded their return.
What is happening in Kfar Shuba? Israeli forces blocked and then expelled farmers from the Azariel area on October 15, saying they could return next week. On October 16, a bulldozer and tanks uprooted olive trees there. Farmers should not go to the groves until an Army or UNIFIL escort is confirmed.

Why did Lebanese Forces ministers walk out of the Cabinet? Three LF ministers left the October 15 session after the Cabinet did not agree to fund Electricité du Liban for the next three to four months. CIS reports this as context and does not score it.
Is Beirut airport open? Yes. Rafic Hariri International Airport is operating normally.

⚠️ FINAL ASSESSMENT — WAR DAY 229, OCTOBER 16, 2026
The Index eases to 73 (HIGH) because no new casualties were reported on Thursday or Friday morning. On the ground, the week has not calmed. A missile launched from Israel struck Nabatieh Fawqa, bulldozers and tanks uprooted olive groves in Kfar Shuba after farmers were expelled, and houses were burned and detonated across the Nabatieh and Bint Jbeil districts. In Beirut, the Hezbollah explosives case has become a standoff involving the state and Washington. The Cabinet is also strained by the Lebanese Forces walkout. The Index has stayed between 70 and 77 for eleven days, with all of the risk concentrated in the south.
CIS sets the Index at 73/100 (HIGH) and holds posture at Level 5.
