WAR DAY 231 · TRUCE DAY 121 · October 18, 2026
INDEX LEVEL: 🟠 HIGH — RISING OVERALL INDEX: 73/100 (National Alert Level = highest governorate score: Nabatieh) TREND: ⬆️ RISING — up 1 point from 72 (HIGH) on October 17. Two Syrian nationals were injured on Sunday in Tebnine (Bint Jbeil district) when an unidentified object exploded while a fire was being lit. These are the first reported injuries in Lebanon since October 14. Israeli demolitions also spread: L'Orient Today's tally for Saturday counts demolitions in eight villages, artillery on 14 villages and an airstrike on homes in one. Overnight, major demolitions hit Beit Yahoun, Zawtar Sharqieh and Khiam, and on Sunday Qantara. Nabatieh rises to 73. South Lebanon eases to 65. Beirut eases to 39 as the Galerie Semaan standoff decays and the Army reinforces its presence in the southern suburbs.
Outside the score, the outlook has tightened. Israel's Maariv reports that the army raised its alert level in the north and placed the 36th and 91st divisions on "an extremely high state of operational alert" across the Golan and south Lebanon. PM Benjamin Netanyahu said Israel will stay in south Lebanon "until Hezbollah is disarmed." At the same time, President Joseph Aoun confirmed that a Lebanese military delegation will attend a tripartite meeting in Tampa, Florida, on Tuesday, October 20, the first formal session since talks stalled in August.
Quick answer — Is Lebanon safe today (October 18, 2026)? The far south remains HIGH risk: Nabatieh (73) and South Lebanon (65). Demolitions are spreading and unexploded objects are injuring civilians. Beirut is LOW (39); the Army has reinforced its presence in the southern suburbs, and there is no evacuation order. Baalbek-Hermel (33), Beqaa (29), Mount Lebanon (26) and Keserwan-Jbeil (21) are LOW; North (17) and Akkar (16) are MINIMAL. Rafic Hariri International Airport is operating normally.
📌 REVISION STATUS
Open revisions, all with no effect on national levels: October 7 (national figure under review); Beqaa October 11–12 and Mount Lebanon October 10 (Dahr al-Baidar re-dated to October 5). The Galerie Semaan incident (October 16) remains scored in Beirut.

⛔ EXECUTIVE SUMMARY — SUNDAY, OCTOBER 18, 2026 (WAR DAY 231)
1. ISRAEL RAISES ITS ALERT; NETANYAHU HARDENS HIS POSITION
- Divisions on alert: According to Maariv (military correspondent Avi Ashkenazi), the Israeli army raised its alert level in the north over the weekend. It placed the 36th and 91st divisions on "an extremely high state of operational alert" covering the Golan Heights and south Lebanon. Unnamed sources quoted by Maariv claim Hezbollah received a "green light" from Iran to raise its readiness, and has recruited and strengthened defenses in the Bekaa, along the coast and in Beirut's southern suburbs. Maariv says there is "no specific intelligence" of an Iranian attempt to disrupt Israel's elections. An Israeli military source spoke of preparing for "a prolonged period of heightened readiness."
- Netanyahu (radio interview, Oct 18): "No, I don't trust them to disarm Hezbollah." Israel will stay in its "security zone" until Hezbollah is disarmed and will keep striking "as much as necessary." He added: "We will eliminate Hezbollah, although it is weakened and a shadow of itself."
- Context: Defense Minister Israel Katz's conditional threat to the southern suburbs (October 14) stands. Hezbollah has not resumed military operations since the ceasefire, and CIS's most recent record of an Israeli claim of a Hezbollah attack is September 27.
CIS assessment: Israel's posture is now the most forward-leaning since the June truce: raised alert, named divisions, and political statements committing to an open-ended presence. None of this scores. The claims about Hezbollah's readiness come from anonymous sources, and the Index measures incidents, not intentions. But the escalation risk over the next 16 days, to the Israeli election (Oct 27) and the US midterms (Nov 3), is higher than at any point this month.
2. DIPLOMACY: TAMPA TALKS CONFIRMED, FRANCE IN BEIRUT
- Tampa, October 20: President Aoun said a Lebanese military delegation will attend a tripartite meeting in Tampa, Florida, to present Lebanon's demands to end the Israeli escalation in the south. He hopes for "results consistent with the framework agreement." Talks have been stalled since August, after the first stage of the Israeli withdrawal in Zawtar Gharbieh.
- French FM Jean-Noël Barrot met Aoun at Baabda (Oct 17), PM Salam and Speaker Berri. Aoun:
- accused Israel of not respecting the June framework agreement;
- said continued occupation prevents the Army from deploying to the border under Resolution 1701;
- asked France to back extending UNIFIL's mandate or keeping its security tasks in 2027, or any international presence;
- said the Army and security forces are enforcing government decisions on weapons and armed displays, with violators referred to the judiciary.
- Barrot reaffirmed support for the June 26 ceasefire and Resolution 1701, called for "a new international framework," and warned of a security vacuum. Berri backed a French, European and international role after UNIFIL. No date is set for the international conference to support the Army and ISF.
- FM Youssef Rajji (OIC, Iraq) reaffirmed Lebanon's commitment to UN Security Council Resolution 2817 on halting attacks on Gulf states, and urged Tehran to stop interfering in Lebanon.
CIS assessment: Tampa is the most important date this week. A positive outcome on withdrawal steps or deconfliction would be the first concrete de-escalation signal since June. A breakdown, coming on top of Israel's raised alert, would raise risk.
3. THE SOUTH: DEMOLITIONS SPREAD, CIVILIANS INJURED, HARVEST STANDOFF
Saturday, October 17 (L'Orient Today tally): airstrike on homes in 1 village · artillery on 14 villages · demolitions in 8 villages.
Saturday night into Sunday:
- After 20:00: machine-gun fire from Majdal Zoun toward Wadi Zebqine; artillery on Mansouri and south-eastern Khiam; heavy machine-gun fire in Khiam; military vehicles near Beaufort Castle.
- After 21:00: major demolition of homes in Beit Yahoun (Bint Jbeil); machine-gun fire on the outskirts of Braasheet and Wadi Zebqine.
- After 22:00: artillery on Braasheet, Beit Yahoun, Kfar Tibnit, Zawtar Sharqieh and Mansouri; major demolition on the outskirts of Zawtar Sharqieh.
- After 23:00: artillery between Zawtar Sharqieh and Mayfadoun; demolitions of homes in Khiam; more shelling of Mansouri.
- Around midnight: artillery on the outskirts of Hariss and Haddatha.
Sunday, October 18:
- Tebnine (Bint Jbeil): an unidentified object exploded while a fire was being lit, injuring two Syrian nationals.
- Qantara: demolitions (two explosions).
- Artillery: Wadi Zebqine, Mansouri, Wadi Slouqi, Mayfadoun outskirts. Machine-gun fire: Beit al-Sayyad (Tyre); an explosion there at 08:20 with no incident reported.
Kfar Shuba olive harvest: residents of the Arkoub were offered one day of harvesting in the Sabia, Jall al-Hanbal, Azariel Road and Wadi Khansa areas. The conditions were to hand over phones and ID cards, limit numbers to 100 people and 25 vehicles, and go without the Lebanese Army or UNIFIL. They refused. Separately, an Israeli patrol expelled farmers from the outskirts of Kfar Shuba. Municipality head Qassem al-Qadri said soldiers told them to leave "and not return." L'Orient Today does not say who set the conditions or how they were communicated.
CIS assessment: The Tebnine injuries show again that unexploded objects in fields and yards are a daily hazard. Lighting fires on land that may contain ordnance is dangerous. From a safety standpoint, harvesting without a Lebanese Army or UNIFIL presence is not advisable.
4. BEIRUT: ARMY REINFORCES IN THE SOUTHERN SUBURBS
- After Friday's Galerie Semaan standoff, the Army began a "reinforced" deployment in Beirut's southern suburbs on Saturday. A military source called it routine.
- Health Minister Rakan Nasreddine, who is affiliated with Hezbollah, backed the authorities, saying he had reported the substandard medicines himself.
- Unconfirmed online reports say the Prosecutor General wants to identify the armed men. Pro-Hezbollah Al-Akhbar reported arrest warrants for two senior Hezbollah officials, which MP Ibrahim Moussawi and judicial sources denied.
- MP Paula Yaacoubian called for an investigation into alleged links between the raided warehouses and Mohammad Naim Qassem, son of Hezbollah's secretary-general. He called the claims "false" and reserved the right to sue.
CIS assessment: The Army's visible presence is a stabilizing step. Beirut eases to 39 as Friday's incident decays. The judicial follow-up to both the medicines case and the explosives case remains a potential flashpoint.
5. REGIONAL WATCH
- Iran appointed Mehrdad Akhlaghi as defense minister, its first since the war began eight months ago. He is under UN sanctions and said the US "will most certainly not dare to attack us."
- Saudi Arabia: staff at Riyadh's Kingdom Centre, which houses the IMF regional office, were told to work remotely amid Houthi attacks. Two Saudi pilots were killed in an incident near the Yemeni border. Egypt said it is ready to support Saudi Arabia.
- France: large protests over the cost of living, with more than 500 arrests in Paris. This is relevant for travelers.
CIS does not score regional events. Regional watch: raised.

🛡️ WAR DAY 231 GUIDANCE — WHAT TO DO ON SUNDAY, OCTOBER 18
South Lebanon:
- Do not light fires on land near the border or in damaged areas. The Tebnine injuries happened when an object exploded during fire-lighting. Clear the ground visually first; if anything metallic or unfamiliar is present, stop and call the Army or Civil Defence (125).
- Kfar Shuba and the Arkoub: do not go to the groves without the Lebanese Army or UNIFIL. If you are confronted by troops, stay calm, do not argue or resist, and leave the area as soon as you can; report the incident to the municipality and the Army.
- Beit Yahoun, Zawtar Sharqieh, Khiam, Qantara: demolitions are continuing. Keep at least several hundred metres from demolition sites and do not return to damaged homes until the Army checks them.
- Beaufort Castle area and the Nabatieh hills: Israeli vehicles have been seen; avoid the area.
- Follow Army and Civil Defence instructions; act immediately on any evacuation notice.
Beirut and the southern suburbs:
- The Army has reinforced its presence. Cooperate with checkpoints, carry ID, and allow extra travel time.
- No evacuation order. Keep your grab bag and family plan ready; follow only official announcements.
- If you see an armed gathering or standoff, leave the area and follow Army and ISF instructions.
Everywhere:
- Ahead of Tampa (Oct 20) and the Israeli election (Oct 27): expect heavy rumor traffic. Verify before forwarding.
- Travel: Beirut airport is operating normally. If traveling to France, expect protest disruption; for Saudi Arabia, check with MEA.
- Beirut, Mount Lebanon, Keserwan-Jbeil, North, Akkar: normal activity with standard awareness.
CIS POSTURE: LEVEL 5 — HIGH ALERT (unchanged), with continued monitoring of Beirut's southern suburbs and Israeli force posture.
What CIS is watching: the outcome of the Tampa meeting on October 20; any Israeli move beyond raised alert; demolitions and civilian injuries in the south; the Kfar Shuba harvest arrangements; judicial follow-up in the Galerie Semaan and Dahr al-Baidar cases; and Iranian and Israeli signals ahead of October 27 and November 3.
❓ FREQUENTLY ASKED QUESTIONS — LEBANON SECURITY TODAY
What is Lebanon's security level today, October 18, 2026? The CIS Lebanon Security Index™ national alert level is 73/100 (HIGH), up 1 point from October 17, after two civilians were injured in an explosion in Tebnine. It equals the highest governorate score (Nabatieh).
Is Israel preparing to escalate in Lebanon? Israel's Maariv reports that the army raised its northern alert and placed two divisions on "extremely high" readiness, and PM Netanyahu said Israel will stay in south Lebanon until Hezbollah is disarmed. Hezbollah has not resumed operations since the ceasefire. CIS does not score statements or deployments, but considers escalation risk elevated until early November.
What is the Tampa meeting? On October 20, a Lebanese military delegation will attend a tripartite meeting in Tampa, Florida, to present Lebanon's demands to end the Israeli escalation in the south. It is the first formal session since talks stalled in August.
Can farmers harvest olives in Kfar Shuba? Not safely at present. Farmers were offered one day under conditions they refused (handing over phones and IDs, 100 people, no Lebanese Army or UNIFIL), and an Israeli patrol expelled farmers from the outskirts. CIS advises waiting for an Army or UNIFIL escort.
Is Beirut safe today? Beirut scores 39/100 (LOW). The Army has reinforced its deployment in the southern suburbs after Friday's standoff. There is no evacuation order.
Is Beirut airport open? Yes. Rafic Hariri International Airport is operating normally.
How is the CIS Lebanon Security Index calculated? Scores are computed from verified, coded incidents across all 9 governorates using a seven-day decay window. Statements, threats and deployments do not score; unverified reports score zero; combatant casualties do not score as casualties. The national level is the highest governorate score. ⚠️ FINAL ASSESSMENT — WAR DAY 231, OCTOBER 18, 2026
The Index rises to 73 (HIGH). Two civilians were injured by an unexploded object in Tebnine, and Israeli demolitions reached eight villages in a day. Beyond the score, the week ahead has two very different possibilities. Tampa on Tuesday is the first real negotiating session since August. Against it stand Israel's raised alert, two divisions on high readiness, and Netanyahu's commitment to stay until Hezbollah is disarmed. In Beirut, the Army's reinforced presence has calmed the southern suburbs after Friday's standoff. CIS will treat the Tampa outcome as the main signal for the direction of the Index over the coming fortnight.
CIS sets the Index at 73/100 (HIGH) and holds posture at Level 5.
